The University Network for Collaborative Governance is holding their annual conference in Portland, Oregon from June 3rd – 5th. Hosted by NCDD member org Kitchen Table Democracy, along with National Policy Consensus Center at Portland State University, this conference will be an excellent opportunity for academic professionals working on collaborative governance to learn from each other and deepen the impact of collaborative governance work on a systemic level. The conference will focus on the integration and innovation of collaborative governance research, practice, and teaching, through group discussions and “Lightning Talks” [5 min or less presentations]. About the Conference

What does the tapestry for collaborative governance research, practice, and teaching look like for the next 10 years?

The UNCG annual conference is an opportunity for academic professionals – including faculty, staff, and students – from across the county who are engaged in the work of collaborative governance to come together to learn from each other.  This year’s conference will build off recent strategic planning activities and will challenge participants to ask how we as a network can strategically evolve to more systemically address societal challenges, engage the next generation of university-based collaborative governance professionals, and contribute to deepening the understanding of the impact and results of collaborative processes.

At this year’s conference, we are particularly interested in two topic areas:

  • Integration of Research, Practice, and Teaching: How are we – or how could we be – connecting the dots and integrating the three topic areas UNCG focuses on: research, practice, and teaching.  What are some instances where we have been weaving together all three through one approach, program, or project, where research, teaching, and practice all come together? What are the challenges to being able to incorporate all three together? And, how could we be doing that better? What are the opportunities for us – either as a Network or in our individual/center work – to bring research, practice, and teaching to inform one another and advance each forward?
  • Innovations in Research, Practice, or Teaching: Where have we been particularly innovative in research, practice and teaching, or in the development of supportive public policies, around collaborative governance? As we look forward to another 10 years of UNCG, how are our member centers, individuals, and partners venturing out on innovative paths? What ideas, perspectives, or approaches are emerging, or should emerge, in collaborative governance?

This year’s conference format will include a mix of “Lightning Talks” and group discussions focused on the above two topics.  Attendees will also spend time in focused breakouts/work sessions to advance priority actions identified in the 2018 UNCG Strategic Plan that will advance collaborative governance research, practice, and teaching.

Call for Proposals

We invite submissions from UNCG members, university-based faculty, staff, and students, and members from other networks working in the field of collaborative governance to present “Lightning Talks.”  Lightning Talks are short (5 minutes or less) presentations that respond to either one of the two topic areas, Integration or Innovation (see above).  Presentations may be accompanied by a slideshow, but much like Pecha Kucha or Ignite Talks, slides are limited to 15 and will be advanced for you! As part of UNCG efforts to explore different communication methods and approaches, we’re also challenging presenters to use slides with a limit of 5 words (per slide) and images, graphics, art, or video. The intention is that the slides will act as prompts to help you in your presentation and to “illustrate” what you’re talking about rather than act as text for you/the audience to read and focus on.

The Mediated Town Halls of the Eastern Cape (Connections 2016)

The eight-page article, “The Mediated Town Halls of the Eastern Cape” by Rod Amner was published in Kettering Foundation‘s 2016 edition of their annual newsletter, Connections – Kettering’s Multinational Research. The town hall meeting is a simple, old-fashioned idea: an informal public space in which community members come together to discuss issues, to voice opinions, or to engage with public figures.

But, despite 22 years of democracy, it is a relative rarity in South Africa.

So, it is significant that in recent years, a number of “legacy” and “emerging” community news organizations in the Eastern Cape province of the country have hosted scores of town hall meetings in a range of formats, all ostensibly aimed at re-engineering in some way relationships with and between the people they formerly knew as their audiences.

It is also surprising because the Eastern Cape does not immediately suggest itself as a promising incubator of journalistic, civic, or any other kind of innovation. It is South Africa’s poorest province—beset with stagnating industries in the urban areas and the frustrating persistence of sub-subsistence agriculture in most of the countryside. Just 26 percent of its citizens have jobs, and its schools produce the worst educational outcomes in the country— and by most benchmarks, the entire world.

On the other hand, despite its apparent marginality, this province has always been an important fulcrum of South African politics. It is a traditional stronghold of the African National Congress (ANC), producing the bulk of its struggle icons (Mandela, Tambo, Biko, and Hani) and nurturing decades of peaceful, mass-based protest.

So, when the hitherto unassailable ANC lost political control of Nelson Mandela Bay (formerly Port Elizabeth) to the opposition Democratic Alliance (DA) in the August 3, 2016, local government elections, the resulting shock waves convulsed the region’s post-apartheid political landscape.

