why didn’t the internet save democracy?

I don’t always like this format, but Dylan Matthews’ short interviews with Clay Shirky, Jeff Jarvis, David Weinberger, and Alec Ross add up to a useful overview of the question that Matthews poses to all four: “The internet was supposed to save democracy. … What went wrong”?

The only interviewee who really objects to the framing is Ross, who asserts that his predictions were always value-neutral. He didn’t predict that the good guys would win, only that the weak would chasten the strong. So when Putin’s Russia took Obama’s America down a peg, that fulfilled his prophesy (Russian being weaker).

Some highlights, for me:

Clay Shirky:

I underestimated two things, and both of them make pessimism more warranted. The first is the near-total victory of the “social graph” as the ideal organizational form for social media, to the point that we now use “social media” to mean “media that links you to your friends’ friends,” rather than the broader 2000s use of “media that supports group interaction.”

The second thing I underestimated was the explosive improvement in the effectiveness of behavioral economics and its real-world consequences of making advertising work as advertised.

Taken together, these forces have marginalized the earlier model of the public sphere characterized by voluntary association (which is to say a public sphere that followed [Jürgen] Habermas’s conception), rather than as a more loosely knit fabric for viral ideas to flow through.

Shirky adds that he wrote (in 2008) much more about Meetup than Facebook, when both were still startups. Facebook rules the world and Meetup is marginal. Meetup would better embody a Habermasian theory of the public sphere. (See my post Habermas and critical theory: a primer but also saving Habermas from the deliberative democrats.)

Jarvis:

I was rather a dogmatist about the value of openness. I still value openness. But as Twitter, Blogger, and Medium co-founder Ev Williams said at [South by Southwest] recently, he and we did not account for the extent of the bad behavior that would follow. These companies accounted and compensated for dark-hat SEO, spam, and other economically motivated behavior. They did not see the extent of the actions of political bad actors and trolls who would destroy for the sake of destruction.

Weinberger:

It’s a tragedy that while the web connects pages via an open protocol, the connections among people are managed by closed, for-profit corporations. A lot of our political problems come from that: The interests of those corporations and of its users and citizens are not always aligned.

Weinberger wants to emphasize the positive, as well, and to remind us that “applications can be adjusted so that they serve us better.”

Ben Franklin Circle Reflections on Moderation in Politics

Moderation as a Political Virtue

“Avoid extremes. Forbear resenting injuries so much as you think they deserve.”

Didn’t we already cover this idea with temperance? That was my first thought as I prepared to lead our Circle on the topic of moderation.

I read it again. Resentment? Injuries? That sounded pretty different from “Eat not to dullness and drink not to elevation.” Clearly, Franklin thought of this term differently than I was used to, but as a leader, I struggled to understand the difference between moderation and temperance.

Thankfully, facilitating a Ben Franklin Circle doesn’t mean having all the answers, and my own Circle helped me realize that Franklin is talking about this term as a particularly political virtue.

Here are some things I discovered about this virtue from our discussions.

1. Avoid extremes

Does being moderate mean being wishy-washy? Does it mean always taking the political middle ground? Certainly not. Some in our group brought up the great social reformers, especially those who used non-violence as a tactic. The Civil Rights movement was certainly not in the political ‘middle,’ and many people died for that cause. Clearly, there were strong convictions at work, but the Civil Rights movement still embodies Franklin’s virtue of moderation.

Another example of moderation that our Circle discussed were Truth and Reconciliation Commissions. These examples demonstrate the power of checking resentment without watering down conviction or pretending “I’m OK, you’re OK.”

2. Forbear resenting injuries so much as you think they deserve

In contemporary society, we’re often taught that strong feelings guide the way to our inner convictions. Indeed, a deep passion to set things right is a positive thing. It energizes us and can embolden us to make sacrifices or speak up when we are afraid. But what if strong feelings aren’t always a reliable guide? What if instead, they are passions that could turn destructive and blind us to self-examination?

I think Franklin’s virtue of moderation also requires us to examine our own positions soberly. What’s the line between resentment for personal slights and a deep passion to set things right?

It’s not always easy to see. As the social psychologist Jonathan Haidt has argued, our feelings often come first and rationalization comes later. Haidt says we’re caught in a kind of “moral matrix” and there is a deep and pleasurable tendency to join “teams” with similar matrices (cheering for your favorite sports team is a great example of this). In this sense, our deepest feelings, even those we share with others who we admire, could be blinding us from open dialogue across values systems.

We will always have disagreements with others, sometimes irreconcilable ones. Yet we must live together and confront mutual problems, as well.

Moderation is about honoring the general norm that civic engagement–necessary for our life together–cannot continue without our ability to check and examine our own strong feelings. Cultivating this virtue, then, means listening to others better and seeing ourselves more truly.

