Here’s a great example from the public health sphere about how hard it can be to arrive at shared facts: an NPR segment on vaccines and public opinion. The reporting suggests that the right information is not enough – people must reconcile self image with new information.

My own experience suggests this is right – if not a bit maddening. I am a fairly rational guy and I expect others to shift perspectives if the facts don’t add up. Trouble is – if I am really about smart action in the world – I have to figure out to keep people whole as they shift their sense of the world. Otherwise, they’ll stick to the old facts to preserve their sense of themselves.

I think the answer lies in deep respect for where people are coming from (regardless of the facts they hold to be true) and deep empathy for how they might land gracefully in a new reality.

Too Many Hats, or, A Tale of Intersecting Frames

You know, that guy from Caps for Sale?

I mean, maybe you don’t feel like you’re napping under a tree or being hassled by monkeys – but, do you ever feel like you’re “wearing many hats,” so to speak?

The very fact that there’s an expression for this is an indication that it’s not an isolated phenomenon. We all have many roles and we constantly step in and out of those roles. Sometimes with grace and sometimes…not.

Personally, I don’t generally mind wearing many theoretical hats – I find my boundaries and my balance, and I make it work for me.

But here’s what I do find: I am terrible at making connections between my roles.

I find this particularly surprising because much of my work is about making connections. I look for communication gaps, holes in process, and (I like to think) I regularly seek to find and establish connections between people.

Perhaps I am the only person with this problem, but I find it significantly easier to connect Person A to Person B, then to connect my own Role A to my own Role B.

When I do this, I have to be intentional about it. I find myself saying things like, “Well, with this lens, I think this. With this other lens I think something else.” Then I have to step back and try to figure out what that all means for what I – an indivisible individual – think.

It’s all very confusing.

I’ve thought about this for awhile, but I recently started thinking about this – of course – through a slightly different lens.

David Williamson Shaffer at the University of Wisconsin-Madison, along with others, has developed a framework of around Epistemic Frames.

Essentially, a professional in a field has a an epistemic frame, which can be visualized as a network “in terms of the connections between elements usually described as: skills, knowledge, values, identities, and epistemological rules, from any particular domain.”

A professional’s epistemic frame encompasses the way they approach an issue – the type of questions they ask, the type of knowledge they seek, the type of people they engage.

Much Shaffer’s work looks at the effect of online games which seek to educate and mentor students in a particular field. Using Epistemic Network Analysis, he demonstrates how certain games cause student frames to develop to be more like a professional mentor’s frame.

But more generally, this approach brings a new way of thinking about my hat problem.

To “change hats” or “shift gears” a person would have to alter their epistemic frame – to think differently and approach a situation differently.

I’m not sure that get’s me any closer to integrating my thinking, but it’s an interesting way to look at it.

In theory, at least, I could map all my epistemic frames, figure out how they fit together, and then, perhaps, transition between them more seamlessly.

Or, perhaps, I should think about this with another hat on…

“Stop, Thief!” – Peter Linebaugh’s New Collection of Essays

It is always refreshing to read Peter Linebaugh’s writings on the commons because he brings such rich historical perspectives to bear, revealing the commons as both strangely alien and utterly familiar. With the added kick that the commoning he describes actually happened, Linebaugh’s journeys into the commons leave readers outraged at enclosures of long ago and inspired to protect today's endangered commons. 

This was my response, in any case, after reading Linebaugh’s latest book, Stop, Thief!  The Commons, Enclosures and Resistance (Spectre/PM Press), which is a collection of fifteen chapters on many different aspects of the commons, mostly from history.  The book starts out on a contemporary note by introducing “some principles of the commons” followed by “a primer on the commons and commoning” and a chapter on urban commoning.  For readers new to Linebaugh, he is an historian at the University of Toledo, in Ohio, and the author of such memorable books as The Magna Carta Manifesto and The London Hanged. 

