PCP Interfaith Dialogue Leaders featured in TV Documentary

Interfaith Dialogue Partners Featured on Oprah’s “Belief”

PCP new logoOn Sunday, October 18, Oprah Winfrey presents the landmark television event “Belief,” a week-long documentary series airing over seven consecutive nights that depicts how people with a wide range of beliefs search for deeper meaning and connection with the world around them.

Through vivid, emotional storytelling and cinematic visual imagery, Belief illuminates the best of faith and spiritual practices from around the world – the rituals, stories and relationships that bind us all together as human beings. This groundbreaking original series invites viewers to witness some of the world’s most fascinating spiritual journeys through the eyes of the believers.

Public Conversations Project partners Pastor James Wuye and Imam Muhammad Ashafa, of the Interfaith Mediation Centre (IMC) in Nigeria, are featured in Episode 2 (on Monday, October 19, entitled “Belief: Love’s Story”). The two men have pioneered interfaith dialogue training across northern Nigeria, enhancing peace and stability in a region marred by outbreaks of religious violence. Over the past five years, Public Conversations, and our partners at UMass Boston and the IMC developed a new model of dialogue based on shared tenets of the Bible and Koran, and have trained hundreds of community leaders to facilitate dialogue about religion and other divisive issues in their neighborhoods and places of worship.

Traveling to the far reaches of world, and to places cameras have rarely been, Belief searches the origins of diverse faiths and the heart of what really matters. From the epic to the intimate, webbed throughout each hour are stories of people on spiritual journeys, taking them to sacred spaces. These stories and others will all lead us to ask: “What do you believe?”.

The series will premiere on Sunday, October 18 at 8 p.m. ET/PT on OWN.

crowd-sourcing information as a form of civic work

(Milwaukee, WI) Beth Noveck has been a leader since the 1990s in connecting online, collaborative knowledge-production efforts (tools like Stack Exchange) to government, and vice-versa. She has pursued that cause both as a scholar and as an Obama Administration official. I have not yet read her latest book, Smart Citizens, Smarter State, but Andrew Mayersohn’s review lays out important issues. This is a quote that mentions me, but I recommend Mayersohn’s whole article:

The ultimate goal of Smart Citizens, Smarter State is not simply a more competent regulatory state, but a transformed relationship between government and the governed. To policymakers and bureaucrats, Noveck makes the case that soliciting citizen expertise can make governance more effective; to democratic theorists, Noveck argues that providing expertise is a genuine form of civic engagement, and that it can help remedy the “broken, staccato rhythm of citizen engagement today” with something more substantive and sustained.

Noveck is right to suggest that we should start to think of providing expertise as another form of engagement like protesting or voting. Tufts University’s Peter Levine estimates that at least one million Americans are members of organizations that practice “open-ended discussion, problem-solving, education, and collaboration with diverse peers” such as the Industrial Areas Foundation and the League of Women Voters. Levine argues that such people are an important constituency for a more participatory democracy, since they have already seen it work in practice and developed the skills involved. Noveck’s proposals would greatly increase their numbers and, perhaps, begin to accustom a portion of the public to the idea that governance can and should be collaborative.

St. Frances X. Cabrini Scituate parish

I heard a story this morning which I had somehow missed or accidentally ignored. But it seems a story worth telling, so I wanted to share it here.

In 2004, the Catholic Archdiocese closed the St. Frances X. Cabrini Scituate parish. The parish was one of many to be closed in the upheaval following the sexual abuse scandal that rocked the Catholic church.

In announcing the closures, Archbishop Sean O’Malley – then just 6 months into his tenure in Boston – tried to paint an optimistic picture of the reorganization.

Right now, the main task on the minds of most of us, clergy and laity, is the process of reconfiguration of parish resources. This is a process that will affect all 357 parishes in the Archdiocese. This process is not just about closing parishes; it is about building a framework to strengthen and revitalize as we go forward together as a faith community. Yes, some parishes will close. Others will welcome parishioners from nearby areas. Still others will work to renew themselves as places of spiritual renewal and evangelization.

