Host a 2016 Text, Talk, Act Mental Health Conversation

It’s the time of year again to get ready for Text, Talk, Act – the youth mental health conversation initiative launched in 2013 by NCDD-supported Creating Community Solutions (CCS). As most of you know, Text, Talk, Act comes around every Spring to help young people start talking about mental health issues that they or their friends may be facing and connecting them with ways to get help, and we always encourage our members to host their own conversation.

On Text Talk Act days, young people across the country will be having a nationwide conversation on mental health and how to help a friend in need through a text messaging platform. Small groups receive discussion questions to lead them through a conversation that seeks to help end the silence about mental health, and you can host one of these transformational discussions!

Anyone can register to host an event as part of the 2016 Text, Talk, Act days. This year’s dates are:

  • April 19th (with Active Minds’ Stress Less Week)
  • May 5th (with SAMHSA for National Children’s Mental Health Awareness Day)
  • May 21st (with the National Hook-Up of Black Women)
  • The month of June (with 4-H chapters across the country)

We know these events are helping make a difference in the lives of young people across the country, and we want to support this innovative way to engage young people in dialogue, so we encourage our NCDD members to consider signing up to organize a Text, Talk, Act event in your community! Be sure to check out the toolkit CCS created to support event organizers.

Also, don’t forget that schools, colleges, and community organizations that participate in this spring’s conversations are eligible to win the contest for one of five $1,000 prizes!

Innovations in Am. Government Award Accepting Applicants

We want to make sure that our members are aware of a great opportunity for recognition in public participation from Harvard’s Ash Center for Democratic Governance and Innovation – one of our NCDD member organizations.

Ash logoThe Ash Center operates the Innovations in American Government (IAG) Awards Program and the Bright Ideas Initiative, both of which are aimed at recognizing creative and effective governance models and disseminating ideas about promising government practices or programs. We are positive that many of the programs and initiatives that our NCDD members work on every day would make great candidates for these honors, so we encourage you to nominate a program you know about or apply yourself!

The winners of the IAG Award are eligible for a $100,000 grant, and even the finalists are eligible for a grant of $10,000, so what do you have to lose? The deadline to apply is April 15th, so make sure you get started soon!

Both of these prestigious awards have a long history of recognizing leading innovations in governance. Here’s how the Ash Center describes the Innovations in American Government Award:

Since its inception in 1985, Innovations in American Government Awards has identified and celebrated outstanding examples of creative problem solving at the state, city, town, county, tribal, and territorial government level. In 1995, the Innovations Awards were expanded to incorporate innovations in the federal government. The Awards program accepts applications in all policy areas; from training employees to juvenile justice, recycling to adult education, parks to the management of debt, public health to e-governance, Innovations applicants reflect the full scope of government activity.

And here is how they describe the Bright Ideas Initiative:

…[I]n 2010 the Innovations Program launched a recognition initiative called Bright Ideas that serves to further highlight and promote creative government initiatives and partnerships so that government leaders, public servants, and other individuals can learn about noteworthy ideas and can adopt those initiatives that can work in their own communities.

Beginning with these Bright Ideas, the Innovations Program seeks to create an open collection of innovations in order to create an online community where innovative ideas can be proposed, shared, and disseminated.

DOJ Community Relations Service is Hiring Conciliators

Last week, Grande Lum – the former director of the Dept. of Justice’s Community Relations Service (CRS) and a keynote speaker at NCDD 2014 – shared on an announcement on our NCDD Discussion Listserv about a couple job openings at the CRS that we wanted to mention here, too.

The CRS is hiring for Conciliation Specialists, and we encourage our NCDD members to apply or share about the opportunity with people in your networks. The CRS seeks to serve as a neutral convener and mediator for communities dealing with conflict, and we know that some of our members would make great additions to their national staff.

What You Missed from the NCDD Confab Call with PBP

Our NCDD Confab Call this week featuring the Participatory Budgeting Project was one of our best so far! Over 75 people participated in the call and learned tons about the work that PBP is doing to grow participatory budgeting across the country – you missed out if you weren’t on the call!

We also heard from Allison Rizzolo of Public Agenda about some of the great evaluation work being coordinated by the North American PB Research Board, the ongoing research into PB processes, and the PB research and evaluation toolkit that Public Agenda made available here.

Civic Tech Tool Helps NYC Residents Address Local Issues

The Davenport Institute recently shared a post on their Gov 2.0 Watch blog about a neat civic tech tool that can help citizens identify and vote on issues that need to be addressed in their areas. Calling Out the Public

DavenportInst-logoA central purpose of civic engagement is to figure out what matters to citizens, so they can be empowered to achieve their goals.

Sometimes the best way to know is to ask.

Anyway, that’s part of the John Deweyian theory behind IdeaScale, which now complements CompStat in New York City, the data platform Commissioner William Bratton and then-Mayor Rudy Giuliani introduced in 1994, which tracks crime by location. Stephen Goldsmith at Government Technology writes that IdeaScale invites citizens to identify and vote on quality of life issues they find most pressing:

The program, which is part of the city’s broader efforts to amplify citizen engagement in new neighborhood policing models, creates action items for the everyday issues people actually care about. In the 100th Precinct, for instance, community members used IdeaScale to voice concern over late-night noise coming from a local bar. The police, in this instance, enabled the community to act in its own interest by coordinating a meeting between concerned constituents and the bar owner, who together reached a mutually acceptable agreement on their own terms.

