Naming and Framing Difficult Issues to Make Sound Decisions

The 28-page report, Naming and Framing Difficult Issues to Make Sound Decisions (2016)was written by David Mathews and supported by the Cousins Research Group of the Kettering Foundation.

In the report, Mathews shares some core realizations Kettering has come to learn over the last 30 years of research about how people make decisions and take action. Kettering has found that there are two moments in the decision-making process that are especially important: naming and framing. The way a problem is defined and the how the different options are framed; significantly impacts how effective the process and response will be.

People are much more likely to work together if they have participated in the decision making about what to do. And in making the decision, they may come to a more complete understanding of the nature of the problem they are facing, which could open their eyes to untapped resources that they can bring to bear.

The obvious question is, what would motivate citizens to invest their limited time and other resources in grappling with problems brimming with emotionally charged disagreements? Generally speaking, people avoid conflict, and they don’t usually invest their energy unless they see that something deeply important to them, their families, and their neighbors is at stake. And they won’t get involved unless they believe there is something they, themselves, must do.

Therefore, in order for citizens to make sound decisions and take effective collective action, they have to:
• Connect with the things that are deeply important to them,
• Deal with normative disagreements that can lead to immobilizing polarization, and
• Identify those things that they can do through their collective efforts to help solve problems.

The Potential in Naming and Framing
There are opportunities to master these challenges at two critical moments in dealing with problems. One occurs when a problem is being named, that is, when someone defines the problem. This is usually done by a news organization, a professional group, or a political leader. While seemingly insignificant, Kettering Foundation research has found that who gets to name a problem— and how they name it—are critical factors that go a long way in determining how effective the response will be.

Another critical moment occurs when different options for dealing with a problem are put into a framework for decision making. There may just be one option on the table, a solution favored by a school board or championed by an interest group. Or there may be the predictable two options in a political debate, one being the polar opposite of the other. Our research suggests that deliberation is more likely to occur if the full range of options is available for consideration.

As every trial attorney knows, whoever controls the way an issue is framed in a court case has the upper hand. So how a framework for decision making is created— how the case is presented, as it were—plays a critical role in problem solving. This report describes ways of naming problems and framing issues that give citizens a greater ability to chart their future and solve problems. The results of this naming and framing might be a guide to use in forums or town meetings, or it might be a strategy used to break out of solution wars and give the public a stronger voice in decision making. Naming and framing can also be done in classrooms to introduce students to roles that citizens can play in politics other than campaigning and voting.

One clarification: while naming and framing are critical, they aren’t ends in themselves. They are just two elements in the larger politics of public decision making and acting. To reach a decision, people have to weigh various options for acting on a problem against all of the things they feel are at stake. Unless that happens, unless people face up to the consequences and sacrifices that are inescapable in every option, including the option they favor, there is no way to know how they will react when push comes to shove—as always happens on difficult issues. When people wrestle with the trade-offs they may need to make, they will often revise the name they have been using, or they may put more or new options on the table to consider.

In making decisions together, people also have to be mindful of the resources they will need, how they will commit those resources, and how they will organize the actions that need to be taken. These are other critical moments. When resources are being identified, they may or may not include resources that citizens have, such as the social relationships they can draw on. When resources are committed, the commitments may be limited to legally binding contracts and not include the promises people make to one another, covenants that also enforce obligations. When actions are organized, they may be bureaucratically directed and not make use of the self-directing capacities of citizens, such as networking. All of these are junctures when people are either drawn into or shut out of what should be the public’s business. And the way problems are named and issues are framed paves the way for all that follows.

Turning Dialogue into Action & Other Skills for Engagement

You might have missed it, but the team at NCDD member organization Public Agenda have been running an incredible blog series on “Key Talents for Better Public Participation” this summer. The posts are a great set of resources for D&D practitioners, and we wanted to share an important one about making the often difficult transition from talk to action here. Supporting Action Efforts

pa_logoIdeas for action emerge naturally in many different forms of public participation. When people talk about issues that are important to them, they often want to:

  • Develop new problem-solving partnerships and new ways to work with others.
  • Express their ideas, concerns, and recommendations to public officials and other decision makers.
  • Strengthen practices and policies within departments, agencies, community organizations, workplaces or other groups.

During participatory processes, people often think about action ideas they would like to take individually and as a community. It is important for participants to be able to hear one another’s ideas and decide together which actions to take.