But, many of the region’s journalists were not shocked. Mainstream media houses like Nelson Mandela Bay’s Eastern Province Herald and Buffalo City’s Daily Dispatch, along with community outlets like Grahamstown’s Grocott’s Mail, Skawara News in the rural hamlet of Cofimvaba, and radio stations like ZQKM, had for years been convening public platforms for engaging citizens in political discourse. Many of their journalists had therefore been in unusually close and deep dialogue with local citizens and communities and had seen the writing on the wall. The Kettering Foundation has a longstanding interest in how journalists go about the work of reporting in a way that encourages greater citizen engagement in the democratic politics of a given community. The examples in this article reveal how journalism practice and community agency can be transformed by a citizen-centered approach to reporting.

Missed our Tech Tuesday Feat Synaccord? Listen now!

We had another one of our fantastic NCDD Tech Tuesday calls last week featuring NCDD member David Fridley of Synaccord! We were joined by over 50 participants on the call, to learn more about the Synaccord online platform and the ways in which it compliments face-to-face (F2F) deliberation. David had a special offer for NCDDers which you can learn more about by listening to the recording! We recommend you check it out if you weren’t able to make it because it was a great call!

On the Tech Tuesday, David walked us through a demo of Synaccord using a previous project around developing a 2-year strategic plan; which gave participants an opportunity to see the capabilities of the platform. Participants use Synaccord to rank their values online before engaging in a F2F process and then afterward rank again online to see if/how perspectives shifted. The platform allows participants to give comments on their specific choices which is especially helpful because after decisions are submitted, the top priorities are shown with how much agreement/disagreement is in the group and comments can help guide how issues are worked with. Synaccord can easily accommodate larger groups by having smaller break out groups which then feed back into the larger group response; that way everyone’s input gets seen/heard and is accessible to the rest of participants.

From Skepticism to Engagement: Building Deliberative Faith among Israeli College Students (Connections 2016)

One of the spaces that seems appropriate for educating people for citizenship is academia. As an educational arena with a public mission and young citizens as key players, it may—and some would argue ought—to be a hub of civic education for deliberative public skills and values. This captures the essence of deliberative pedagogy, an area of ongoing research at the Kettering Foundation.

In what follows, I tell the story of what inspired me to get involved in deliberative pedagogy and share some insights from experimentation with Israeli students in recent years.

On January 16, 2013, six days prior to the Israeli general elections, I initiated the first student-led deliberative issue conference at the School of Communication in Netanya Academic College in Israel. The event was tagged “Students say NO to the horse race: Elections Conference 2013.”

The conference was a peak event in an intensive three-month process with my undergraduate seminar students, which combined theory and practice. Theoretical readings and discussions served as a baseline for understanding the essence of deliberative theory and the role of public deliberation in democratic societies. The hands-on process of preparing for and facilitating a deliberative, student-led issue conference complemented the theory and helped students internalize the idea of public deliberation, the norms and values associated with it, and the challenges of pursuing such ideals in practice.

Faculty had cautioned me not to expect more than 50 participants because students—as I should well know—are uninterested, unengaged, and unwilling to make extra efforts beyond the mandatory degree requirements. My students were also wary, and rightly so. A week prior to our deliberative election conference, a political panel took place in the same conference hall, with representatives from 12 different parties running for office. The event was stopped in the middle due to a political dispute, in which the audience began shouting and booing one of the representatives. It was a very disappointing and embarrassing experience for the college community. My students were concerned about moderating group discussions—What if participants don’t talk? What if they get violent and we cannot control them? Some suggested we hire security guards.

But the concerns turned out to be unwarranted. The conference outcomes exceeded everyone’s expectations—students and faculty alike. We had an unexpected turnout of 127 student participants, which surpassed my goal of 100 students. After the opening plenary, students broke up into 10 groups that engaged in lively discussions of the selected election issues. Faculty members were startled to see students actively participating in civilized discussions led by their fellow classmates. So were the student-moderators. I cannot help smiling when I recall that beautiful moment when I stood humbled in the middle of the conference hall immediately after the end of the discussions, and numerous students approached me, excited to share their reflections. Group moderators were thrilled about their experience, and first-year students were anxious to find out how they could sign up to serve as moderators next year. Before I knew it, a new tradition was born.