Join Confab Call with Participatory Budgeting Project, 3/23

We wanted to share a friendly reminder that we are hosting out next NCDD Confab Call this Wednesday, March 23rd from 2-3pm Eastern / 11am-12pm Pacific, and you won’t want to miss it! This month’s Confab will focus on the Participatory Budgeting Project (PBP), an NCDD member organization and the leading US group working with participatory budgeting.

On this Confab, we will hear from PBP’s Communications Director David Beasley about participatory budgeting, and PBP’s work to bring this approach to managing public money to cities, districts and schools. PB is one of the fastest-growing D&D processes today, and David will talk with us about the that has Confab bubble imagecreated both successes challenges for PBP. We’ll also hear about PBP’s current PB Squared initiative (PB^2) which uses the participatory budgeting process to bring forward ideas on improving participatory budgeting practices. Registration Open for Frontiers of Democracy, Jun. 23-25

In addition to our upcoming 2016 National Conference on Dialogue & Deliberation, we want our members to remember that the 2016 Frontiers of Democracy conference is coming up later this year. Frontiers has become a staple gathering of our field, and it is taking place this year from June 23rd – 25th at Tufts University in Boston.

Registration is now open, and the regular rate is $250 (but it’s free if you’re an alum of the Civic Studies Institute), but space is limited so make sure to register soon!

The theme of this year’s conference is The Politics of Discontent. Here’s how the organizers have framed the gathering:

Tisch College at Tufts University is proud to sponsor this annual conference in partnership with The Democracy Imperative and Deliberative Democracy Consortium. Frontiers of Democracy draws scholars and practitioners who strive to understand and improve people’s engagement with government, with communities, and with each other.

We aim to explore the circumstances of democracy today and a breadth of civic practices that include deliberative democracy, civil and human rights, social justice, community organizing and development, civic learning and political engagement, the role of higher education in democracy, Civic Studies, media reform and citizen media production, civic technology, civic environmentalism, and common pool resource management. This year, the theme of the conference is “the politics of discontent,” which we define broadly and view in a global perspective.

What Does it Mean to Transform Governance?

In it, Matt shares some great insights on what it means to “transform governance” and improve democracy that really get at the heart of what many in our field are seeking to do. One Week in Manila: Democracy, Development, and “Transforming Governance”

PublicAgenda-logoThis week, I will join a group of people from around the world meeting in Manila to talk about how to make democracy work in newer, better ways. Convened by Making All Voices Count, a collaborative of the Omidyar Network, the US Agency for International Development, the UK Department for International Development and the Swedish International Development Cooperation Agency, the group will include Asian and African democracy advocates, civic technologists and researchers.

In the Manila meeting, the participants will be using the term “transforming governance” to describe the changes they seek. The central question of the gathering is: If we want to ensure that citizens have meaningful roles in shaping public decisions and solving public problems, can technologies play a role in helping them do so?

They are asking a very old question, but with new hypotheses, new tools and new principles in mind. It is increasingly clear that the older democracies of the Global North do not have all the answers: citizens of those countries have increasingly lost faith in their political institutions. Northerners cherish their human rights and free elections, but are clearly looking for something more. Meanwhile, in the Global South, new regimes based on a similar formula of rights and elections have proven fragile and difficult to sustain. And in Brazil, India and other Southern countries, participatory budgeting and other democratic innovations have emerged.

How can our democratic formulas be adjusted so that they are more sustainable, powerful, fulfilling – and, well, democratic? Some of the new answers come from the development of online tools and platforms that help people to engage with their governments, with organizations and institutions, and with each other. Often referred to collectively as “civic technology,” these tools can help us map public problems, help citizens generate solutions, gather input for government, coordinate volunteer efforts and help neighbors remain connected.

Despite the rapid growth of these forums and tools around the world, in most cases they are not fully satisfying expectations. One reason is that they are usually disconnected from one another, and from other civic engagement opportunities, so are not reaching their full civic potential. Another is that some are designed mainly to gather small scraps of feedback from citizens on a government service, with no guarantee that government will be willing or able to use the input, so they only have limited civic potential.

But while it is unfair to expect any new technology to automatically change our systems of governance, we should certainly have these tools in mind – along with the many processes for productive public engagement that do not rely on technology – when we think about how to redesign democratic systems.

In that conversation, “transforming governance” can be a helpful term because it urges us to think more broadly about democracy, and about the power of democratic systems to improve our lives. There are at least three ways in which these positive transformations can occur:

  • Changing how people think and act in democracies, by giving them the information they need, the chance to connect with other citizens, the opportunity to provide ideas and recommendations to public officials and public employees, the confidence that government is accountable to citizens’ needs and desires, and the encouragement to devote some of their own time and energy to improving their communities.
  • Changing how governments work, so that public officials and employees can interact effectively with large numbers of people, bridge divides between different groups of citizens, provide information that people can use, gather and use public input, and support citizens to become better public problem-solvers.
  • Changing how civil society organizations (‘intermediaries’) and information mediators (‘info-mediaries’) work, so that they are better able to facilitate the interaction between citizens and government, monitor and report on how decisions are being made and problems are being solved, and provide training and support to new leaders.

These changes can add up, in many different combinations, to democracies that are more participatory, energetic, efficient and equitable. In Manila and elsewhere, we should face the old questions with new tools, new visions and new hope.

  • How can values and personal experience keep us together on the journey?
