Join NICD’s “Revive Civility” Campaign this Election Season

As many of you may have heard yesterday, the National Institute for Civil Discourse – one of our NCDD member organizations – just launched a new campaign, and we want to encourage our NCDD members to participate. The effort is known as the Revive Civility, Our Democracy Depends On It Campaign.

Through the campaign, NICD is inviting people across the country to join them in trying to shift from the toxic tone of US politics and the rhetoric that this year’s election is generating. They have laid out a strategy that they feel will give people options of actions to take to move our politics toward more civility and respect, and they’re asking for everyone – average citizens, media, and candidates – to sign on to their Standards of Conduct for civil politics.

But don’t take it from us. Below is the call the NICD has sent out to join the campaign:

Please join the National Institute for Civil Discourse as we launch our Revive Civility, Our Democracy Depends On It Campaign this Wednesday, May 25th: www.nicd.arizona.edu/revivecivility.

This nationwide campaign provides tools every American can use to help revive civility during one of the most negative campaigns we have seen. The citizen toolkit provides ideas and actions everyone can take to help Revive Civility.

On Wednesday, please go to our website, read our Standards of Conduct, and if you agree, sign them. Your support along with others across the country will help us get out the message that Civility Matters, especially when we are talking about the future of our country. Upon signing the Standards, you will become a Citizen for Reviving Civility, and we will send you a weekly bulletin on the Revive Civility campaign and how you can take action to revive civility in our politics and everyday lives.

Please also pass this information along to all your friends, colleagues and neighbors who are as concerned as the rest of us about the impact of the incivility in the 2016 campaign.

PB Processes Grow Campus Democracy for NY Students

This week is the N. American PB conference in Boston, and given that one of its themes is “Youth Power through PB,” we thought we’d share the post below from the Participatory Budgeting Project. The piece shows what the concept behind that theme looks like in practice, as student-led pushes to have a say in how their schools spend their money through PB spread across NY state and beyond. College Students Learn Democracy through PB

PBP-Logo-Stacked-Rectangle-web1All the buzz was around Queens College campus during the Participatory Budgeting 101 workshop. Over 25 students from at least 6 campuses attended and networked over complimentary bagels and coffee. Students were eager in learning how to gain decision-making power over spending $5,000 of the student government budget. The workshop engaged with student interests on equity and the role of tech tools.

Providing contracted technical support, our staff gave QC students a crash course on managing their own PB process. Students gathered around discussing the need for “transparency and accountability from their student government and campus administration” said Alex Kolokotronis, PB Queens College Coordinator and Founder/Lead Organizer of the Student Organization for Democratic Alternatives (SODA).

The common goal that students had: to have a say in the quality and future of their education. Many students also want to build skills that they can use in their post-college life and career. QC and CUNY students voiced a desire to open opportunities for those who don’t have equal access to higher education, keeping tuition down, and wisely allocating the existing school budget to improve school infrastructure. “Some students and even faculty hope PB can be part of a push to more broadly democratize CUNY” said Alex.

PB in a university setting was first launched at Brooklyn College in 2012 and is still going strong with students managing a budget of $25,000, which has grown over the past four years. “I believe finding out that Brooklyn College did PB gave Queens College students additional confidence that it could be done at a university level…” shared Mike Menser, PBP Chairman of the Board and Professor at Brooklyn College. Queens College has about 20,000  students, however, this process cannot be done successfully without support from the faculty and administration. PB offers a great platform for everyone on campus to engage in discourse that prioritizes the needs of students and faculty and streamlines this to the administration.

Those working for large systems change have a new resource with the book Change for the Audacious: a doer’s guide.

It presents “large systems change” as an emerging field of practice and knowledge united by the need to involve many, many people and organizations in transformational change in contrast to incremental change. It draws on the author’s more than 30 years experience and the experience of leading practitioners around the world from diverse traditions such as community development, environmental concerns, peace building, corporate social responsibility, and spirituality / psychology.

The heart of the book is five examples of large systems change work: a global network developing “human revolution”, the German electricity transformation, apartheid in South Africa, marriage equality in the US, and our global environmental epochal shift to the anthropocene.

The book aims to present a comprehensive view of the large systems change behind this cases by identifying four core strategies, organizing structures and processes, a typology of tools that integrates NCDD’s Streams framework, and personal guidance for practitioners.

