Deepening D&D’s Impact by Connecting Politicians to Theorists through Practitioners

We recently came across an article that frames a key issue in our field so well that we had to share it. The piece is by Lucy Parry, a researcher with NCDD member org Participedia, and Wendy Russell of the Canberra Center for Deliberative Democracy, both of whom are contributors for The Policy Space blog. In it, they describe the gaps and similarities between D&D theorists and practitioners, and the power of their synergy. They propose that in order for our field to influence policy outcomes and ultimately help our democratic systems become more deliberative, we have to connect politicians and elected officials meaningfully to our field’s theoretical grounding, and that D&D practitioners might be the right bridge for that connection.

Bridging the Gap: why deliberative democracy needs theorists and practitioners to work together

…[O]ne of the obstacles for successful use of deliberative approaches is the challenge of bringing the normative ideals of deliberative democratic theory – what it should look like and what functions it should serve – to the reality of political decision-making contexts. This raises a potential ‘gap’ between deliberative academics and practitioners, given the constraints of translating normative theory into workable political reality….

In general, practitioners work at the coalface, adapting to political constraints and timeframes, and doing what works in these contexts. Researchers tend to stand back, describe how best practice should look, and critique attempts to achieve it. In bringing a critical eye they play an important function, but collaboration between theory and practice is clearly important…

In some ways, practitioners of deliberative democracy are uniquely placed at the interface between theory and policy worlds and can act as mediators between the two. On the one hand, they work within the constraints of policymaking, familiar with the day-to-day rigmarole. On the other, they have the most experience of real-life deliberative democracy: they see it, they do it. Practitioners know what deliberative processes can achieve, in empowering citizens and improving the quality and legitimacy of political decisions. They also know how deliberative approaches can fail.

It is arguably the case that despite the different work that theorists and practitioners do, they park their cars in the same garage; sharing a commitment to enhancing inclusiveness and public reasoning in political decision-making. What’s more, practitioners are uniquely placed to bridge a much wider gulf: between theorists and policymakers….

Restoring Respect – 6th Annual Conference on Restoring Civility to Civic Dialogue – “Rebuilding Civility”

The 2016 election was the most divisive and vitriolic in American history. From candidates’ personal attacks to paralysis and dysfunction in national government, the price tag of incivility, and resulting failure to reach political consensus, has never been greater.

Join other concerned members of our community in an ongoing discussion about how to restore respect to the local and national civic dialogue. Explore ways to better educate the next generation of citizens and community leaders on how to better build our American community.

The 6th annual Restoring Respect conference will be held April 18-19, 2017 at the University of San Diego’s Kroc Institute for Peace and Justice. The morning and afternoon of Tuesday April 18 and the afternoon of Wednesday, April 19 will be dedicated to panel discussions, practicum demonstrations and speaker presentations. Our plenary session with keynote address and our panel of regional university leaders discussing civility, community-building and higher education will be held the morning of Wednesday, April 19.

The conference is an opportunity for high school and college educators, staff, and most particularly students to gain hands-on experience in creating effective, respectful, and equitable diaogue across their campuses and their communities. The conference offers members of all private-sector and public organziations and inidivuals engaged in civic engagment an opportunity to learn about issues affecting civil discourse today and strategies for creating more effective civic engagment from the workplace to the public space.

The goal of the conference is to continue an ongoing national dialogue on how to repair the partisan divide in American politics and civic discourse, rebuild bridges of cooperation and understanding between American political and socio-economic communities, and develop pathways to more effective policy-making at the local, regional, state, and national levels.

Equity in School Forums: An Interview with John Landesman

The 14-page article, Equity in School Forums: An Interview with John Landesman (2016)was written by Carolyne Abdullah, Christopher Karpowitz, and Chad Raphael, and published in the Journal of Public Deliberation: Vol. 12: Iss. 2. In the article, the authors interview Landesman of Everyday Democracy to share his experience working to address the barriers within the Montgomery County Study Circles Program, which he helped to coordinate. Landesman clarifies the importance between equality and equity; and how these play out when designing a process to effective address the power dynamics that arise within school spaces between admin, faculty, parents, and students.