I was living near Boston at the time, and I remember it as difficult and emotional period for Catholics in my community. Not only were they coming to grips with the grim reality of abuse in their church, the reorganization forced many parishioners to leave the congregations they called home.

Many were not happy. Some communities fought back. I have a vague recollection of protests and court cases, but I hadn’t given it any thought for some time.

But the parishioners of Scituate haven’t forgotten. They are still protesting, now almost exactly 11 years later.

When I first heard that, I imagined some half-hearted protests. A fence full of protest signs, perhaps, or an occasional gathering of organizers strategizing protest tactics.

I would be wrong.

The partitioners in Scituate have been maintaining a 24-hour a day vigil continuously since their parish was closed. They have not backed down.

And, importantly, they have been doing this while maintaining a steadfast commitment to the practice of their spiritual beliefs. They continue to help those in need, supporting the local food pantry, collecting funds for communities facing crisis, making gift baskets for the sick, and more.

This action, impressively sustained for over a decade, is everything that a protest should be: clear in its purpose and enhanced by its tactics. These partitioners aren’t just arguing for the kind of community they want – they are showing the kind of community they can be.

A Conversation on the Nature of Leadership

A Conversation on the Nature of Leadership, was published on the Kettering Foundation blog in December 2014 and is the transcribed conversation with Jack Becker, Tina Nabatchi, Martín Carcasson, and Jeffrey Nielson.  The conversation between the four discusses the nature of leadership, what are some of the roles of a leader and what it takes to be a successful leader. As a topic of inquiry and self-help, leadership has been covered from many angles and by many disciplines. To learn more about leadership, former Kettering Foundation research assistant, Jack Becker, sat down at a recent Kettering Foundation research exchange with Tina Nabatchi, Martín Carcasson, and Jeffrey Nielson. All three have written either directly or peripherally on leadership. Their conversation spans the nature of leadership, ideas for reform, claims to new thinking, and how we can better manage demands for high-functioning leaders and organizations.

JACK: You’ve each written on leadership in different ways: for Tina, part of your work has been thinking about how leadership is driving collaboration. And for Martín, much of your work has made the case for how the Center for Public Deliberation and similar centers can lead in improving public discourse. Jeff, you have written extensively on leadership, most recently on how we can and should deconstruct our dominant approach to how we understand the topic.

JEFF: Yes, my recent work is on deconstructing the supermeme of leadership. It was inspired in part by David Bohm’s book, On Dialogue(1996). I recall this line where he says, and I’m paraphrasing, all of society is pious to the belief we can’t function without leaders. Well, maybe we can. That was the moment when I began to think about why we think we need leaders, what dynamic leaders and leadership creates, and what would it be like to not have leaders. How would we manage ourselves?

What I challenge in my work is this idea that we have to have leader-based organizations and communities. That the only way to manage ourselves is to appoint a rank-based leader and allow someone to monopolize information, control decision making, and tell us what to do. It’s that kind of leadership model that I’m challenging.

TINA: When I think about leadership, and especially in the leader’s role in driving collaboration, I see multiple roles leaders can be playing. We have to expand our thinking beyond this “great-man” theory of one person in charge, directing and ordering. We have to think about cultivating and empowering people to take on different aspects of work at different times. And as things are in any collaborative and participatory process, the needs of the group and the needs of the moment will change. And we need to be able to empower people to be able to step up and move forward.

JEFF: That’s exactly what I’m working to create. And my thought is, that whenever we use the word leadership, we immediately create a division of persons—we have leaders and followers. And we automatically have a division of power. Regardless of your good intentions, this is going to inhibit and impede the process of that initiative and effort. When we use the language of leadership we are immediately defining someone as having power and someone as not having power. And that relationship is quite inevitably of unequal power, and you can’t have collaboration with relationships of unequal power.