Change for the Audacious: a doer’s guide

The 240-page book, Change for the Audacious: a doers’ guide by Steve Waddell, was published in 2016. This book explores how we must, and can do much better at addressing issues such as: climate change, food security, health, education, environmental degradation, peace-building, water, equity, corruption, and wealth creation. This book is for people working on these types of issues, with the belief that we can create a future that is not just “sustainable”, but also flourishing. This perspective means that the challenge is not just one of simple change, but of transformation – radical change in the way we perceive our world, create relationships and organize our societies. This is the implication of the United Nation’s Sustainable Development Goals and other global efforts, and also innumerable efforts locally, nationally and regionally.

Audacious_ChangeThis book approaches these challenges as large systems change issues: issues requiring engagement of many, many people and organizations often globally; issues requiring deep innovation with shifts in mindsets and power structures; and issues that require capacity to work with complexity. Large systems change is presented as a new field of practice and knowledge; the book is not about a “method” or particular “approach”; rather it provides an overview of frameworks, methods and approaches to develop capacity to use the appropriate ones in particular contexts.

After introducing concepts of transformation and complexity, the book presents five case studies of large systems change. These cases and others are referenced throughout the remainder of the book to present large systems change strategy, organizing structures, steps in developing the necessary collective action, tools, and personal guidance for change practitioners.

Climate Choices: How Should We Meet the Challenges of a Warming Planet? (NIFI Issue Guide)

The Environment and Society Series is designed to promote meaningful, productive deliberation, convened locally and online, about difficult issues that affect the environment and communities.

All around is evidence that the climate is changing. Summers are starting earlier and lasting longer. Heat waves are becoming more frequent and intense. Dry regions are getting drier and wet regions are seeing heavier rains. Record cold and snowfalls blanket some parts of the country, while record fires ravage forests across the West.

The effects are being felt across many parts of the United States. Farmworkers in California’s Central Valley, snow-weary New England business owners, crab fishermen in Alaska, and cattle ranchers across the Great Plains have all seen uncommon and extreme weather. Occasional odd weather and weather cycles are nothing unusual.

But the more extreme and unpredictable weather being experienced around the world points to dramatic changes in climate— the conditions that take place over years, decades, and longer.

Climate disruptions have some people worried about their health, their children, their homes, their livelihoods, their communities, and even their personal safety. They wonder about the future of the natural areas they enjoy and the wild animals and plants that live there. In addition, there are growing concerns about our national security and how climate change might affect scarce resources around the planet and increase global tensions.

This issue guide presents three options for deliberation:

Option One: “Sharply Reduce Carbon Emissions”
We can no longer rely on piecemeal, voluntary efforts to reduce carbon emissions. The only way to protect ourselves and the planet is to tackle climate change at its source by taking coordinated, aggressive action to reduce the CO2 we put into the atmosphere—enforced by strict laws and regulations, and supported by significant investment. If we don’t make averting further climate change our top priority, warming of the land and oceans will accelerate, increasing the frequency of droughts, fires, floods, and other extreme weather events, and damaging the environment for generations to come.

Option Two: “Prepare and Protect Our Communities”
Preparing for and coping with changing conditions must be our top priority. We should work together now to secure our communities and strengthen our resilience in the face of climate-related impacts. That includes protecting our infrastructure—roads, bridges, and shorelines—and ensuring that the most vulnerable members of society have the support they need to adapt to the effects of a warming planet.

Option Three: “Accelerate Innovation”
Across the country and around the world, many private enterprises are already responding to climate change by seeing opportunity. Agricultural biotech companies Monsanto and Syngenta, for example, are poised to profit from newly patented drought-resistant crops. The water giant Veolia, which manages pipes and builds desalination plants, has expanded its operations to 74 countries on five continents. Lucid Energy, a startup in Portland, Oregon, generates electric power from the city’s domestic water pipes.

We are pleased to announce an innovative professional training and development collaboration between Ten Directions and Meridian University, based in the San Francisco Bay Area.

The Ten Directions and Meridian University collaboration enables students who are pursuing graduate degrees at Meridian University to concurrently complete the Integral Facilitator certificate program for academic credit towards their degree program.

The Meridian University degree programs which are eligible to receive academic credit for participation in the Integral Facilitator Certificate Program are:

  • Integral MBA in Creative Enterprise
  • M.A. in Psychology
  • Ph.D. in Psychology (meets the educational requirements for psychologist licensure in California)

How it Works 

Students enrolled both at Meridian University and Ten Directions can substitute 120 Integral Facilitator program hours for 12 quarter credits of Meridian coursework during the academic year in which they are participating in the Integral Facilitator training. Enrolled Meridian University students meet the academic requirements of Meridian’s programs, consisting of online learning, residential sessions, and reading and writing assignments related to the content of the Integral Facilitator Certificate Program.