Stop, Thief! is organized around a series of thematic sections that collect previously published essays and writings by Linebaugh.  One section focuses on Karl Marx (“Charles Marks,” as he was recorded in British census records) and another on British enclosures and commoners (Luddites; William Morris; the Magna Carta; “enclosures from the bottom up”).  A third section focuses on American commons (Thomas Paine; communism and commons) before concluding with three chapters on First Nations and commons.

Register Now for our April Confab on Text Talk Act

Join us Wednesday, April 9th for our next NCDD “Confab Call.” We’ll be talking with NCDD members Matt Leighninger and Mike Smith about the innovative project known as Text Talk Act. The confab will take place from 2-3pm Eastern / 11-noon Pacific.

As part of our role in the National Dialogue on Mental Health project Creating Community Solutions, NCDD and our partners have been experimenting with how the fun and convenience of text messaging can be leveraged to scale up face-to-face dialogue — especially among young people.

The first round of Text Talk Act took place on December 5, and round two is coming up on April 24 (and we hope you’re planning to participate!).

This is new and important stuff here, folks. We’ve been using Mike Smith’s United Americans platform as well as Textizen to design a text-enabled in-person dialogue process. In other words, people get together in small groups of 4 or 5, text into the same number, and start engaging in a dialogue with their group that is prompted by a video, a couple of polling questions, and then discussion questions that come to them via text. Pretty cool!

Matt Leighninger of the Deliberative Democracy Consortium is the main wizard this, and he talks about this being a way to blend “thin engagement” (what we usually do online and on our phones) with “thick engagement” (the stuff we NCDDers tend to value that takes more time and is best done face-to-face. It’s a way of melding the fun and convenience of texting with the irreplaceable value of face-to-face dialogue.

Along with learning more about the ins-and-outs of this project, Mike will talk to us about how any NCDD member can use United Americans’ technology to design your own text-enabled dialogue projects.

A word on the format:  NCDD’s Confab Calls are opportunities for members [and potential members] of NCDD to talk with innovators in our field about the work they’re doing and connect with each other around shared interests. Membership in NCDD is not required for participation.

This will be a simple conference call (audio only), and most participants will also be engaging on a collaborative doc on Hackpad.com to interact with each other, pose questions, share resources, and take notes.

2014 Public Participation Interviews: Tyrone Reitman

Elections bring a slew of information for and against different initiatives. But how much of what you read, see and hear can be trusted? After all, who is paying for the ballot measures you are voting on? Campaign ads can often cause negative reactions from viewers. They are an expensive way to get you to change the channel. The lack of quality coupled with biased information can be frustrating at minimum and misinform you at worse.

In 2011, recognizing the lack of available quality information, the State of Oregon took a new step forward by including public participation in reviewing citizen initiatives. The non-partisan and non-profit organization Healthy Democracy Oregon came up with a plan to get its state’s citizens more involved in their voting process and provide them with a stronger voice in how their state is run.

The review is the Citizens’ Initiative Review and it provides Oregonians with an unbiased review of ballot measures done by citizens just like you. Groups of 24 randomly selected, demographically representative citizens are selected to be part of a panel for each initiative. Their job is to provide an objective review of the upcoming citizens initiatives and write a statement highlighting their most important findings. The statements are then included in the voter’s pamphlets for citizens to consider when casting their ballot.

hd-logo-03This use of a citizen review is no new idea, but its use with ballot measures is. Cities have used various forms of citizen advisory committees on projects for years. So why not take a page from this book and apply it to the ballot initiative system? After all who better to review and comment on citizens initiatives than the citizens themselves.

This week as we continue our month-long look at public participation successes, we hear from we hear from Tyrone Reitman, co-founder of Healthy Democracy Oregon. He shares with us the challenges Healthy Democracy Oregon faced when creating the Citizens’ Initiative Review, who’s on the Citizens’ Initiative Review panels and how they are selected, and how this model can improve voting in other states. We welcome his insights.

What inspired the Citizens’ Initiative Review to be established?

