the New Social Movements of the seventies, eighties, and today

(Oxford, OH) By the 1980s, a large literature distinguished the “New Social Movements” from older strands of politics. Jürgen Habermas chose to list the following New Social Movements then active in Germany: “the anti-nuclear and environmental movements,” “the peace movement”; “the citizens’ action movement”; the “alternative” movement that included urban squatters and new rural communities; movements of “minorities (the elderly, homosexuals, disabled people, etc)”; support groups and youth sects; “religious fundamentalism”; the “tax protest movement”; “school protests” by parent associations; “resistance to modernist reforms”; and “the women’s movement” (1981, p. 34).

Some of these might be classified with the left, and others (notably, tax protests and religious fundamentalism), with the right. In retrospect, it is debatable whether they formed a meaningful category or could be distinguished sharply from the “Old” social movements, such as labor unionism and civil rights in the USA.

My view is that these movements did represent a new stage of politics in the wealthy democracies. That stage has passed, however, as new problems have come to the fore and as the social movements of ca. 1968-1985 have become institutionalized in the nonprofit sector, thus losing their emancipatory role. These changes mean that it’s important to compare our time with the 1970s and early 1980s and to envision productive combinations of the Old and New Social Movement forms.

One way to summarize the story is that zero-sum struggles over scarce goods and basic rights (civil, political, and economic) were essential to politics up until the 1960s. However, changes in the political economy of the richest nations and the most advanced US states had moved those struggles into the background by ca. 1970. Strong economic growth made possible the elimination of absolute poverty in countries like the Federal Republic of Germany. Thanks to labor’s unusually high share of income, the power of unions and parties, and the disruptions of World War II, working people exercised considerable political power through the state. That meant that even as pre-tax incomes became unusually equal, incomes after taxes and welfare payments grew even more equal. Also, thanks to constitutional reforms, most citizens could count on fairly equal legal rights.

At the time, many American liberals and European social democrats felt that the success of the democratic welfare state should simply be consolidated. The emerging neoliberal movement of Thatcher and Reagan argued that the welfare state was inefficient and illiberal and needed to be rolled back; their ideas gained momentum with the stagflation of the 1970s. But thinkers like Habermas, Offe, Mansbridge, Beck and (in a different vein) Foucault adopted more positive views of the New Social Movements.

Writing in 1985, Offe observed that European capital and labor had reached a postwar agreement.Unionized, private-sector employment would deliver prosperity, and workers would be free to develop identities, interests, and memberships during their youth and student years, their growing leisure time, and their lengthy retirements. The issues for politics were growth, economic distribution and security. These were contested within narrow constraints (for instance, everyone was a Keynesian) and not expected to occupy much public attention.

The New Social Movements then arose when people critically assessed the patterns that prevailed in the domains that were supposed to be left private, such as childhood, marriage, church, and nature. Activists demanded large-scale change in these domains, but not via direct state action, because they opposed “manipulation, control, dependence, bureaucratization, regulation, etc.” (Offe, 1985, p. 829).

Offe argued that “middle-class radicals” played a disproportionate role in these New Movements. Traditionally, workers and the poor had struggled against bourgeois notions of propriety and normality. However, the organized post-War working class had traded cultural conventionality for prosperity, leaving affluent students, public sector workers, and professionals to demand room for “alternative” ways of life (pp. 823-5).

Habermas drew a distinction between System and Lifeworld. A System is governed by instrumental rationality: it treats individuals as means to a given end. Both state bureaucracies and capitalist markets are Systems. As a democratic socialist, Habermas favored a relatively large state bureaucracy controlled by a popularly elected legislature. But both governmental and market Systems were problematic when they extended into the Lifeworld composed of authentic human relationships. Thus, even as a welfare state like the Federal Republic of Germany neared success at the “old” goals of eliminating poverty and narrowing gaps of wealth and power, it risked colonizing the Lifeworld by turning everyone into a consumer and an employee, employer, or welfare client and then regulating their behavior accordingly. Habermas wrote in 1981:

Precisely these roles are the target of protest. Alternative praxis is opposed to the profit-oriented instrumentalization of professional labor, the market-dependent mobilization of labor, the extension of competitiveness and performance pressure into elementary school. It is also directed against the process whereby services, relations and time become monetary values, against the consumerist redefinition of private life spheres and personal life styles. Furthermore, the clients’ relation to public service agencies is intended to be broken and restructured according to the participatory model of self-help organizations (p. 36).