One Week in Manila: Democracy, Development, and “Transforming Governance”

PublicAgenda-logoThis week, I will join a group of people from around the world meeting in Manila to talk about how to make democracy work in newer, better ways. Convened by Making All Voices Count, a collaborative of the Omidyar Network, the US Agency for International Development, the UK Department for International Development and the Swedish International Development Cooperation Agency, the group will include Asian and African democracy advocates, civic technologists and researchers.

In the Manila meeting, the participants will be using the term “transforming governance” to describe the changes they seek. The central question of the gathering is: If we want to ensure that citizens have meaningful roles in shaping public decisions and solving public problems, can technologies play a role in helping them do so?

They are asking a very old question, but with new hypotheses, new tools and new principles in mind. It is increasingly clear that the older democracies of the Global North do not have all the answers: citizens of those countries have increasingly lost faith in their political institutions. Northerners cherish their human rights and free elections, but are clearly looking for something more. Meanwhile, in the Global South, new regimes based on a similar formula of rights and elections have proven fragile and difficult to sustain. And in Brazil, India and other Southern countries, participatory budgeting and other democratic innovations have emerged.

How can our democratic formulas be adjusted so that they are more sustainable, powerful, fulfilling – and, well, democratic? Some of the new answers come from the development of online tools and platforms that help people to engage with their governments, with organizations and institutions, and with each other. Often referred to collectively as “civic technology,” these tools can help us map public problems, help citizens generate solutions, gather input for government, coordinate volunteer efforts and help neighbors remain connected.

Despite the rapid growth of these forums and tools around the world, in most cases they are not fully satisfying expectations. One reason is that they are usually disconnected from one another, and from other civic engagement opportunities, so are not reaching their full civic potential. Another is that some are designed mainly to gather small scraps of feedback from citizens on a government service, with no guarantee that government will be willing or able to use the input, so they only have limited civic potential.

But while it is unfair to expect any new technology to automatically change our systems of governance, we should certainly have these tools in mind – along with the many processes for productive public engagement that do not rely on technology – when we think about how to redesign democratic systems.

In that conversation, “transforming governance” can be a helpful term because it urges us to think more broadly about democracy, and about the power of democratic systems to improve our lives. There are at least three ways in which these positive transformations can occur:

  • Changing how people think and act in democracies, by giving them the information they need, the chance to connect with other citizens, the opportunity to provide ideas and recommendations to public officials and public employees, the confidence that government is accountable to citizens’ needs and desires, and the encouragement to devote some of their own time and energy to improving their communities.
  • Changing how governments work, so that public officials and employees can interact effectively with large numbers of people, bridge divides between different groups of citizens, provide information that people can use, gather and use public input, and support citizens to become better public problem-solvers.
  • Changing how civil society organizations (‘intermediaries’) and information mediators (‘info-mediaries’) work, so that they are better able to facilitate the interaction between citizens and government, monitor and report on how decisions are being made and problems are being solved, and provide training and support to new leaders.

These changes can add up, in many different combinations, to democracies that are more participatory, energetic, efficient and equitable. In Manila and elsewhere, we should face the old questions with new tools, new visions and new hope.

New Initiative Seeks to Reconnect Higher Ed & Democracy

Last year, the Kettering Foundation – one of our NCDD organizational members – convened several university presidents that inaugurated an important effort to help higher education reclaim its roots and role in supporting democracy throughout our society. Template for Campus Conversations on Democracy

kfKettering has recently begun working with college presidents to move beyond their administrative and fundraising roles and provide new leadership for civic engagement. Beginning with a meeting with a small group of college presidents in July 2015, we found that these presidents were indeed eager to take leadership on themes of democracy and civic engagement on their campuses and with their stakeholders. This blog series, College Presidents on Higher Education and Its Civic Purposes, offers a space to gather and present their thoughts.

Based on initial conversations at Kettering, Paul Pribbenow, president of Augsburg College, and Adam Weinberg, president of Denison University, working with public intellectual, political theorist, and civic organizer Harry Boyte, also of Augsburg College, have drafted a brief overview of how higher education leaders can initiate these conversations. Campus Compact, as part of its activities in recognition of its 30th anniversary, and Imagining America’s Presidents Council, have already expressed interest in sharing the document with leaders in their networks.