For adults and youth, American public schools are a major entryway to public engagement. Not only are public schools charged with preparing students for civic life, but they are the custodians of parents’ educational and economic aspirations for their children, often the largest recipients of taxpayer funding in a community, neighborhood hubs that host public meetings and events, and institutions that are formally accountable to the community through school boards, parent teacher associations, and other public forums. Schools need active support from their communities to approve school bonds, attract donations, enlist mentors and volunteers, approve (or at least accept) curriculum reforms, engage parents in supporting their children’s learning, and address social problems such as academic achievement gaps among students of different racial and income backgrounds, bullying, and gangs. Yet, like other institutions of democracy, public school governance is often dominated by the voices of politicians and policy makers, professionals (administrators and teachers), and privileged citizens (parents of higher socio-economic status) (Nabatchi & Leighninger, 2015).

In Maryland, the Montgomery County Public School system offers a hopeful example of how public dialogue can improve school governance. John Landesman, a Senior Associate at Everyday Democracy, coordinates the Montgomery County Public Schools Study Circles Program. The program engages parents, students, staff, and administrators in dialogue to address racial and ethnic barriers to parent involvement and student achievement in this multilingual, multi-ethnic school district. These dialogues have helped to build trust and collaboration, and increased involvement by parents of color, as well diminishing differences in achievement among students from more and less advantaged backgrounds (Childress, Doyle, and Thomas, 2009; Orland, 2007; Fagotto & Fung, 2009).

In this interview, Landesman explains how Everyday Democracy thinks about equity and equality, and how the organization integrated equity considerations throughout the process of organizing study-circle dialogues in Montgomery County, including recruiting and retaining diverse participants, forming agendas, facilitation, small group discussions in affinity groups of less-powerful participants as well as mixed groups, evaluation, and implementation of plans. The techniques discussed here can be adopted or adapted to forums on schooling and many other issues.

Equity and Equality
Abdullah, Karpowitz, and Raphael (AKR): Some people working in dialogue and deliberation have argued that instead of practicing equality by treating people 1 Abdullah et al.: Equity in School Forums: An Interview with John Landesman similarly, we should strive for equity by treating participants differently in order to create conditions that achieve fair discussion and decisions. Do you see this distinction between equal and equitable treatment as useful to our field and in your own work?

Landesman: I do see a distinction. There’s a picture that we often use in our presentations of three boys trying to look over a fence at a baseball game (see Figure 1). In the first panel, which shows equal treatment, each boy is standing on a box that is the same height. The tall boy can see the game over the fence, the middle boy can barely see, and the shortest boy can’t see at all. In the next panel, which shows equity, the tall boy’s box has been given to the little boy, so now all three of them can see the game. The idea is that everyone needs something different to participate in whatever they’re doing. But to me, this feels like the wrong question. The question should be, “What is the goal of the dialogue, and who needs to be in the room to make the dialogue effective?” If the goal is to have a variety of perspectives deliberating together, then organizers need to think about how to recruit for those different perspectives. If there are people who need something different to be part of it, but having their voice will make the deliberation more effective, then organizers have to use different strategies to get them there.

Think of successful companies like Coca-Cola. Their goal is to sell more of their products. They don’t just develop their product and then say, “OK everyone, come get it.” They spend a lot of time and resources thinking about how to get different kinds of people to buy their products. If the goal of deliberation is to have a richer understanding of an issue based on all the different perspectives that are in the community, than we need to spend time thinking about how to ensure that we get all those perspectives in the room.

In my experience, organizing for diverse perspectives is often an afterthought. Organizers plan the way they always have, and then say, “How do we get Latino participants or low-income folks, or people who have different political perspectives?” That never works, because all we’re doing is adding an extra strategy to what’s already been put in place. Successful organizing starts by asking, “What is the goal of the dialogue, and who needs to be in the room to reach that goal?” Then every piece of the organizing—whether it’s the outreach, the facilitation, the setup once you get there, where it’s located—all of those things are driven by who you want in the room and what perspectives you need to hear to make your dialogue effective. That’s a very different way of looking at it than saying, “We’re going to do it the way we’ve always done it, and now we’re going to develop a strategy to get to these so-called marginalized people.”

2017 Frontiers of Democracy Conference Call for Proposals

We are happy to announce that once again, the Frontiers of Democracy conference organizers at Tufts University are accepting session proposals for their annual gathering. The 2017 conference will take place, as always, at the Tufts University downtown campus in Boston, this time from June 22nd – 24th.

The annual Frontiers of Democracy conference is a key gathering for our field that brings together leading deliberative democracy thinkers, public participation practitioners, and civic educators to explore ideas at the forefront of advancing democracy. NCDD’s leadership attends almost every year, and many of our members are staples of the conference, so mark you calendars to join us!