Oregon pioneered the ballot initiative system in 1902 to give citizens a stronger voice in their government by bypassing the legislature to create laws directly at the ballot box. After 112 years, the system is going strong but showing some signs of strain. The number of measures on ballots has increased, and so has the amount of money campaigns spend working for and against them. Ballot measure campaigns spent close to a billion dollars in 2012, as voters decided 188 questions on 39 statewide ballots (when local measures are added, the count rises above 5,000). And while legislators have access to public hearings about bills they consider, the initiative process often asks citizens to make even more impactful decisions (for instance, constitutional amendments) with little information other than what campaigns provide.

So while polls show that voters like the initiative system, they’re frustrated by a lack of quality information about measures. A super majority of voters in several states report casting ballots on measures with which they are unfamiliar, and three in four voters say they often find the measures too complicated and confusing to understand.

As a co-founder of Healthy Democracy, you saw the Citizens Initiative Review come to fruition over the course of five years. What challenges did you face along the way?

A key challenge was to build a trustworthy process that all sides recognize as being fair and free from bias. We talked to legislators on both sides of the aisle to gain their support for this first-in-the-nation program and trained our moderators to put citizen panelists in charge of directing the reviews. We hold a very open process and panelists anonymously report their satisfaction and any perceived bias to researchers each day. Not every campaign has chosen to participate, but we’ve developed a way to bring in other advocates and ensure a fair process whether or not they participate.

How did the process get designed?

As John Gastil, Head of the Communication Arts & Sciences department at Penn State says, “The idea behind the Citizens’ Initiative Review is simple. When we give citizens a chance to deliberate and inform one another, they usually yield well-reasoned and compassionate judgments.” We started with the jury process, which has been used for centuries to bring citizens together to answer factual questions in the legal system. Ned Crosby, founder of the Jefferson Center, developed a model to use citizens’ juries to address questions of policy and governance, and has spent multiple decades refining the process. We were fortunate to have him and talented facilitators as early collaborators to help design the process.

To what extent do you think the Citizens’ Initiative Review impacts Oregon voters’ decision-making process?

We are fortunate that an independent academic research team has studied our results over the past two cycles. In 2012, for the first time, the research team found that over half of Oregon voters were aware of and used the CIR when voting, and two-thirds of them reported that it helped them make voting decisions.

CIR-infographic-largeThe Citizens’ Initiative Review is a randomly selected, demographically balanced panel. How are people selected?

Initial invitations are mailed to 10,000 Oregonians selected at random from the list of registered voters, and those who agree participate are placed in a pool. For each review, 24 panelists are selected to match the demographics of Oregon’s population with regard to party affiliation, voting frequency, age, gender, ethnicity, educational attainment, and geographic location. At the end of the day our goal is to bring together a good faith reflection of the state’s voting population to deliberate, and we’ve had no trouble finding voters to do so.

How many people ultimately serve on the panel? How long do they serve?

24 panelists serve on each review, which lasts five days.

Does the panel select a chair? Is it facilitated in any way by a moderator?

The panelists meet for five days to review a ballot measure (they are compensated for their time and travel expenses). Trained moderators guide the panelists through the process of gathering initial information about the measure, selecting neutral policy experts to interview, and questioning advocates for and against the measure. The panelists deliberate and have the opportunity to ask further questions. As Maggie Koerth-Baker writes in the New York Times Magazine, “The panelists know they’re expected to base their opinions on hard evidence, and this expectation becomes part of their temporary identity. Under those conditions…facts suddenly matter.”

To conclude the Review, panelists draft a Citizens’ Statement that summarizes the most important aspects as well as how many panelists support and oppose the measure. What kind of feedback has this received from Oregon’s voters? What benefits do they express this process has for them?

An independent research team funded by the National Science Foundation and Kettering Foundationstudied the reviews in 2010 and 2012 and found that in 2012, over half of voters read a CIR statement, and two-thirds found it useful when casting their ballots. In the end, voters agreed with both 2012 panels’ assessments. Media have praised the CIR for offering “the most objective analyses of the issues we’ll be voting on” (La Grande Observer). Elected leaders from both parties compliment the process for offering voters a chance to provide quality information to their fellow citizens.