Deliberation: Touching Lives across National Boundaries (Connections 2016)

In March, people from around the world gathered at the Kettering Foundation to explore the approaches that groups from Tajikistan, Germany, India, Brazil, Russia, and the United States are taking to civic education and learning—approaches that range from rap music to deliberative forums. The Multinational Symposium is an annual series of meetings organized by Kettering. Each year, the symposium has a different focus. In 2016, the symposium explored, how do young people learn to engage in the practices of citizenship in a democracy? What can be learned from experiments in using deliberative practices in the civic education of young people?

The approaches are all different. Germany is using music and meetings with public officials to engage youth; in Russia, libraries are the neutral ground for young people to flock to forums; in Brazil, the Steve Biko Institute helps people raise their voices and take pride in their racial backgrounds. But the goals are the same: to develop young people into citizens.

Citizens all have at least one thing in common: no matter what nation they come from, sooner or later they gather to ask one another, “What should we do?” The Kettering Foundation has long researched what comes after that question: how people overcome differences to deliberate together and make good decisions.

Inevitably, sometimes are more turbulent and challenging than others. That’s the situation those from Brazil say they face.

Widespread protests over economic and political upheaval pose a special challenge to teachers in Brazil. “Democracy seems shaken due to recent events,” said Telma Gimenez, who also stated that even wearing certain colors of clothing can be interpreted as a political act, revealing allegiances for or against the government. “People are fighting. The question is, how can schools go against the current atmosphere to reach students? We help teachers take advantage of the educational moment.

For Gimenez, that means convening deliberative forums using issue guides on topics like bullying not only to explore the nuances of the issue, but also to allow students to relate their own personal experiences. “We use [the forums and guides] to show the complexities and get away from the confrontational aspects of an issue.”

“Brazil became a democracy in the mid-1980s after a dictatorship lasting decades,” said Andreia Lisboa De Sousa, who works with youth at the Steve Biko Institute. “We forget that; the political culture is not very new.” The Biko Institute has worked for 22 years to teach the skills needed for citizenship to black and native students. Approximately 6,000 students have attended the Citizenship and Black Consciousness course at the institute. Others have undergone leadership training there. “Brazil is seen as a model of racial democracy, but when you see the material conditions of these people, we don’t have equality,” she said.

Stefanie Olbrys, a social studies teacher in the Windsor Central School District outside of Binghamton, New York, said that when she was a student, she did not view her voice as an instrument for change. Now that she is an educator, she is determined to give her students a different experience. “Every day, I began to say to my students, ‘What do you think?’” In her classes, the students began to deliberate every day and became so engaged in learning that their marks improved and they began to hand in assignments more consistently. Other teachers and administrators also noticed the changes. Now, many more teachers in her school district are using deliberation in their classrooms. “Our state education department sees this as valuable and wants teachers to do this all over the state,” Olbrys said. “It will help students become life-long learners.” One state education department official visited her classroom and asked one of her students, “What are you learning?” The student replied, “I’m learning how to be a leader.”

The Critical Need for Collective Sensemaking

We recently found this piece we’d like to share from NCDD member, Beth Tener of New Directions Collaborative, and how processes shift the way that change is navigated. Navigating Change With Collective Sensemaking

In the news lately, I frequently hear commentators talking about how a particular event or action is unprecedented, such as three hurricanes so close together or the actions this Administration is taking to deregulate quickly. These times call for us to practice ‘collective sensemaking’ to more clearly see what is unfolding and avoid being caught in denial or wishful thinking. We may unconsciously use the same playbook that has worked before…when the game and territory have changed. This is time for key questions such as, What is changing? What is needed to respond now? What is now possible?

This sensitivity to a changing world is a key skill for ensuring longevity and resilience. Arie de Geus, who worked on strategic planning at Shell, got curious and researched corporations with long life spans. To his surprise, he found companies in Japan and Sweden that had existed for 700 years. In these companies, he found common patterns, manifested in unique ways in their context. As he wrote in Harvard Business Review, “living companies have a personality that allows them to evolve harmoniously. They know who they are, understand how they fit into the world, value new ideas and new people, and husband their money in a way that allows them to govern their future.” The four common characteristics he saw across many long-lived companies were:

  • Sensitivity to the world around them
  • Conservatism in financing
  • Awareness of their identity
  • Tolerance of new ideas.

In these times of rapid change with complex dynamics to navigate, the need to stay sensitive and responsive to a changing world is critical. I recently co-taught on Applied Systems Leadership for Complex Problem-Solving in the MBA program at Marlboro College. As foundational context, we shared the concept of “collective sensemaking.” In an article entitled Sensemaking, by Debora Ancona, she writes that the term was created by Karl Weick, referring “to how we structure the unknown so as to be able to act in it. Sensemaking involves coming up with a plausible understanding—a map—of a shifting world; testing this map with others through data collection, action, and conversation; and then refining, or abandoning, the map depending on how credible it is.”