This year, the Frontiers gathering’s framing statement highlights the global rise in authoritarianism and the challenge it poses for continuing to expand democracy:

In 2017, the frontiers of democracy are threatened around the world. Leaders and movements that have popular support – yet are charged with being undemocratic, xenophobic, and illiberal – are influential or dominant in the Philippines, Russia, Turkey, Hungary, South Africa, France, Britain, and the United States, among other countries. Call for Deliberative Campus Forums on Abortion

We want to encourage our higher ed members to take notice of the announcement below from Dr. Robert Cavalier of the CMU Program for Deliberative Democracy, an NCDD member organization. The PDD has been testing and refining a set of resources for deliberative forums on abortion, and is inviting others to join them in hosting such forums on their respective campuses this Spring. Announcement for Campus Conversations on the Issue of Abortion

Over the past several years the Program for Deliberative Democracy has been developing ways for citizens to have a civil and constructive conversation on the issue of abortion in America. We are pleased to say that we have put these materials online for use by campuses across the country. I am writing to you today because your organization has worked in the field of deliberative democracy and is well placed to announce this opportunity to your community.

Our materials dealing with the issue of abortion are designed to be used in a campus discussion that follows the general protocols of deliberation (well vetted background material, trained moderators, expert panels, and pre- and post-event surveys). As with our other materials (such as “Climate Change and the Campus”), the college discussions on abortion will also focus on specific campus issues i.e., reproductive services.

Beyond the Picket Lines: A Campus Conversation on the Issue of Abortion, Clinic Regulations and Campus Reproductive Resources

Forty years after the Supreme Court Decision on Roe v. Wade, the political debate over the issue of abortion continues. The most recent arguments before the Supreme Court, in the case of “Whole Woman’s Health et al. v. Hellerstedt,” have provided yet another way to look at and to discuss the topic.

The Program for Deliberative Democracy is releasing materials that will enable campuses across the country to run their own versions of a Deliberative Forum. Guidelines materials for hosting these events are available at http://hss.cmu.edu/pdd/iaia. At the host sites, the sampled individuals will gather in small, moderated groups to discuss the topic. They’ll formulate questions to be asked during a plenary session with experts and then gather once again to respond to a post-survey.

The data drawn from these surveys will have ‘consulting power’ and could be used by stakeholders to influence concrete campus policy, including feedback on campus reproductive services.

Our experience in developing these kinds of events convinces us that we can not only address this issue in a civil and constructive manner, but that the very process of informed, well structured conversations itself demonstrates the advantages of a more deliberative, less divisive democracy.

In our beta tests over the past 2 years, the survey results on campus reproductive services policy have been found most useful. We hope that you will find a use for this important discussion on your campus this Fall or next Spring.

Ships Passing in the Night

The 20-page report, Ships Passing in the Night (2014)was written by David Mathews and supported by the Cousins Research Group of the Kettering Foundation. In the article, Mathews talks about the two major movements in civic engagement; one in higher education and the other found growing among communities able to work together. He uses the analogy of the wetlands, like how life thrives in the wetlands, it is in communities that can come together, where democracy thrives. Because it is these opportunities for people to discuss details and issues of their lives, that people will become more engaged in the issues that matter to them.

Mathews explores the question, “Why, though, are these two civic movements in danger of passing like the proverbial ships in the night? More important, how might these efforts become mutually supportive?”

kf_shipspassingThe Shaffers of academe are one of the forces driving a civic engagement movement on campuses across the country. Not so long ago, the civic education of college students was of little concern. Now, thanks to educators like Shaffer, that indifference is giving way. Leadership programs are common, and students are taught civic skills, including civil dialogue. There are also more opportunities to be of service these days, which is socially beneficial as well as personally rewarding. These opportunities are enriched by students’ exposure to the political problems behind the needs that volunteers try to meet. University partnerships with nearby communities offer technical assistance, professional advice, and access to institutional resources. Faculty, who were once “sages on the stage,” have learned to be more effective in communities by being “guides on the side.” All in all, there is much to admire in the civic engagement movement on campuses.

Another civic engagement movement is occurring off campus. At Kettering, we have seen it clearly in communities on the Gulf Coast that are recovering from Hurricane Katrina…

People wanted to restore their community—both its buildings and way of life—and felt that they had to come together as a community to do that. The community was both their objective and the means of reaching that objective. This has been the goal for many of the other civic engagement movements in communities that are trying to cope with natural disasters, economic change, and other problems that threaten everyone’s well-being.