Prior to the 2012 election what outreach efforts and tactics were used to generate interest and familiarity with the Review?

Oregon is a vote by mail state, and our voters’ pamphlet is widely read (over 80% of voters spend more than a half hour reading it). Since the CIR is a state program, the results are put in the Voters’ Guide, which is where most voters encounter it. We also work with media (newspapers, television, and radio) to spread the results of the reviews.

How do you plan to further let voters know about this process and its analysis?

This year we’ll be enhancing our social media work to increase our reach with younger voters who are less likely to rely on the Voters’ Guide.

coverWe learned that your project is the first formalized voter deliberation resource of its kind. In what other ways, if any, would you like to see Oregon’s initiative process change?

There’s a lot of frustration with the initiative process from groups on both sides of the aisle, but polls show that two-thirds of voters support the initiative system the way it is. Right now we’re focused on the CIR, and more generally, we believe that the best way to help the initiative system achieve its initial purpose of giving the people a stronger voice in their democracy is to improve voters’ access to quality, factual, unbiased information at election time.

Not all states allow citizens’ initiatives – do you see the Citizens Initiative Review as a model for other ballot measures, such as constitutional amendments?

Yes, and in fact access to quality information is especially important for constitutional amendments, which have long-lasting impacts on a state and tend to be difficult to reverse once passed. The Oregon Citizens’ Initiative Review Commission prioritizes constitutional amendments and measures with significant fiscal impacts when choosing which measures will be reviewed.

Earlier this week, we released CIRCLE Working Paper #80 by Kei Kawashima-Ginsberg: “Harry, Hermione, Ron, and Neville – Portraits of American Teenagers’ Extracurricular Involvement, and Implications for Educational Interventions.” Kei uses cluster analysis to divide all American high school seniors into six groups, depending on their extracurricular activities. Each group has strikingly different social class backgrounds and divergent prospects for academic success and civic engagement after high school.

Extracurricular activities provide crucial opportunities to learn skills, develop networks, and explore passions. We must invest in opportunities for the roughly 35% of American high school seniors who are largely left out of after-school activities. (And that is an underestimate, because Kei assesses only those students who have stayed in school until 12th grade.)

Following in the tradition of an excellent 2001 paper that associated groups of real American teenagers with characters from the movie “The Breakfast Club,”* Kei identifies each cluster of American teens with a different character from the Harry Potter series. This is partly a mnemonic, but it also makes the point that characters are complex and trajectories are changeable. If we called 16% of American youth “slackers” (because they do not report being involved in anything constructive out of school) that would present a unidimensional image and suggest that they are irretrievably lost to civic society. But by associating them with the Weasley Twins, Kei reminds us that they have complex and varied characters and are subject to change.

Defining Public Innovation

We saw yet another great piece recently from our friends at the Harwood Institute for Public Innovation, an NCDD organizational member – this time reflecting on the meaning of “public innovation”. We encourage you to read the piece below or find the original here.

HarwoodLogoRecently, I was on the public radio program “Innovation Trail” in Rochester, N.Y. to talk about “public innovation.” The station posted the following statement on its website about my appearance: “Two recent interviews by Innovation Trail served as reminders of how often the ‘innovation conversation’ is framed in terms of technology and economics…” But as we discussed on-air, there’s another way to define it.

Rochester is home to Eastman Kodak, the venerable though now long-suffering company best known for making camera film and now feverishly trying to transform itself into a digital technology company. To Kodak, innovation is about developing new product lines that generate high profits. But Rochester also is trying to transform itself from a town once dependent upon Kodak to a community with a more diverse economic base, a revitalized downtown and stronger public schools, among other goals.

Even when talk turns to innovation regarding community goals, the tendency among community leaders, funders, activists, and others is to focus on specific education reforms, local tax policy, or maybe infrastructure plans and the like. Other conversations about innovation often center on the use of mobile devices, development of new online platforms, or the launch of new citizen participation processes.