To do sensemaking effectively, it is crucial to synthesize multiple perspectives to \discern what is changing and what is needed next. No one person has the full picture and we all have blind spots or limiting beliefs. Cross-pollinating the view points, ideas, experiences, and wisdom of many people helps us to develop a clearer understanding of what is changing and see a wider range of potential responses. Leadership today calls for being receptive with the capacity to listen, seek out multiple stories and perspectives, and together find the signal amidst the noise.

Some of the methods we use with groups for collective sensemaking include:

  • World Café – Small group conversations, sharing stories, finding patterns, cross-pollinating, listening for themes – all these aspects of World Café help a group hear many perspectives and connect and distill ideas across them.
  • 1-2-4-All – A similar exercise where people come up with ideas by themselves first, then share in conversation with a partner, then join a group of four.
  • Open Space – After some initial cross-pollinating conversations, it is helpful to invite participants to suggest topics or questions to delve into further. This allows space for the inquiry to follow what is emerging. People interested in topics can find each other and take the inquiry further.
  • Circle Process – With roots that stretch far back in human history and are kept alive in indigenous traditions, listening as each person speaks, sitting in a circle, offers a powerful way to listen for emerging insights and share learning with a group.

The outputs of sensemaking then need to translate into conversations about action in response to what is learned. This quote from Joseph Jaworski and Otto Scharmer speaks to the need for this sensemaking and adaptability, though I suggest taking it to the level of groups and communities as well:

“What distinguishes great leaders from average leaders is their ability to perceive the nature of the game and the rules by which it is played, as they are playing it.”

Creating Community Through Ben Franklin Circles

Back at the end of Summer, we announced NCDD had teamed with Ben Franklin Circles (BFC), an NCDD member org, and we have some exciting updates to share! BFC is a collaborative project with New York’s 92nd Street Y, Citizen University, and the Hoover Institution. We are starting to hear the stories from these Circles and we will continue to uplift them on the NCDD blog over the coming weeks. Why I Started a Benjamin Franklin Circle

Even just a cursory look at headlines these days brings forth an environment of “us vs them” and foretells a path toward greater divisions.

While our society has had a history of deep divisions, this somehow seems different. What seems different is that the people who make this country work – the teachers, the social workers, the police, the tradesmen, the small business owners, the big business employees, are now pulled into a colossal, epic struggle among themselves. We are letting go of the final threads holding us together – the threads that remain after television first brought our attention indoors instead of out; after social media took us from face-to-face contact even with our closest friends and families; after the hectic life style took away our free time to build community. We are now building walls all over. You said this, so I reject you. You believe this, so I will un-friend you.

“Where there is no human connection, there is no compassion. Without compassion, then community, commitment, loving-kindness, human understanding, and peace all shrivel. Individuals become isolated, the isolated turn cruel, and the tragic hovers in the forms of domestic and civil violence.” – Susan Vreeland, Art, Peace, Compassion

But, I’m an optimistic at heart who believes that people, deep down, are good and want to bring joy to others in order to create happiness for themselves. And so, this brings us to a small but significant action you can take. Benjamin Franklin Circles is a model that revives a model of community gathering created by one of our founding fathers (And yes, our founding fathers were not perfect. Some had qualities that are incomprehensible or even reprehensible to us now, but play along with me here.) These circles aimed to gather people of diverse backgrounds for self-improvement and community benefit. Is this not what we need more of today?

I decided to start my own Benjamin Franklin Circle to build more community connections as a means to strengthen our society and build its resilience against the onslaught of divisive forces. In the best practice of starting with yourself and close to home, I decided to organize this Circle among my neighbors, of whom, after 8 years of living here, I knew very few. My personal objectives were two: to meet my neighbors, and create a stronger community spirit.

We have no community listserv. The last neighborhood directory was published in 2010. In short, we all live our lives inside our homes, smile at each other if we’re walking our pets, but we don’t ask a favor of them or even know their names, nevermind invite anyone over. In thinking about the Circles, my first fear was that if I invited neighbors, no one would come. While that slowed me down for a few days, I realized that there was no other way to reach my objective than to invite people I do not know. And what’s the worst that can happen? People I don’t know will think that my initiative was futile. And what’s the best that could happen? I meet new friends and feel more a part of a community. From that perspective, my decision was strengthened.