Dear Colleagues,

In July 2015, the Kettering Foundation convened a meeting of presidents on how we, as leaders of our institutions, can more intentionally become public philosophers of education and democracy, in a time of deep unrest in our society as well as on campuses.

The group commissioned Adam Weinberg, president of Denison University, and myself, working with Harry Boyte from Augsburg’s Sabo Center for Democracy and Citizenship, to develop a Leadership Template on the topic. The template offers a few suggested focus areas and resources for presidents and higher education leaders to initiate campus discussions about democracy and citizenship.

We are eager for you to offer your thoughts about the diverse ways in which this template can be used. We aim to help spark a broad discussion on campuses and beyond about how we can strengthen democracy as a “way of life,” with higher education playing vital roles. I don’t have to explain why we need such a discussion.

This effort is undertaken in cooperation with Campus Compact’s 30th anniversary and Imagining America’s Presidential Council, which also has been discussing the democratic purposes of higher education.

Leading Democracy Colleges and Universities: The Public Roles of Presidents

“The first and most essential charge upon higher education is that… it shall be the carrier of democratic values, ideals and processes.”  – Truman Commission on Higher Education, 1947

“Our institutions need to be citizens of a place, not on the sidelines studying it.”  – Nancy Cantor, Chancellor of Rutgers-Newark, 2015

The Truman Commission drew from a large and inspiring view of “democracy as a way of life” widespread early in the 20th century. As John Dewey put it, “Whether this educative process is carried on in a predominantly democratic or non-democratic way becomes a question of transcendent importance not only for education itself but for the democratic way of life.”

This view once infused higher education – land grant and public universities, liberal arts colleges, historically black colleges and universities, normal schools, state universities, and community colleges. “Most of the American institutions of higher education are filled with the democratic spirit,” said Harvard president Charles Eliot, conveying a large conception of democracy.

Today, though many colleges and universities invoke “democracy” or “democratic engagement,” it is rare to have public discussions that reflect on the actual meaning of democracy, just as it is easy to miss the deep challenge to cultures of detachment in Nancy Cantor’s call for colleges and universities to be “citizens of a place, not on the sidelines studying it.” In a time of threats to democracy at home and abroad, the meaning of “democracy” has shrunk along with the purposes of higher education. Democracy often means simply free and fair elections, as the US Agency for International Development defines it (see page 37 of the USAID Strategy on Democracy, Human Rights, and Governance). For many, colleges are a ticket to individual success.

Yet there are signs of renewed concern for the public purposes and work of colleges and universities, reviving higher education’s democratic roles. In this view, colleges and universities are centers of knowledge making and leadership formation, responsible not only for creating and dispensing information but also for addressing local issues and stimulating public exploration of great questions: What does it mean to have a “democratic way of life”? How can higher education, working with communities, help get us there?

This template on leading democracy colleges and universities responds to a request from a group of presidents brought together in July 2015 by the Kettering Foundation on “College Presidents and the Civic Purposes of Higher Education.” Like two efforts by National Issues Forums to organize deliberative dialogues on the purpose of higher education, Shaping Our Future and The Changing World of Work, and the Imagining America Democracy’s College discussion among a group of colleges and universities, it grows from the American Commonwealth Partnership invited by the White House to mark the anniversary of land grant colleges, a coalition to strengthen the public purposes and work of higher education. This effort also builds from efforts like the Carnegie Classification on Community Engagement and the President’s Honor Roll for Community Service that push back against narrow views of “excellence,” like the rankings of US News and World Report.

This statement aims to help spark a broad discussion, on campuses and beyond, about what it means for college and university presidents to lead a public conversation about democracy as a “way of life” with higher education playing vital roles. There is evidence that the nation may be ready for such a discussion. To launch this process, we suggest five focus areas for conversation and action:

Democracy Saga/Public Narrative: This focus area emphasizes an intentional campus and community-wide effort, working with students to recover, discuss, and engage the “saga” or “public narrative” of each unique educational community (for example, see Paul Pribbenow, “Lessons on Vocation and Location: The Saga of Augsburg College as Urban Settlement”).

Democratic Excellence through Diversity: This area of focus revitalizes the conviction, buttressed by research, that a mix of students with diverse backgrounds and talents, interacting in learning cultures of high expectation which develop their unique gifts, can achieve both individual and cooperative excellence, which no focus on winnowing out the stars can achieve (see “Lani Guinier Redefines Diversity, Re-evaluates Merit,” New York Times).