All potentially important. Each possibly necessary. But, I believe, they miss a larger point.

When the public radio hosts from Rochester asked me to define public innovation, I said that it is about how we choose to see what is around us in a community and to make intentional choices and judgments about how to move a community forward. In other words, public innovation isn’t necessarily about something shiny or new or complex, but about something that works better, leads to better results, and creates a better pathway forward.

It is about how communities generate and re-generate themselves. For example, The Harwood Institute is working with partners in Battle Creek, Mich. – including the local United Way, Chamber of Commerce, Kellogg Community College, Project 20/20, BC Pulse and the city government. These entities are focused on addressing issues concerning vulnerable children in a way that altogether changes how they and others work together in the community.

Indeed, the very output from being innovative may be so simple that it hardly seems to be an innovation. Consider, for instance, the following example: innovation can involve changing the way we talk about a common concern in a community. Is the discussion framed in terms of “problems,” which usually degenerates into people pointing fingers and placing blame for what’s wrong in the community? Or is it about our shared aspirations for what we are trying to do right?

The public innovation I have in mind starts with an orientation, a mindset: Are we turned outward toward our community? Put another way, is the community our reference point for our efforts, or is our reference point our conference room? This is a vital distinction. The danger here is that we innovate in a vacuum, based on our own wishes, our own beliefs on what we need, our own personal desire to increase our notoriety.

Innovation in a community is about how that community comes to take ownership of a common concern and how strategies are developed that fit the local context of the community. And yet so often we rush to plug-and-play solutions that may have worked elsewhere but aren’t right for our particular community. That’s not innovation.

Innovation is about how to actively create a community’s enabling environment: focusing on what it takes to generate the underlying conditions necessary for productive change to emerge, take root, and spread. Such conditions include norms for interaction, layers of leadership, networks for learning and innovation. The civic culture of a community – like the culture of an organization – is critical to whether a community can move forward.

Innovation is about knowing that while creating measurable impact is essential, so too is whether people hold the belief that they and others actually can produce something meaningful together. Engendering belief in a way that is authentic, real, and lasting requires us to rethink how people can feel part of something larger than themselves, how to engage people so that we work together, and even how to celebrate ways that lead to greater confidence within a community.

Innovation is understanding that stories and narratives play a critical role in signaling to people that change is even possible – and that their own engagement is pivotal to that change ever occurring. How to discover and construct such stories, and then weaving them into a naturally unfolding narrative requires innovation.

The type of innovation I am speaking about demands that we each step forward ready to engage in a different way. We must be willing to see and hear people around us, especially those who are different from us and who challenge our own comfort levels. It means that we must be willing to make choices and judgments about where to place limited resources.

Being “ruthlessly strategic” is at the heart of public innovation. We can’t be all things to all people. We must be willing to place a stake in the ground about the change we think is necessary, and we must be ready to re-calibrate those ideas as conditions around us change.

Public innovation starts with a turn – of ourselves.  We must be turned outward. Then we must engage differently so that we can move forward together.

The local Peace Education Center is the organizing force for both (I am a board member) but as you will see from the flyers we’ve solicited co-sponsorship from different entities for each event.

my Fox News piece on ObamaCare

In lieu of a substantive post here today, I’ll link to my own op-ed (on the somewhat unlikely venue of FoxNews.com), entitled “ObamaCare and America’s youth — why lessons of 2014 will last a lifetime.” I argue that the big question is what ideological conclusion the Millennials draw from ObamaCare, because their fundamental political orientation will be set in their youth. If the Millennials decide that Obamacare was a fiasco, they’ll move right. If they conclude that it worked as designed, it will boost the technocratic center-left of Clinton and Obama. But they could decide that it was a tool for citizen groups to increase coverage and cut costs–a participatory democratic lesson. That would require that we tell a different story about ObamaCare and that we strengthen the actual participatory elements of the Act.