Interestingly, a year or so after Katrina, a group of scholars studying communities that survived disasters validated the instincts of Don, Mary, and their neighbors. These communities were resilient because they had developed the capacity to come together. And the resilience proved more important than individual protective measures like well-stocked pantries.

People with a democratic bent like Don, Mary, and their neighbors don’t want to be informed, organized, or assisted as much as they want to be in charge of their lives. And they sense that this means they need a greater capacity to act together despite their differences. That is why they say they want to come together as communities to maintain their communities. Unfortunately, they often have difficulty finding institutions that understand their agenda.

Nongovernmental organizations, according to a recent Kettering and Harwood study, are often more interested in demonstrating the impact of their programs than in facilitating self-determination and self-rule. Even citizens may be uncertain of what they can do by themselves and want to put the responsibility on schools, police departments, or other government agencies…

The Wetlands of Democracy
We don’t have a name for what we are seeing, but the more we see, the more we have come to believe that we are looking at something more than civil society at work, more than revitalized public life, and more than grassroots initiatives. We don’t think we are seeing an alternative political system like direct democracy; rather, we are looking at the roots of self-rule. Democratic politics seems to operate at two levels. The most obvious is the institutional level, which includes elections, lawmaking, and the delivery of services. The other level is underneath these superstructures, and what happens there is much like what happens in the wetlands of a natural ecosystem.

We have been experimenting with a wetlands analogy to describe what supports and sustains institutional politics. Wetlands were once overlooked and unappreciated but were later recognized as the nurseries for marine life. For example, the swamps along the Gulf Coast were filled in by developers, and the barrier islands were destroyed when boat channels were dug through them. The consequences were disastrous. Sea life that bred in the swamps died off, and coastal cities were exposed to the full fury of hurricanes when the barrier islands eroded. The wetlands of politics play roles similar to swamps and barrier islands. They include informal gatherings, ad hoc associations, and the seemingly innocuous banter that goes on when people mull over the meaning of their everyday experiences. These appear inconsequential when compared with what happens in elections, legislative bodies, and courts. Yet mulling over the meaning of everyday experiences in grocery stores and coffee shops can be the wellspring of public decision making. Connections made in these informal gatherings become the basis for political networks, and ad hoc associations evolve into civic organizations.

In the political wetlands, as in institutional politics, problems are given names, issues are framed for discussion, decisions are made, resources are identified and utilized, actions are organized, and results are evaluated. In politics at both levels, action is taken or not; power is generated or lost; change occurs or is blocked. We aren’t watching perfect democracy in the political wetlands because there isn’t such a thing. But we are seeing ways of acting, of generating power, and of creating change that are unlike what occurs in institutional politics.

Why the Disconnect?
It would seem that two civic engagement movements, occurring at the same time and often in the same locations, would be closely allied—perhaps mutually reinforcing. That doesn’t seem to be happening very often. Research reported by Sean Creighton in the 2008 issue of the Higher Education Exchange suggests the connection is quite limited. Even though academic institutions have considerable expertise and a genuine interest in being helpful, they don’t necessarily know how to relate to the self-organizing impulses of Don, Mary, and their neighbors…

Truth-telling, Reconciliation and Restorative Justice

Truth-telling, Reconciliation and Restorative Justice, is a course taught at Eastern Mennonite University’s Center for Justice and Peacebuilding. The course is part of the Summer Peacebuilding Institute, under Session IV,  and taught by Cal Stauffer and Fania Davis.

The call for “truth-telling” has become paramount in the quest for justice. This course critically explores the linkages between truth and justice and grapples with the form and function of truth-telling in the pursuit of justice. Multiple approaches to truth-telling both informal (indigenous practices) and formal (truth & reconciliation commissions) will be surveyed and analyzed. Class participants engage in truth-telling exercises in response to working with historical harms, transitional justice processes, and racial justice issues both on the domestic and international fronts. Of particular interest is the recent call for a truth-telling processes in dealing with police violence against young men of color in the US context.

Together, we will grapple with the following questions:

– What does truth-telling mean?
– How do we practice truth-telling?
– What does it mean to speak the truth to oppressive powers
– How do we “bear witness” against deep injustices in the public domain?
– What are the best containers and structures for holding truth-telling processes in public spaces?

This course is being offered for training and for academic credit. The syllabus will detail the number of credits hours and associated course requirements.
