Canadian School of Peacebuilding

The Canadian School of Peacebuilding (CSOP), an institute of Canadian Mennonite University, offers a selection of five-day courses each June. Courses can be taken for professional or personal development or for academic credit.

The CSOP is designed for anyone between the ages of 20 and 90 who is interested in peace work, including not-for-profit staff and interns, activists and peace educators, community leaders, religious leaders, teachers and professors, students (undergraduate or graduate), and government officials. All participants need to be fluent in English. The school is designed to be an environment characterized by educating for peace and justice, learning through thinking and doing, generous hospitality and radical dialogue, and the modeling of invitational community. The CSOP is for peacebuilders from all faiths, countries and identity groups.

Beyond Business as Usual: Leaders of California’s Civic Organizations Seek New Ways to Engage the Public in Local Governance

What opportunities do Californians have to engage with public issues and influence decisions that affect their lives? What stands in the way of productive dialogues between local officials and the residents they serve? What are the possible ways to strengthen relations between local government and the publics they serve?

The perspectives of civic leaders and their organizations

To provide some answers to these questions, we conducted a research study that sought the opinions of more than 900 local officials and 500 leaders of civic and community-based organizations in California. We asked these local officials and civic leaders about their efforts to engage the public in decision making, their experiences with traditional public hearings at council and commission meetings and their interests and attitudes toward newer forms of public engagement—especially methods that seek to give broad cross sections of the public the opportunity to deliberate over local issues and weigh the trade-offs of policy decisions that affect their lives.

This report—the second of two summarizing this research—presents what we learned from surveying and interviewing leaders from civic and community-based organizations across California.

This report is divided into two parts. We first present the findings from our statewide survey of 462 leaders of civic and community-based organizations. These findings complement those from our research on California’s local officials’ attitudes, experiences and concerns regarding the state of public participation in local government decision making, experiences and concerns of local city and county officials regarding the state of public participation in local government decision making. The second part of this report zeros in on the views of leaders from 20 community-based organizations that work predominantly with traditionally disenfranchised communities, including low-income, ethnic minority and immigrant populations. Finally, we discuss a number of important practical recommendations that emerge from this research and its companion study on local officials.

Executive Summary

What opportunities do Californians have to engage with public issues and influence decisions that affect their lives?

What are ways to strengthen relations between communities and their local governments?

We asked leaders of California’s civic and community-based organizations about their views on the state of public participation in local governance. The following report explores what these civic leaders say is working, what’s not, and how public engagement can be improved. Traditional models for including the public in local decision making, these leaders say, fail to meet the needs of both residents and local officials. Most see significant value and potential in more inclusive and deliberative forms of engagement, and many agree local officials are making increasing efforts to include residents more meaningfully. Overall, this research suggests civic and community-based organizations are looking for newer and more effective ways to engage the public and may be ready for stronger collaborations with local government.

The report also includes concrete recommendations for local officials and their institutions, civic leaders and their organizations, and foundations and other funders. The recommendations can help improve public engagement in local governance throughout California and, we hope, beyond.

Deliberation: A SUNY Broome & Windsor Middle School Collaboration

Deliberation: A SUNY Broome & Windsor Middle School Collaboration (2015), is an eight-minute video documenting the collaborative experience of students engaging in deliberation during the Fall 2014. The video shows the experience between SUNY Broome Civic Engagement Center and Windsor Middle School, where students used deliberation to better understand the American Revolution. Watch this eight-minute video about a collaboration between Windsor Middle School students and teachers; and State University of New York (SUNY), Broome, that introduced 7th and 8th graders to the practice of deliberating events in U.S. history as difficult choices among several possible approaches. Hague Symposium on Post-Conflict Transitions & International Justice

The Hague Symposium on Post-Conflict Transitions & International Justice is held at the Clingendael Institute for International Relations and is an intensive training by world leaders in the skills necessary to holistically restructure a post-conflict society. The Symposium has special focus on mechanisms of justice, through formal lectures, site visits to International Tribunals and Courts, and interactive simulations and workshops. It is recommended for exceptional professionals or lawyers, graduate students, law students, or accomplished undergraduates.

Transitioning a society from violence to peace is one of the most difficult processes in our field. To be effective leader, you will need a broad understanding of available mechanisms, options, and theories, as well as a deep understanding of why some transitions are successful and others are failures. Train with the International Peace & Security Institute (IPSI) to gain a cross-sectoral perspective and a global network of practitioners/academics.

In an intense and academically rigorous three weeks of interactive lecture, discussion, and experiential education led by the field’s foremost political leaders, scholars, practitioners, and advocates, The Hague Symposium participants grapple with the “wicked questions” that have befuddled policymakers, scholars, and practitioners in the peacebuilding field.  Through case studies, participants contextualize the issues that drive these questions, discover ways to make sense of the complexities of post-conflict transitions, and anticipate appropriate means for breaking the cycles of violence and vengeance so that those who have been victimized by human rights violations find justice.

Participants gain a deeper understanding of the concepts, controversies, and institutions surrounding the implementation of post-conflict strategies, including security, justice, political, and social mechanisms.  Participants examine which elements have contributed to success and which to failure, as well as gain a thorough understanding of the interplay between dynamics that can and cannot be controlled in a given scenario.

All participants receive a Post-Graduate Certificate in “Post-Conflict Transitions & International Justice” upon completion of the course.  Participants  who choose to undertake additional rigorous assignments have the opportunity to earn a  Post-Graduate Certificate in “Post-Conflict Transitions & International Justice with Distinction.”

Community Rhythms: Five Stages of Community Life

Communities have rhythms to them that we must come to understand so that our approaches, programs and initiatives — and the building of public capital — work with those rhythms, take advantage of them, even accelerate them. This 1999 report from the Harwood Institute describes five stages of community life: The Waiting Place, Impasse, Catalytic, Growth, and Sustain and Renew.

CommunityRhythmsImageAccording to the Harwood Institute, while a community can accelerate its movement through the Stages of Community Life, it cannot violate, or simply pass over, the hard work that needs to be done in each stage. For as Five Stages of Community Life reveals, each stage has its own purpose; indeed, within each stage, different approaches must be taken to grow a community.

For example, Growth strategies for the most part will not work for a community in Impasse. Why? Because the community simply does not have the kind of support — structures, relationships, networks, norms, sense of purpose, in short the level of public capital — required to undertake and sustain such strategies.

Written for the Charles Stewart Mott Foundation, the Community Rhythms report helps you understand what stage your community is in, so you can choose actions that will best fit current conditions.

The Harwood Group’s work in communities reveals that there are stages of a community’s life and that each stage has deep implications for understanding your community and what it means for moving forward. These stages echo the development of all living things, such as a person or a plant or an ecosystem. Only if you know and understand the stage in which your community rests, will you be better able to figure out what kinds of approaches, strategies and timing best fit for seeking to move your community forward.

Each stage brings its own set of challenges and opportunities. The problem in many communities is that too often we do not think about stages of community life, or are even aware of them, much less approach them strategically in terms of what they mean for our actions.

Harwood’s Stages of Community Life emerges from over a decade of research and on-the-ground initiatives throughout the U.S.