He proposed, “at least cursorily,” that all the New Social Movements represented “resistance to tendencies to colonize the lifeworld (p. 35). That was true, he thought, of the conservative movements as well as the radical ones. To apply his thinking to the US context, we might say: Whether you moved to Vermont to go back to nature or to New Hampshire to live free or die, you were opting out of systems seen as instrumental. Habermas concluded that even if the New Social Movements were “unrealistic,” they offered symbols of resistance to the “colonization of the life-world” (p. 37). 

For both Habermas and Offe, the New Social Movements were different from the Old because they no longer addressed issues that could be resolved with money or rights. Instead, these movements asked “how to defend or reinstate endangered life styles, or how to put reformed life styles into practice” (Habermas, p. 33).

One could debate whether feminism and gay liberation were really “life style” movements as opposed to struggles for basic equality (thus continuous with the “Old” social movements), but they certainly highlighted informal, interpersonal, and attitudinal issues more than older movements had. Habermas observed that “High value is placed on the particular, the provincial, small social spaces, decentralized forms of interaction and de-specialized activities, simple interaction and non-differentiated public spheres. This is all intended to promote the revitalization of buried possibilities for expression and communication. Resistance to reformist intervention also belongs here” (p. 36).

Similarly, Jenny Mansbridge observed that during the ferment of the late 1960s and 1970s, small groups “appeared everywhere like fragile bubbles.” These groups shared certain features. Decisions were made in face-to-face meetings, after much discussion, when someone expressed the consensus of the group. There were no formal distinctions among participants or offices. And there was a strong norm against making self-interested statements. Face-to-face, consensual democracy was meant as an alternative to what Mansbridge called “adversary democracy,” which presumes that interests conflict and that decisions must always have winners and losers (Mansbridge, 1983).

Foucault, meanwhile, regarded the welfare state as a particularly efficient and all-encompassing instrument of “discipline.” Not only was he supportive of the New Social Movements, but this great radical “was highly attracted to economic liberalism: he saw in it the possibility of a form of governmentality that was much less normative and authoritarian than the socialist and communist left, which he saw as totally obsolete. He especially saw in neoliberalism a ‘much less bureaucratic’ and ‘much less disciplinarian’ form of politics than that offered by the postwar welfare state. He seemed to imagine a neoliberalism that wouldn’t project its anthropological models on the individual, that would offer individuals greater autonomy vis-à-vis the state” (Zamora, 2014).

Ulrich Beck, evidently drawing on Habermas, offered the perspective that the core social problem had shifted from the distribution of wealth and power to the distribution of risk. Human beings had always faced risks, but new dangers (e.g., nuclear power plants melting down, chemicals in one’s food) were harder to diagnose and prevent, less a matter of individuals’ negligence than outputs of Habermasian Systems, and not necessarily correlated with wealth. “Risk positions are not class positions,” he wrote, because people with money may sometimes face more risk, and risk can spread contagiously (Beck 1986; English translation 1992, pp. 39, 44). This is one reason that Offe’s middle-class radicals were so prominent in the New Social Movements, all of which were “environmentalist” in the broadest sense of that term.

It is important to note that in the other half of Europe, movements were also struggling against a System–in their case, the single-headed System of state communism. Like the Western New Social Movements, they built up alternative spaces meant to be authentic (“Living in Truth”) and voluntary. “The mainstream of the [Polish] opposition was deliberately and profoundly anti-political,” writes Aleksander Smolar. “Faced with the strategic choice described by Adam Michnik in his letter from prison, the answer of the opposition was clear. The objective was not to defeat the ruling power but to progressively liberate society from its control” (Smolar, 2009) by building a better alternative in civil society.

Four decades later, the basic achievements of the welfare state seem fragile, its objective of ending absolute poverty receding. That breathes some new life into the “Old” social movements’ objective or demanding redistribution from the state. In that light, Occupy Wall Street represents an interesting development. Its modes of interaction come straight from the New Social Movements. So does its refusal to make highly concrete demands on institutions. Offe wrote, “Movements are incapable of negotiating because they do not have anything to offer in return for any concessions made to their demands. … Movements are also unwilling to negotiate because they often consider their central concern of such high and universal priority that no part of it can be meaningfully sacrificed” (Offe, pp. 830-1). I think there was some of that spirit in Occupy. On the other hand, Occupy’s evocation of “The 99%” made it universalistic in a way reminiscent of the Old Left instead of the New Social Movements, and it returned to questions of economic redistribution. It pursued an Old Left agenda in New Social Movement form–not successfully as such, but perhaps subject to improvement.