3. Practical civility

Going through Franklin’s 13 virtues, I have come to realize that these civic virtues are not puritanical rules. They are norms we must apply practically, but not obsessively enforce. They are habits of mind and body we should try to cultivate in ourselves and encourage in others.

social justice from the citizen’s perspective

I believe that each of us is responsible for forming a view–even if it’s tentative and evolving–of social justice. This is our theory of how rights, goods, and powers should be distributed in our society and who should be able to change that distribution in various ways. Any decent theory must address much more than equity, because liberty, community, harmony, diversity, sustainability, efficiency, and democracy are also values worthy of consideration.

Classical liberals offer reasons not to ask the question of social justice. I ultimately disagree but believe that their concerns should influence us. We should make sure to ask the question of social justice in the right way. It is interesting, too, that Gandhi anticipated several of the main concerns raised by such classical liberals as Friedrich von Hayek. (As is often the case, the libertarian right and the highly participatory left share some common concerns.)

Here are the objections:

  1. Adding the word “social” to a personal belief is pretentious and arrogant. To say that your view represents social justice–instead of talking about what you think is “‘moral’ or simply good”–means substituting your “individual judgment” for what the society has come to believe collectively. Talk of social justice is “ultimately the result of a contempt for what really is a social phenomenon and of a belief in the superior powers of individual human reason” (Hayek, The Constitution of Justice, p. 65).
  2. We don’t know enough to define social justice. We are too cognitively limited, too biased. We cannot see moral advances that may arise in the future. We should respect local norms and diverse cultural heritages. As Gandhi said in opposition to a specific plan for Indian independence, “the only universal definition to give [the word “independence” or swaraj] is ‘that status of India which her people desire at a given moment.’” They will desire something in 10 years that we cannot imagine now.
  3. By asserting a view of social justice, we implicitly adopt the perspective of the state and imply that the state is responsible for achieving justice. “Seeing like a state” may not be an inevitable result of discussing social justice, but authors as diverse as Martha Nussbaum, Philip Pettit, and John Rawls exemplify this move: they argue that if social justice demands something, then the state is responsible for it. That means that they talk like state-builders or advisers to states.
  4. People differ in interests and values. Consensus is neither likely nor desirable. No conception of social justice imposed by a state on a whole society is really compatible with our fundamental plurality. For example, since we disagree about the value of toleration, state-imposed toleration will not satisfy everyone (even if it’s better than state-imposed censorship and oppression).
  5. “The state” is an abstraction. Actual states (even dictatorships) are always complex amalgams of people, rules, and physical assets–such as guns and filing systems–with multiple power centers. And the people who work for or within a state also belong to other social institutions, including markets and families. So no state acts simply according to its official doctrines and policies.
  6. Even if we know what a state should do, it’s hard to see how we can make an actual state do it. To imagine an ideal state is like assuming a can opener on a desert island. The practical question of how to found, reform, or revolutionize the actual state is unavoidable.
  7. It’s not clear that what makes some states work better than others is the degree to which they embrace abstract theories of social justice. If you’re a libertarian or a social democrat, you have good reasons to consider Denmark one of the best societies in the world. It optimizes liberty and equality pretty well. That’s because its institutions are more capable and less corrupt than most other nations’. Much depends on basic efficiency and integrity.
  8. Steps toward social justice can be dead ends. Motion in another direction sometimes leads to greater social justice. For instance, if you lived in 19th century Scandinavia, you might have assumed that equity required curtailing the power of capital. Instead, a social system that made capital very comfortable seems to have created the comity that then allowed labor and capital to negotiate a more equitable distribution. The road that led to equity did not start off in that direction.

One conclusion–Hayek’s, for example–would be to discourage talk of “social justice.” You should say what you like, or what you believe is good, not what is “socially just,” because that is just a sign that you are seeing like a state.

I draw a different conclusion. We should not evade the question with which I began this post: What is social justice? It’s our obligation to reason about who deserves what across the whole society and even the globe. In all likelihood, reality will not meet our respective standards of social justice, and then we should try to change things.

But the point of the question is to guide our own behavior. We don’t (and shouldn’t) have the opportunity to pick a perfect social democracy, a pure free market, or a theocracy. Institutions are (and ought to be) plural, evolutionary, overlapping, impure, and internally inconsistent.  It’s a pitfall to imagine ourselves as the designers of brand-new societies or as voters able to choose among different systems. We are people embedded in complex systems who have limited reasoning capacity, limited empathy, limited imagination, limited resources, and limited leverage. In engaging the institutions we have, we should consider opportunities to advance social justice. When we talk about social justice, we are saying, in effect, “My fellow members of this specific community, this is how I think that the whole system should be organized, and that has the following implications for what we should do next.”