TINA: I would tend to agree with that, but I would say, for example, that if I have the skills to do data analysis and you don’t, well then you would follow my lead. Whereas if you have skills in community organizing and I don’t, I would follow your lead. I do think that leader-follower dynamic still exists. There is a power dynamic that still exists, and we are never going to eliminate that. Instead, what’s important is accepting that people have power and skills in some areas and not in others.

JEFF: Certainly I’m not saying we should get away from the professional roles of doctors or accountants or lawyers. We all have professional skills and occupations. But in terms of how we manage the strategy, the tactics, the operations, the resources, and the people themselves, that should be in a leaderless way. So if you have greater skills in a particular area, you take on the stewardship of a certain area in an organization or community. I call that using rotational stewardship positions. But as soon as we call someone a leader we’ve set up a dichotomy that creates unethical outcomes.

MARTÍN: A lot of the work of the center is focused on helping coalitions and organizations think about the tension between the top-down versus the bottom-up components of leadership. For example, we are working with United Way to help them manage that tension. A lot of the nonprofit organizations they work with are bottom-up, meaning more grassroots, but with all the collective impact stuff there’s recognition that there’s not enough money and perhaps too many bottom-up organizations recreating the wheel and siloing themselves, leading to a loss of efficiency.

We are finding there is a realization that we need top-down and bottom-up forms, and we need the strengths of both. Part of what I’m doing is helping organizations think through what happens when top-down works well and what happens when bottom-up works well. I think a good leader recognizes this and thinks through how to manage that tension.

JACK: So in your work, Jeff, are there specific terms, such as rotational stewardship, that you have adopted?

JEFF: I contrast rank-based organizations and communities with what I call peer-based. Every community and organization has to be managed. The rank-based management vehicles use permanent leadership positions arranged hierarchically. So what I’m trying to create are peer-based communities where in place of leadership positions you have peer councils, in place of fixed job assignments you have rotational stewardship positions, and in place of hierarchy you have mentoring. That is the different management model that replaces leadership as many people imagine it.

JACK: How much of the change that’s needed is institutional and organizational, and how much is cultural?

JEFF: If you decide you’re going to become peer-based and you don’t make systemic changes in your decision-making processes, the change will fail. Cultural, social, organizational and individual mindset changes will be needed.

JACK: Are there places in the world where peer-based is the norm?

JEFF: For the vast majority of human existence that’s how humans operated in hunter-gatherer societies. Kettering has done some work of its own examining the history of some forms of collaboration. It has a deep history in humanity. It’s only been since the Neolithic revolution and the emergence of settled and village-based life that we’ve had rank-based, leader-based communities, and that’s only been for around 10,000 years. So for 60,000 years we were peer-based. We have it in our genetic abilities. We just have to change the environment from which we collaborate.

MARTÍN: So from that argument, which I think is not unreasonable at all, humans are naturally more collaborative and deliberative. But when I look at all the brain science now around cognitive dissonance and selective listening, I can make the argument that we are inherently anti-deliberative, and we want things to be simplistic.

JEFF: We are actually both. We have the cognitive capacity to be peer-based or rank-based. And so what it depends on is our environment. Right now, rank-based propensities flourish.

JACK: Tina, in public administration we are clearly rank-based and hierarchical. This is especially true at the federal level. What do you think are the prospects for new leadership thinking within public administration?

TINA: I think some hierarchy is actually necessary when you have large organizations that are trying to accomplish huge tasks, such as in a large government agency. There has got to be some kind of systemic order given. And right now that’s given through hierarchy. I don’t see that changing anytime soon. What I do see changing that relates to leadership are the ways people are working with each other across boundaries, across sectors, across organizations, and across jurisdictions, and recognizing who’s bringing what to the table and validating and accepting those skills and abilities over known personal skills and abilities, stepping up when they have what it takes to step up, and then stepping back when they need to let others lead. And I think it’s got to be this kind of give-and-take leadership among different people that leads to a new era of collaboration. I don’t have as many challenges with leadership in name or practice. I think leaders are necessary.

