Listening for, and Finding, a Public Voice (Connections 2015)

The four-page article, Listening for, and Finding, a Public Voice by Bob Daley was published Fall 2015 in Kettering Foundation‘s annual newsletter, “Connections 2015 – Our History: Journeys in KF Research”.

The article describes how the design of deliberative democracy by David Mathews, president of Kettering Foundation, and Daniel Yankelovich, president of Public Agenda; sought to address what it meant to have “a public voice”. From this inquiry came a series of deliberative forums around some of the more important current issues, and the results were then shared with policymakers. Kettering Foundation created, A Public Voice, a nation-wide broadcast that would act as the annual report of these deliberative forums, which first aired April 1991 and continues to today. Below is an excerpt from the article. KF_Connections 2015The question was: If the public doesn’t offer infallible wisdom for policymakers, what does it offer? The exchange between Henry and Cheney marked the beginning of the foundation’s inquiry into a public voice—not, mind you, the public voice, but a public voice—that continues today.

In his 2012 book, Voice and Judgment: The Practice of Public Politics, Kettering Foundation senior associate Bob Kingston said researchers wanted “to learn more clearly how the public might find and exert its will in shaping its communities and directing its nation (which sometimes seems, paradoxically, more oligarchy than democracy).”

The research plan included a series of deliberative forums held throughout the country on urgent national issues followed by reporting outcomes to policymakers…

In 1990, it was suggested, Kettering could build NIF’s influence in Washington, and its underlying vision of politics, through a widely distributed, annual report of the forums not much different from the National Town Meetings.

To envision the celebration’s annual national town meeting as a program televised from coast to coast was an incremental step forward. Kettering’s goal was to reach political and media leadership with a message about deliberative democracy and the public voice. To attract congressional attention, the reasoning went, NIF had to be of interest to a significant public audience in congressional districts.

The best way to ensure congressional attention to a public voice, it was felt, was to have congressional participation in the video. The second best way, it was further felt, was to ensure that the discussion was widely seen by elected officials’ constituents.

After reviewing several options, public television—considered to command a reasonable, national audience—was targeted. The foundation’s senior associate Bob Kingston was executive producer; Milton Hoffman, experienced in public affairs, public television programs, was the producer; and senior associate Diane Eisenberg handled distribution.

A Public Voice ’91, a one-hour public affairs television program was taped on April 15, 1991, at the National Press Club. It was the first time A Public Voice was used formally to describe forum outcomes. Bob Kingston was the moderator. Four members of Congress, four members of the press, and four members of the public joined him.

By September 5, 1991, 123 public television stations and 49 cable systems had broadcast the program and it was being distributed by community colleges to their local public access channels. The program continued to be produced in much the same format as the first one from 1991 through 2007. At its peak, A Public Voice was broadcast by nearly 300 public television stations across the country every year.

The program was seen as the central thrust in the foundation’s campaign to bring a new sense of politics to the consideration of the nation’s political and media leadership. The video had a single purpose: to show that there is something we can call “a public voice” on complex and troubling policy matters. And this public voice is significantly different from the debate on these issues as it is recorded in the media and significantly different from the debate “as we hear it through the mouths of political leaders.”

Separate and Unequal in 1963: How Can We Create a Fair Society?, is a 22-page historical issue guide developed in 2014 by the David Mathews Center for Civic Life, Alabama Public Television (APT), and additional partners for use in a classroom setting. Download the Issue Guide PDF here.

DMC_1963_guideIn Separate and Unequal in 1963, students are asked to place themselves in 1963 Birmingham, Alabama to deliberate together through the difficult choices faced by those working to address segregation and inequality. Additionally, students are encouraged to consider the ways in which their own civic engagement shapes the communities of today. The issue guide includes an opening essay from Dr. David Mathews, a Civil Rights timeline, a fictional editorial on inequality in Alabama, three framed approaches, two classroom activities, a glossary of terms, and a list of helpful primary and secondary sources.

This historic issue guide is an accompanying resource for Alabama Public Television’s electronic field trip series entitled Project C: Lessons from the American Civil Rights Movement. The issue guide was named and framed by a diverse group of Alabamians. More information about the naming and framing process of this unique guide is available here. In introducing this issue guide, Dr. David Mathews asks students to carefully weigh the challenges faced by Birmingham residents during this historic period:

“[T]ry to imagine yourself and your classmates have traveled back to 1963 and are looking at the options people were considering then. How would you weigh the three options that are presented in this issue book? Can you give each of them a “fair trial,” even the options that you don’t like? You’ll need to say what you think and listen closely to what others say. (Deliberation requires both.) This exercise will strengthen your ability to deliberate; and, in addition, it will teach history in a way that will allow you to experience it.”