Improving Employee Engagement and Morale with PB

One of the best ways to both empower people to be more engaged and improve the level of trust in democratic practices is participatory budgeting (PB), and it works in sectors across the board. Another successful example of PB is when it is implemented within business, as NCDD member org, the Participatory Budgeting Project, recently shared on their blog. Participatory Budgeting for Businesses: It Justworks

Last April, Isaac Oates was leaving his local library when a stranger asked him to vote. At first he politely declined, but when the volunteer said it was about the budget and would just take a minute, Isaac took a ballot, and learned about participatory budgeting (PB).

Six months later, Oates was leading a PB vote for his business’s budget. Standing in front of a company-wide all-hands meeting, he invited Justworks’ 300 employees to decide how to spend $250,000. The end result was a powerful team-building experience, which led to greater staff understanding and a better workplace.

Justworks is an HR platform that helps employers run their business by simplifying and supporting payroll, benefits, HR, and compliance. After rapid growth forced its employees to overflow into multiple offices, Justworks decided to move to a larger office on the far west side of Manhattan, 15 minutes from mass transit. To compensate for the worse commute, Oates, the company’s founder and CEO, committed an additional $250,000 to make Justworks a better place to work. And he asked employees to decide how to spend it.

Over a couple months last fall, Justworks held brainstorming sessions with facilitators, where dozens of employees identified initial ideas. Staff teams developed these ideas into proposals, and then sent a survey on the top proposals to all staff, to give feedback and prioritize which proposals should go to a vote.

Based on this feedback, Justworks narrowed down the list to six finalists. The staff teams prepared budgets and final proposals for each project, and then presented them to hundreds of staff at the all-hands meeting.

Each presenter delivered a tightly rehearsed pitch, with slides and a few jokes on the side. (Why vote for healthier snacks? “You’ve all had times where you go to grab a snack at 4pm and all that’s left are some bags of Hot Cheetos.”)

After a few vigorous rounds of questions, Oates thanked the project champions. “That was the most fun I’ve had in awhile!”

All staff then had a day to vote online, by casting up to three votes per person. 226 staff voted – 75% turnout!

The top four projects received enough votes to win funding: enhanced healthier snacks, a calm zen space for relaxing at the office, new office decor and art, and more comfortable office chairs. Justworks donated the remaining funds to a local soup kitchen.

Oates was impressed with the results of this new approach to employee engagement. “People learned about the budget. I always expect them to understand it, but they don’t really have the chance.”

During a challenging transition for Justworks, PB showed employees that the company was listening to their needs and investing in their priorities.

And at a difficult time for our democracy, Justworks also showed how PB can inspire a new wave of civic power. Over 100,000 people voted last year in PBNYC, learning first hand a better way to decide together. Oates was one of many who took this experience to heart, launching PB in his own community. I’m most looking forward to connecting with The Participatory Budgeting Project’s team members as well as members of New York’s various communities. I can’t wait to gain hands-on experience implementing everyday democracy.

I selected this organization because the mission aligns with some of the practices I believe need to be incorporated within all communities. This line of work would help me in the long run because I plan on going into politics and/or becoming a State Representative and in order for me to be an effective and efficient leader in that line of work.

Entering into this internship, I hope to gain a greater understanding of the importance of participatory democracy. I am looking forward to learning how to be active within community engagement and how to get minorities within between race, ethnicity, gender, etc. involved within local government to get the change that they want and need within their communities. I am fascinated by the differences between how legislation is written compared to how it is implemented. I am most looking forward to the opportunity to see how laws are implemented compared to the theoretical intention behind legislation, specifically in regards to the racial disparity in the criminal justice system. In addition, this internship will allow me to continue to improve on the research and writing skills that I have built during my time at Penn State.

I went to school in Baltimore City, so I have an extreme love for the community. What attracted me to this site was Councilman Cohen’s dedication to building a stronger democracy and legislating that is rooted in equality and justice. I wanted to do more for communities of people that look like me, and this site and the office’s mission aligned perfectly with my political aspirations.

It will be very interesting to use a racial equity lens to tackle public policy issues in Baltimore City. Urban and local politics are often overlooked, but can have be of extreme importance for the members of this community. I am hoping to better learn the ways in which local politicians can have an impact on the immediate lives of residents, especially in marginalized communities

the second annual Paul and Joyce Aicher Leadership in Democracy Award

(Washington, DC) I was in Albuquerque over the weekend for an Everyday Democracy board meeting and to see Generation Justice, a fantastic New Mexico youth media organization, receive the first Paul and Joyce Aicher Leadership in Democracy Award. Thanks to the award event, my understanding of Chicanismo and indigenous cultural politics got a little less superficial.