MARTÍN: In our training we talk about the idea of a facilitator. Facilitators do lots of things; I think it’s the same idea with a leader. Sometimes the facilitator needs to be very top-down, perhaps we have a crisis or don’t have much time; in a sense, our best shot is having a benevolent dictator. Sometimes a leader is going to be a much more facilitative leader. So I think having leadership skills doesn’t mean you are this one kind of leader, but instead you need to have this broad skill set and then depending on the situation you need to be able to apply the right skill.

TINA: I think that’s right, and there’s this whole emerging literature on situational leadership that looks at the importance of understanding which particular lens needs to be applied to a particular situation. The best leaders are the ones that are able to see and react to the situation.

The University and Community Action for Racial Equity (UCARE) is dedicated to helping the University of Virginia and the Charlottesville area communities work together to understand the University’s history of slavery, segregation, and discrimination and to find ways to address and repair the legacy of those harms.

UCARE participants represent a broad cross-section of community members and University students, staff and faculty. Our efforts at working across sometimes polarized divides represent positive steps towards truth, understanding, repair and authentic relationship and promote real outcomes to achieve racial equity.
UCARE has had a transformative impact on the University and Central Virginia.

Lessons Learned

With persistent hard work of listening to concerns and problems, UCARE has transformed substantial elements of the University-community relationship. To list just a few of the key achievements, in the last few years UCARE has accomplished the following:

  • Published a major report documenting community concerns and offering substantial recommendations to encourage truth-seeking, understanding, repair, and relationship.
  • Been a major catalyst in the President’s Commission on Slavery at the University of Virginia. Thanks largely to the efforts of the UCARE steering committee member and three former UCARE interns who are on the Commission, their mandate includes determining remedies for contemporary issues of race and equity. This will include curricular changes, responses to community concerns, memorialization of the full history of the university, and more.
  • Triggered a review of the admissions procedures at the University of Virginia in order to promote increasing number of African-American students. UCARE convened a widely-publicized forum in 2013 pointing to a serious decline in undergraduate African-American enrollment, which then initiated a conversation with the Dean of Admissions.
  • Through a weekly newsletter with over 270 subscribers, built strong networks promoting racial justice and equity by highlighting projects and events in the community and at the University addressing issues of race and equity.
  • Engaged substantial numbers of students and faculty in assisting community organizations; for just two examples, connecting the Charlottesville Task Force on Disproportionate Minority Contact in the Juvenile Justice System with university faculty, and providing intern support for beginning of the African American Heritage Center at the Jefferson School.
  • Transformed the language and focus of University leaders at all levels. For example, the student-run University Guides has a newly developed African American history tour, incorporates racialized history in all its tours (as the only group at UVa doing tours, U-Guides offers all of the visitor tours and all of the admissions tours), and has transformed itself from a nearly all-white organization to one that is now racially diverse.
  • Initiated a review of Central Virginia programs focused on youth, with particular attention to juvenile justice.
  • Working with leadership of the President’s Commission on Slavery at the University, developing a summer youth leadership program that will bring targeted young people to the University of Virginia. This program is currently the subject of a class project through the UCARE-sponsored class, “University of Virginia History: Race and Repair,” itself a pioneering class that includes community members as participants studying alongside students.
  • Created and maintained a weekly newsletter promoting events of interest concerning race and equity. This newsletter currently has about 270 subscribers from the university and community.
  • UCARE is now focusing on ways of institutionalizing its presence. One idea gaining support is to establish a center for community-university partnerships, based on the successful models of other universities, most notably the Netter Center for Community Partnerships at the University of Pennsylvania. UCARE will be bringing a number of community and university members for a visit in May to explore the Netter Center model.

Website is currently inactive although UCARE continues, but has legacy material and should be active again soon: ucareva.org. We also have a more active Facebook page and a highly active weekly news about issues of race and equity that goes out to close to 350 individuals.

Confidence

I am not sure, but I think I may be developing a sense of confidence.

I came to this conclusion through a somewhat different observation: I’ve started to spend a not insignificant amount of time concerned that I sound like an a-hole.