The issue guide outlines the following three approaches to addressing the historical issues of segregation and inequality in 1963 Birmingham:

Approach One: “Take a Legislative and Legal Stand”
We can achieve lasting equality only through laws that ensure fairness and justice. If the United States is the land of the free, then we must do more to make sure that everyone is treated fairly. To honor our founding principles of freedom and equality, we need to aggressively change laws to get rid of segregation. Lawmakers must enact and enforce federal laws prohibiting segregation and discriminatory practices. Federal courts must require states and cities to respect court rulings, then lawyers must work to ensure equality through lawsuits.

Approach Two: “Build and Strengthen Relationships”
Inequality is a serious problem, but we must be very cautious not to disrupt relations in our community as we work to deal with it. Rapid change would lead to a disordered society that threatens everyone regardless of race. We must work together in our communities to improve relationships between black and white citizens. We must study the issue, learn to work together, and push for change at the local level. We must search for common ground to unite us and work to eliminate fear. Cities, states, and local communities should work peacefully on policies that guarantee equality and fairness for all citizens.

Approach Three: “Take Direct and Immediate Action”
We cannot wait for gradual change. It has been 100 years since the Emancipation Proclamation, and segregation is still being practiced in communities across the country. People are being treated unfairly, and Washington D.C. and state capitols are not moving fast enough. We cannot expect legislation and lawsuits alone to create equal opportunities. If we want to make real change, all citizens must take direct action now. Rapid change in the community may lead to positive changes across the country and the world. It’s urgent that we protest, boycott, and educate immediately. We must be willing to risk jail, injury, and perhaps even death.

Minding Our Future: Investing in Healthy Infants and Toddlers (DMC Issue Guide)

Minding Our Future: Investing in Healthy Infants and Toddlers is an issue guide created by the David Mathews Center for Civic Life for our Alabama Issues Forums 2014 – 2015 series. The issue guide provides a brief overview on the importance of early childhood development, outlininDMC_MindingFutureg three approaches towards investing in healthy infants and toddlers across the state of Alabama. The David Mathews Center—a non-profit, non-partisan organization—does not advocate a particular solution to this issue, but rather seeks to provide a framework for Alabamians to thoughtfully examine multiple approaches, weigh costs and consequences, and work through tensions and tradeoffs among different courses of action.

The issue guide’s introductory essay, authored by Dr. Ellen Abell, Associate Professor and Cooperative Extension Specialist at Auburn University, highlights the importance of healthy infant and toddler development:

“Research tells us that the structure of babies’ brains is built in the first three years. During this time, the brain creates 700 neural connections each second, a rate faster than at any other time of life. These simple, beginning connections develop into stronger, more complex connections if babies are exposed to a variety of experiences appropriate for their stages of development… [E]arly adverse experiences lead to poorer learning outcomes, reduced immune system function, and a decreased ability to manage basic levels of stress… Differences in early childhood experiences contribute greatly to the growing gaps in children’s learning and achievement.”

The issue guide outlines three possible approaches to addressing the issue:

Approach One: “Develop Capable and Caring Parents, Guardians, and Caregivers”
During their first three years of life, children are completely dependent on parents, guardians, and caregivers. We must ensure that infants and toddlers receive the support that they need during these important years. Although programs and services aimed at helping children and improving community are important, we need to focus additional time and energy on strengthening the capabilities of the individuals who are responsible for raising and caring for young children… We also must prepare future parents and guardians for their upcoming responsibilities.

Approach Two: “Create Healthy and Thriving Communities”
Communities directly impact infants and toddlers. If we want to “mind our future,” then we must work to foster safe and healthy communities that support young children and their families. Parents and guardians may want to provide children with everything that they need, but unsupportive neighborhoods and workplaces that increase stress may reduce their abilities to do so. We must create additional family resource centers, encourage workplace policies that embrace families, and organize community events that focus on young children and parents.

Approach Three: “Provide Access to Comprehensive High Quality Services for All Children”
If we want to provide children with a strong foundation during their first three years of life, then we must offer wide access to necessary support services. Alabamians must make genuine commitments to invest in education, healthcare, and nutrition for all infants and toddlers; otherwise, growing children may face challenges that will impact them for the rest of their lives. Parents, guardians, caregivers, and community groups cannot provide everything that children need during their first three years – some services and support must be provided by institutions and agencies. Also, access to and use of existing services may be limited due to lack of awareness and understanding.