With no email addresses or phone numbers, I decided to create flyers and distribute them. I printed out 150 flyers and placed them on door knobs. In the process of walking around the community, I met many people for the first time. I learned stories of previous community networks that no longer exist. I was encouraged by everyone for the needed initiative. One neighbor walked with me and shared with me her knowledge of the community as she was one of the first residents. Without a single response to my invitation, the first objective was being accomplished!

The first responses came to me shortly after I returned from the distribution with the following messages:

“I just wanted to let you know that I would love to be a part of your Benjamin Franklin Circles! I think it’s great that you’re starting something like this; as we both know the world could use a coalition of thinkers for the better.”

“It was great to meet you today! I’ve read your flyer, and would love to participate in the circle.”

Within 10 days, the deadline I had communicated, I had 10 people on the roster. We held our first meeting in November.

So, if you are wondering what you can do or if you are wondering if small things can make a difference, I share with you one of my favorite quotes by Margaret Mead: “Never doubt that a small group of thoughtful, committed citizens can change the world; indeed, it’s the only thing that ever has.”

More connection, not less, is what is needed to help all of us bring forth our better selves. If we all make an effort, make some new friends and strengthen the bonds with those around us, that can only bring more good to the world.

Citizens in a Global Society (Connections 2016)

The eight-page article, “Citizens in a Global Society” by David Mathews was published in Kettering Foundation‘s 2016 edition of their annual newsletter, Connections – Kettering’s Multinational Research. This is the initial article in the newsletter that introduces the theme for the whole publication which centers around Kettering’s multi-national work.  Below is an excerpt from the article and Connections 2016 is available for free PDF download on Kettering’s site here.

The foundation’s multinational research falls into two broad categories or groups. In the first category, the foundation collaborates with nongovernmental organizations outside the United States that are interested in what Kettering is studying about how people do or don’t become engaged as citizens who exercise sound judgment, the work citizens do in communities to solve problems and educate the young, and productive ways that people can engage large institutions, both governmental and nongovernmental, as those institutions try to engage them. This research is the way the foundation organizes its study of democracy.

At the heart of the word democracy is the demos, or “citizenry,” and Kettering refers to the ways citizens go about their work as “democratic practices.” (Kratos, or “power,” is the other root of democracy.) The democratic practices that Kettering studies require self-responsibility, which can’t be exported or imported. So the focus of our research is on the United States, not other countries. Yet our studies have been greatly enriched by what the foundation has learned from nongovernmental organizations in some 100 other countries spread across the globe.

Organizations in other countries interested in this research come to summer learning exchanges called the Deliberative Democracy Institutes (DDIs) to share their experiences with one another and the foundation. Some of the participants come back to enter Kettering’s multinational residency program, which now has a large alumni group. These alumni often return as faculty for the institutes. Kettering’s second category of multinational research is on citizen diplomacy, and it centers on three countries—Russia, China, and Cuba. The governments in these countries have or have had serious differences with the government in the United States; communications have broken down or been problematic.

The premise of the studies, as the late Hal Saunders, Kettering’s longtime director of international affairs, explained to the New York Times, is that we live in a time when governments face a growing number of problems they cannot deal with alone, so citizens outside government have to fill that void. Citizen diplomacy is not intended to replace or compete with government diplomacy but to supplement it. And from Kettering’s perspective, this research gives the foundation a way to study dangerous conflicts, which are, unfortunately, an inescapable part of politics.

WHO SHOULD ATTEND
The Lab is for people who are leading or supporting work to help address community problems. We call these individuals public innovators. They can come from nonprofits, faith organizations, businesses, government, academia and other areas. Their organizations can be any size from any size community.

  • We are looking for people who run programs or initiatives, are part of the senior staff, or lead organizations.
  • If you already use our approach but have new staff, this is a great, cost-effective way for them to get trained.

WHAT WILL I LEARN?

  • How to engage and understand your community the right way
  • How to use what you learn from the community to gain new allies
  • How to improve your programs and strategies so they work for your community – not just for the experts
  • How to get work moving with the right partners in the community when it seems like everyone is stuck and there’s talk but no action
  • How to be a more intentional community leader that exercises genuine authority, authenticity and accountability

THE FORMAT

  • The Virtual Lab is structured as an 8-week online course.
  • This program will take place every Thursday from 1:30-3:00 PM Eastern Standard Time for 8 weeks.
  • The online sessions are highly interactive. You’re expected to participate in discussions.
  • In between sessions, you will participate in online discussions and have about 30 minutes of “homework” to do so you can apply what you are learning as you are learning it.