I’m pretty sure that’s what confidence sounds like.

And before you start to offer any words of encouragement, let me clear – this post is hardly about me. There has been much research done around imposter syndrome, especially its disproportionate impact on women. As a study by Pauline Rose Clance & Suzanne Imes describes:

Women who experience the impostor phenomenon maintain a strong belief that they are not intelligent; in fact they are convinced that they have fooled anyone who thinks otherwise….In our clinical experience, we have found that the phenomenon occurs with much less frequency in men and that when it does occur, it is with much less intensity.

Recently, the clinical diagnosis of “imposter syndrome” has been generalized and popularized as the confidence gap – perhaps not a pathological condition, but still a challenge that many – if not most – women face.

I myself have always been skeptical of the solution that those who lack confidence should simply work to develop it. Particularly given the gender discrepancy of the problem, this solution reads more plainly as an argument that women should just be more like men – a problematic argument in itself which is only further weighed down by the stereotypes of a gender binary.

The real question, then, is how much confidence ought a person properly have?

The answer is trivial if you assume a transparent, universal metric for one’s ability: a person ought to be confident in the skills and knowledge they have mastered, and not confident in the skills and knowledge they do not.

Of course, life is not that easy. There is no universal metric and my perception of what I haven’t mastered may be quite different from your perspective of what I have mastered.

Certainly, there are tests and reviews and other accomplishments that may help us put our own ability into a standardized context. But all such metrics seem strangely unsatisfactory. It is well documented, for example, that test score correlate to parental income, so while a high test score may indicate that you’ve had lots of opportunity, it doesn’t intrinsically follow that you have lots of ability.

I think of this challenge partially in terms of Wittgenstein’s concerns over the inaccuracies of language in conveying a unique experience:

If I say of myself that it is only from my own case that I know what the word “pain” means – must I not say the same of other people too? And how can I generalize the one case so irresponsibly? Now someone tells me that he knows what pain is only from his own case!

No matter how many proxies indicates we surround ourselves with, we cannot determine an appropriate level of confidence because ultimately, there is no way to accurately determine our competence.

One might assume that a good person will do their best to have a level of confidence appropriate for their capacity to tackle the task at hand, but the inescapably reality indicates that we will inevitable err – either on the side of under confidence or over confidence.

From there I can go no farther. I do not have a perfect solution, and even if I did, I would not be so bold as to assume it would be perfect for everyone.

Perhaps it is best to err on both sides equally – averaging out your moments of overconfidence with appropriate bouts of under confidence.

Perhaps it is fine to just embrace under confidence – accepting the feeling without letting it hold you back.

I am most skeptical of always erring on the side overconfidence. It may get you far in life, but – I’m pretty sure that’s what makes you an a-hole.

Unscientific Justification for My Coffee Dependency

Silly chart that I made unscientifically to show a slight correlation between increased coffee consumption and increased per capita GDP.

I was thinking about coffee because I love it, and a silly idea struck me. I’m not a quantitative researcher and the silly activity I spent a few minutes on this morning is utterly unscientific and drawn from sources that confer no serious credibility. Therefore, I urge anyone looking at this not to cite it in any kind of research or writing, unless you’re writing about silliness.

I wondered whether one could show some correlation between growth in coffee consumption and economic growth. Selecting out an inconvenient year before my chart starts, I got a bit of a correlation. Both go up! See?!

It gave me a chuckle, so I thought I’d share. Even if it’s just a silly thought to make me feel better about my dependency on coffee…

bottom-up struggles against corruption: a frontier of democracy

(En route to Storrs, CT) Corruption is no minor issue, nor is it mainly a concern for fastidious bourgeois reformers in rich countries. Consider, just for instance, that one quarter of India’s teachers are missing from school on any given day but are still being paid. Few investments in the world benefit human beings more than educating Indian children, yet a quarter of the available teacher/time is being lost because of that one form of corruption–not to mention  bribery in school construction, college admissions, and hiring, from primary schools to graduate programs.