In some single-day participatory processes, action ideas are shared at the end of the day. In others, there is a separate action-focused event where participants can come together to share ideas. Still others facilitate action efforts with online tools and tactics.

Two skills, planning action events and supporting action teams, can be helpful for all of these processes. (Many of these tips, along with more information on supporting action, are described by Everyday Democracy here.)

Planning an Action-Focused Event

Events that help people transition from dialogue to action typically have three elements:

  • Opportunities for dialogue groups to share their ideas. If participants brainstormed and prioritized action ideas, then the action event should include opportunities for each group to share their top ideas.
  • Prioritizing action ideas. During the action event, give people the opportunity to vote for their top three choices for action ideas (perhaps by using keypad polling or dotmocracy). Participation leaders sometimes encourage a mix of short-term and long-term action projects. Short-term projects keep the momentum of the dialogues going and provide an immediate success to share with the community. Long-term goals require more planning, but such efforts can result in lasting change.
  • Creating action teams. Identify the action ideas with the most votes or support. Ask people to divide into groups based on the action they would like to work on and explain that the people in these new “action teams” will work together to put the idea into motion. During the action event, give these new teams some time to introduce themselves, gather contact information and identify co-leaders who will help the group move forward with the idea.

Supporting Action Teams

Promoting team pride, hosting regular meetings with action team leaders and fostering a creative environment are some ways to help a group or team prepare a plan and then take action. Action teams should:

  • Set clear expectations. What needs to happen, by when, and who is responsible? If people know what they are expected to do and by when, they are better able to develop a roadmap for achieving specific tasks and goals.
  • Identify two leaders per team. Co-chairs can share the responsibility of keeping the team on course and moving forward.
  • Share skills and talents. Ask team members to write down some of their talents and skills, so when the group needs to complete tasks, requests can be made to people who have the requisite skills.
  • Foster a creative environment. Be open and welcome diverse ideas and ways of thinking. Show that everyone is valued and is an important part of the group.
  • Continue recruiting volunteers. Even if people were not involved in the initial conversations, they may be interested in taking action. Allowing new people to join brings in fresh energy and cultivates a larger network, greater inclusion and a stronger sense of ownership of the effort.
  • Keep in touch. Meet regularly and keep everyone informed via emails and calls. Consider forming an online network and using online tools and tactics.
  • Share documents and plans. Wikis can be used to help team members work together on documents and stay informed about plans.
  • Connect teams to resources. Participation leaders can provide information, contacts and resources to action teams.
  • Celebrate progress. Keep the work of the team in the public eye by engaging media and sharing success stories.

Community Conversations About Mental Health

The 20-page discussion guide, Community Conversations About Mental Health (2013)was sponsored by the Substance Abuse and Mental Health Services Administration (SAMHSA), an agency of the U.S. Dept of Health and Human Services. This guide was prepared for SAMHSA by Abt Associates and its subcontractors, the Deliberative Democracy Consortium and Everyday Democracy. In the guide are instructions for hosting and facilitating community dialogues around mental health issues today and especially for young people; how to identify challenges and what ways to support youth mental health. The beginning of the toolkit includes an Informational Brief section with facts regarding mental health, then there is a Discussion Guide section and finally, a Planning Guide section with facilitator tips.

us_mental-health_-logoOn January 16, 2013, President Barack Obama directed Secretary Kathleen Sebelius of the U.S. Department of Health and Human Services and Secretary Arne Duncan of the U.S. Department of Education to launch a national conversation on mental health to reduce the shame and secrecy associated with mental illness, encourage people to seek help if they are struggling with mental health problems, and encourage individuals whose friends or family are struggling to connect them to help.

Mental health problems affect nearly every family. Yet as a nation, we have too often struggled to have an open and honest conversation about these issues. Misperceptions, fears of social consequences, discomfort associated with talking about these issues with others, and discrimination all tend to keep people silent. Meanwhile, if they get help, most people with mental illnesses can and do recover and lead happy, productive, and full lives.

This national conversation will give Americans a chance to learn more about mental health issues. People across the nation are planning community conversations to assess how mental health problems affect their communities and to discuss topics related to the mental health of young people. In so doing, they may also decide how they might take steps to improve mental health in their families, schools, and communities. This could include a range of possible steps to establish or improve prevention of mental illnesses, promotion of mental health, public education and awareness, early identification, treatment, crisis response, and recovery supports available in their communities.