Nominations are now open for the second annual prize, which will honor “an individual and/or organization that demonstrates the values on which Everyday Democracy was founded – voice, connection, racial equity, and community change.” Nominees should show excellence in some of the following ways:

  • Creating welcoming opportunities for meaningful civic participation for all people  
  • Actively including people in civic life who have often been marginalized, and providing ways for them to develop their leadership capacities
  • Building the capacity of existing community leaders to include others in community life
  • Practicing the art of talking to each other and listening to each other
  • Taking action that is grounded in crossing divides, and aimed at meaningful transformation in people, institutions, community culture, and governance
  • Creating opportunities for empowered voice that is truly heard 
  • Addressing racial inequities through dialogue and collective action
  • Showing the power of bridging all kinds of divides
  • Making dialogue a regular part of how a community works and, ultimately, of how our democracy works

Hidden Common Ground Initiative Findings on Health Care

The second report of the Hidden Common Ground Initiative has been recently released by NCDD member org, Public Agenda, in collaboration with fellow NCDDer the Kettering Foundation. This report focuses on how people in the US feel towards health care; and it shows that while people seemed to be divided over the Affordable Care Act (ACA), there was much common ground to be found over health care, in general. Where Americans See Eye to Eye on Health Care

This report from the Hidden Common Ground Initiative focuses on hidden or otherwise underappreciated common ground in health care. How do people talk across party lines about the problems facing our health care system? What do people think should be done to make progress?

Finding Common Ground on Health Care

Health care has long been controversial and is certainly among the more partisan problems in American politics today—at least among political leaders. In 2017 alone, the American public witnessed endless debate among leaders over whether and how to repeal and replace the Affordable Care Act (ACA) and also witnessed Republicans’ inability to devise and pass new health care legislation—all part of leaders’ age-old ideological disagreements about how health care should work in this country.

Despite such a bleak picture, does the intense partisan division over health care among elected officials and pundits actually reflect partisan divisions among the public at large? Survey research does indicate continuing partisan divisions among the public on the favorability of the ACA. But despite these and other divisions along party lines on the direction we should go to improve health care in the United States, Public Agenda’s research and engagement experience over the past 40 years indicates that even seemingly divided groups may share or be able to find significant common ground.

When people from different walks of life sit down and talk about health care, how do they process the problem and think about solutions? Our approach to exploring the public’s views on the topic began with a review of existing survey data and proceeded to three focus groups in diverse locations with ordinary Americans, with roughly equal numbers of Republicans, Democrats and Independents in each group. This report concludes with implications and reflections on the solutions that are most and least likely to garner public support and with ideas for productively engaging the public on the topic of health care.

About the Hidden Common Ground Initiative

It’s taken decades for our national politics to become as ideologically polarized and gridlocked as they are today, but it’s only recently that pundits and pollsters have started to converge on a narrative that blames the general public, instead of a flawed political system and culture, for this state of affairs. Especially since the 2016 election, a storyline has taken hold that portrays our dysfunctional national politics as a reflection of our profound divisions as a people. In this account, we’re an alienated society with no ability to understand one another, let alone find common ground or work together toward common ends.

For example, a 2016 series published by the Associated Press, Divided America, argued:

It’s no longer just Republican vs. Democrat, or liberal vs. conservative. It’s the 1 percent vs. the 99 percent, rural vs. urban, white men against the world. Climate doubters clash with believers. Bathrooms have become battlefields, borders are battle lines. Sex and race, faith and ethnicity…the melting pot seems to be boiling over.

Such rhetoric about divisions among the public has proliferated, and surely it captures something important about the contemporary United States. We are fragmented in many ways, with consequential differences, divides and disagreements that are important to acknowledge and address. But our divisions are hardly the whole story, and this rhetoric can be dangerously self-reinforcing, exacerbating the divisions it chronicles, stunting our political imagination and playing into the hands of those who would manipulate and intensify our differences to their own advantage.

The Hidden Common Ground Initiative explores a different hypothesis and possibility— namely, that as far as the broader public is concerned, there is often enough common ground to at least begin forging progress on many of the problems we face. Moreover, with some nurturing quite a bit more common ground can emerge. The initiative is concerned with locating the common ground that exists on tough issues and giving it greater voice and currency in public conversations and policy debates. And it is concerned with generating insight into how more democratically meaningful common ground can be achieved.

We believe that dispelling the myth that we are inescapably divided on practically everything can not only help fuel progress on a host of issues, but also help us better navigate our real, enduring divisions, from differing philosophies of governance to racial tensions. Hidden Common Ground aspires to tell the story of what unites us by way of concrete, actionable solutions that can make a difference in people’s lives and the fate of their communities—and eventually, perhaps, in our national politics as well.