Preparation for Citizen Professional Leadership: This area of focus involves professional programs, disciplinary fields, and learning outside the classroom that recall the democratic values of scientific and other fields and instill democratic skills and habits of public work in students, as well as faculty and staff, to prepare students to be empowering civic leaders and change agents (see citizen professionals at Augsburg).

Free and Public Spaces: This area of focus develops intentional plans to create diverse free spaces and public spaces where students and others learn the skills of surfacing tensions and conflicts constructively, while working with others who are different (see Project for Public Spaces, “Campuses” and Adam Weinberg, “6 Tips for Getting the Most from a Liberal Arts College”). (See also the National Issues Forums issue guides and other resources for engaging campuses in deliberative dialogues on controversial issues.)

Citizens of Places: Colleges and universities as “stewards of place” and “anchor institutions” contributing to the civic and economic health of communities are spreading rapidly. These include a variety of practices, from college purchasing power used to support local businesses and partnerships in creating public spaces to collaboration on local school improvement and support for staff involvement in civic life (see the Anchor Institutions Task Force).

Presidents who act as “public philosophers of democracy and education” are key players in recovering a vision of democracy as a way of life. We encourage presidents to consider their roles in the context of the 2016 Campus Compact Civic Action planning process, which will commence in early 2016, in conjunction with the Compact’s 30th anniversary. Future meetings of college and university presidents, under the auspices of the Kettering Foundation, will offer opportunities to refine and grow this emerging understanding of the public roles of presidents in our democracy.

Pluribus Project Seeks Narrative Projects & Ideas to Fund

We strongly encourage our NCDD members to take note that the Aspen Institute’s Pluribus Project is calling for projects and ideas aimed at changing the national narrative about citizen participation that it wants to fund with grants of up to $50,000, and we know many of our members could be eligible. All are encouraged to apply for this great opportunity, but the deadline is March 15th, so don’t delay! Pluribus Project Narrative Collaboratory: Open Call For Fundable Projects

Our nation’s founders envisioned a republic in which the people would be the ultimate source of power. Today, however, a pervasive cultural narrative – across the right and the left – tells Americans it is pointless to participate in civic life because the game is rigged and their voices just don’t matter. At the Pluribus Project, we believe that it’s time to counter this dominant negative narrative and to displace it with a storyline of citizen empowerment so that Americans can begin to see that change is possible and how to become a part of it.

The reality is that many Americans in communities across the country are finding ways to come together and create real change. They may be a minority but they are not uncommon and they are still noticeably absent from the mainstream conversation. That’s why we created the Narrative Collaboratory, a platform for generating and propagating new narratives of citizen voice and efficacy, coupled with the tools of power and action that others can use. Think of it as a venture platform to seed experiments in media, storytelling, organizing, and experience design.

We are now announcing an Open Call for experiment and project ideas. We intend to select and support multiple proposals that creatively and effectively spread narratives of citizen power. Selected projects will be eligible for financial support, ranging from $5,000 to $50,000, from the Pluribus Project, and will be featured to additional donors and potential supporters through various media and events including the Aspen Ideas Festival.

Ultimately, we believe that with a sense of collective purpose, some trial and error, and the ingenuity of the many (that’s you), there is real opportunity right now to reinvent our civic reality, and to help create a more representative and responsive democracy.

SELECTION CRITERIA

Promise: All projects should show great promise to counter the pervasive, disheartening narrative that discourages citizens from engaging in their democracy. We are looking for platforms for experimentation that can generate or propagate new, durable, and contagious narratives of citizen power and efficacy.

A Diversified Portfolio: We are looking for projects that are diverse in type. Some may be media ventures, involving traditional journalism, digital media, or social media. Some might be organizing initiatives. Others might political ideation ventures. Some may even be hybrids. All projects must be non-partisan, and we prefer projects that are trans-partisan.

Scalable with a proof of concept: We are structure-agnostic – meaning that we will consider both for-profits and nonprofits. We generally prefer ventures with demonstrated proof of concept and a clear plan for reach and sustained impact. All funded ventures will be required to enter into a formal written agreement with the Pluribus Project, committing to use grant funds for specific purposes—including the charitable and educational ends—outlined in their proposal.

SELECTION PROCESS

Applications are due March 15, 2016. We will choose a set of projects to fund by April 15 and these projects will be implemented through the calendar year.

Applications will be reviewed and evaluated by a team of experts in civic engagement, innovation, and investment. The final portfolio will be financed at the discretion of the Pluribus Project Narrative Collaboratory team, who will receive advice and input of the experts engaged throughout the process.