Goals and Objectives of the Toolkit for Community Conversations About Mental Health
The Toolkit for Community Conversations About Mental Health is designed to help individuals and organizations who want to organize community conversations achieve three potential objectives:

– Get others talking about mental health to break down misperceptions and promote recovery and healthy communities;
– Find innovative community-based solutions to mental health needs, with a focus on helping young people; and
– Develop clear steps for communities to address their mental health needs in a way that complements existing local activities.

The Toolkit includes:
1. An Information Brief section that provides data and other facts regarding mental health and mental illness and how communities can improve prevention of mental illnesses, promotion of mental health, public education and awareness, early identification, treatment, crisis response, and recovery supports available in their communities.
2. A Discussion Guide section that is intended for use in holding community conversation meetings of 8-12 people each. (In a community forum with more participants, the audience would divide into groups of this size for much of their time together.) It provides discussion questions, sample views, ideas, and an overall structure for dialogue and engagement on mental health issues.
3. A Planning Guide section that describes a variety of ways in which people can facilitate their community conversations and take next steps at the local level to raise awareness about mental health and promote access to mental health services.

Mental health issues in our communities—particularly for our youth—are complex and challenging; but, by coming together and increasing our understanding and raising awareness, we can make a difference.

Call for D&D Showcase Presenters at NCDD 2016

NCDD is excited to announce that we’ll once again be holding our popular “D&D Showcase” during the 2016 National Conference on Dialogue & Deliberation, and we are looking for presenters!

yardsign_300pxThe D&D Showcase is a lively cocktail networking event that provides an opportunity for select individuals and organizations in our field to share some of the leading ideas, tools, projects, and initiatives in dialogue & deliberation with conference participants all in one space. It’s a fun way for conference-goers to meet some of the movers-and-shakers in D&D and hear about the projects, programs, and tools that are making waves in our work.

How the Showcase will work

Showcase presenters display simple “posters” about their work, tools, or projects and bring handouts and business cards to share with participants who are interested in learning more or following up. Showcase presenters will be ready to succinctly express what’s important for conference participants to know about their resource, method, research, program, etc. and to elaborate and answer any questions people may have.

During the 90-minute Showcase event, conference participants will stroll around the ballroom, chatting with presenters, and checking out their displays and picking up Showcase2014-2handouts. We’ll also have finger foods and beverages available as well as a cash bar, adding to the social atmosphere of the session.

The Showcase is a great chance to strike up conversations with leaders in the field and other conference participants who are strolling around the room, perusing the “wares.”

The conference planning team is hard at work planning NCDD 2016, and one of our upcoming steps includes selecting people and organizations who are passionate about sharing tools and programs we know will interest our attendees as presenters during the Showcase. If you are interested in having your tool, project, idea, or work being featured in the Showcase, please email our conference manager Courtney Breese at courtney@ncdd.org and include: what it is you would like to showcase, a brief description of it, any links to where more information can be found, and any questions you have.

Please note that these slots are very competitive, and we will be favoring Showcase presentations that relate to the conference theme, Bridging Our Divides. So if your work, project, or tool focuses on helping people work across persistent divisions in our society, we definitely want to hear from you!

If you are selected as a D&D Showcase presenter, you’ll be expected to:

  • Register for NCDD 2016 and attend the conference.
  • Prepare a quick spiel or “elevator speech” about your Showcase topic that will get people interested in learning more. Practice it until it comes out naturally. We suggest you prepare several introductions of different lengths (30 seconds, 1 minute, etc.) so you can adjust quickly to different circumstances during the Showcase.
  • Showcase2014-4Prepare a simple, visually interesting poster and bring it with you to the conference.
  • Bring handouts about your program, method, online tool, publication, etc. that include further details.
  • Have any laptop-dependent pieces of your Showcase presentation finished, functional, and ready to share (you’ll need to bring your own computer).
  • Show up for the Showcase session about 20 minutes early so we have time to make sure everyone is set up and has everything they need.

Divisive Discourse: The Extreme Rhetoric of Contemporary American Politics

The 258-page book, Divisive Discourse: The Extreme Rhetoric of Contemporary American Politics, by Joseph Zompetti was published January 2015.