In countries like Ukraine, which I visited briefly this summer, corruption is a primary obstacle not only to economic development but also to fairness, good government, and reconciliation. And here in the United States, perfectly legal transactions–ones that politicians even brag about, such as collecting private money for judicial elections–easily meet my definition of “corrupt.”

It seems surprisingly hard to find trends in levels of corruption over time, so that we would be able to see which anti-corruption strategies are effective. Experimental programs are often evaluated, but even when they work, they are typically too small to make a difference at the scale of a nation. It is not clear that a true victory over corruption would come from assembling lots of specific programs, such as websites that disclose government contracts or increased pay for bureaucrats. By the way, a major reason for the lack of trendlines is the difficulty of measuring corruption even at a given moment–in part because corrupt acts are typically secret.

I start with the assumption that there are two basic categories of human problems: sometimes we want or value the wrong things; and sometimes, even though we want good things, we can’t get them because of the ways we interact. Corruption may involve both  categories.

Corruption is a problem of what we want or value to the extent that people do not distinguish properly between legitimate transactions and illegitimate ones, or between public and private interests. Following Zephyr Teachout, I think that the US Supreme Court’s decisions regarding lobbying reveal the degeneration of fundamental republican virtues in this country. In 1870, confronted with a situation involving a paid lobbyist for an economic interest, the Court assumed that his job must be “steeped in corruption” and “infamous” and proposed that if such “instances were numerous, open, and tolerated, they would be regarded as measuring the decay of the public morals and the degeneracy of the times.” The Court voided the lobbyist’s contract. By Citizens United v. FEC (2010), the Court was no longer able to detect any difference between a citizen speaking up in a republic and a donor pursuing an economic interest for money.

On the other hand, it has been possible to forge such distinctions. In 1621, Sir Francis Bacon was impeached for acts that had been widespread and unchallenged a few years earlier. Elizabethan judges had openly accepted payments from litigants, and ambassadors had received huge cash gifts from the monarchs of their host countries. Bacon was made a scapegoat and brought down by his political enemies. But it was also true that a new concept of public offices and of public versus private goods was emerging, and it ultimately served Britain well. That is an example of a positive shift in values.

More generally, corruption is a failure to value the commons: that which we own collectively or which is not owned at all. The commons is not an idea for leftists alone, for even radical libertarians view the government and the law as public property and the atmosphere and oceans as un-owned. Attitudes toward the commons vary, and I suspect that a valuable way to reduce corruption is to raise people’s sense of concern for the various commons around them.

But corruption also exemplifies a collective-action problem. If everyone else is paying bribes, you won’t make the system any better by refraining, but you may hurt yourself (or your children, or your employees). So even when everyone thinks that bribery is bad and the commons is precious, almost everyone may still pay bribes.

One type of solution to collective action problems is an external monitor/enforcer that protects the common interest. Singapore has “gone from being one of the more corrupt countries on the planet to one of the least.” Its success depends upon an authoritarian state that happens to be genuinely opposed to financial corruption. I wouldn’t want to generalize the Singapore example, for two reasons: an authoritarian solution denies people the right to govern themselves, and benign authoritarians are strikingly scarce. Most dictators who jail or shoot people for taking bribes are perfectly happy to accept bribes themselves. In fact, by investigating corruption, a state learns who is corrupt and can use selective prosecution or the threat of it to extract additional benefits. That temptation dooms almost all top-down solutions.

A different type of response to collective action problems is a movement from the bottom up. For instance, people can make mutual pledges not to give bribes and can hold each other accountable. They can also vote en masse for anti-corruption candidates. I am convinced that making government information transparent is valuable just to the degree that people organize themselves to use the data effectively and constructively; on its own, transparency accomplishes nothing.

Bottom-up efforts are difficult: it is always easy to cheat, to lose momentum, or to encounter disabling divisions within a popular movement. But I think that if popular movements are worth anything in the 21st century, they must take on corruption. And unless corruption is addressed from the bottom-up, it will continue to block social justice around the world.