Meanwhile, the norms that distinguished the “New” social movements have found lasting and quasi-secure places within institutions, particularly in nonprofits and universities. Many people who work full-time for service-learning centers, community development corporations, youth programs, and other NGOs combat explicit and implicit biases, prize authentic local communities and traditions, emphasize dialog and deliberation, work in (or emulate) voluntary associations, try to create zones of consensus and relational ethics, and stay clear of both state bureaucracies and corporations. Many a young graduate of these programs wants to start an urban agriculture nonprofit or develop curricular materials, but would never think of working for the government or running for office.

I’ve previously described these programs as the home of the most authentically conservative politics in the US today, if “conservative” means localism, sustainability, deference to indigenous traditions, humility and skepticism about expertise, and a resistance to state power.

One view is that the New Social Movements were conservative (in this sense) from the start, and that was always bad news. The left, wrote Todd Gitlin in 1993, is the tradition of explicitly universalistic values, whether those are liberal, Marxist, or Christian-inflected (e.g., in the Civil Rights Movement). “Universal human emancipation,” he argued, is the core of all authentically revolutionary and reformist politics. Its enemy is the kind of conservatism embodied in the New Social Movements and in many of today’s NGOs. Yes, progressive movements must address injustices related to sexuality, gender and color–not merely economics–but always in the explicit pursuit of a common good.

A related critique is that the New Social Movements have depicted “the oppressed [as] innocent selves defined by the wrongs done to them” and have demanded protection. Once former participants in New Social Movements take up roles inside institutions, they start to manage and administer fairness, understood as a set of rules and regulations that protect the disadvantaged (see Bickford 1997 for a useful summary of a position that she doesn’t hold). In contrast, real social movements emancipate.

In 1985, Offe judged that the New Social Movements held a “presently marginal, though highly visible power position.” The question was whether they would “transcend” that situation, which would require forming alliances. They could align with the traditional institutional left (socialist parties and unions), or with traditionalist conservative movements. Or the traditional conservatives and the institutional left might unite to marginalize the New Social Movements. Offe thought all three scenarios were possible

Right now, the nascent movement of resistance to Trump–and kindred developments in countries like Hungary–again look “marginal, though highly visible.” These movements are defending fundamental and universal rights in a way that was typical of the Old Social Movements. They draw on the New Social Movements for some of their modes of political engagement, but they are beginning to connect to political parties and campaigns. So far their rhetoric is mostly defensive, which was typical of the New Social Movements as a whole. Offe observed that the “positive aspects” of these movements were “mostly articulated in negative logical and grammatical forms, as indicated by key words such as ‘never,’ ‘ nowhere,’ ‘end,’ ‘stop,’ frieze,’ ‘ban.’ etc.” (Offe, p. 830).

We will see whether today’s incipient movements begin to develop more expansive positive agendas and shift from merely opposing Trump (and his like) to envisioning and demanding a substantially different political economy and a new social contract. That would also require alliances, I think, with what remains of the institutionalized left, including the Democratic Party.

three views of the Democratic Party when democracy is at risk

View #1: The same two parties have alternated power since 1854 and will continue to do so for the foreseeable future. Today, the most serious threat to small-d democratic norms and institutions comes from the Trump Administration, and the Democratic opposition is an essential counterweight. A Democratic House in 2018 could begin serious investigations; a Democratic president in 2010 2020 would end the Trump era. You may or may not agree with the platform of the Party, but it’s a big tent, and you have your choice of intraparty factions to back, from Sen. Manchin to Sen. Warren. Moreover, any Democrat would endorse positions on some issues that are preferable to those of the Trump Administration. The Party is accountable to communities most threatened by Trump: for instance, half the voting delegates at the Democratic National Convention were people of color. That fact pushes the Party to defend basic rights for all. The Democratic Party is a bulwark of democracy; it must win the elections of 2018 and 2020.

View #2: At the root of our problems is partisanship. Most of us (including me) use partisan labels as heuristics for assessing policies, candidates, news sources, and opinions. As a result, we are prone to misunderstanding the situation and demonizing half of our fellow Americans. “Partisanship is a helluva drug.” What we need is less reliance on party labels and more cross-partisan or non-partisan dialogue. Maybe it would be better if more Democrats won elections, but that is up to the Party apparatus and should not be our focus as concerned citizens.

View #3: The party duopoly stands in the way of progress, for reasons specific to our moment. Once industrial unions declined and working-class whites migrated to the GOP, we were left with two parties controlled by economic elites. Main Street business interests and extractive industries like coal and oil control the GOP, drawing votes from working-class whites who are not likely to see their interests served. Highly educated coastal elites control the Democratic Party, with votes from people of color who have no better choice. The result is hard-wired neoliberalism, with modest distinctions between the parties on civil rights and environmental regulation. Democracy (in the sense of government that responds to mass economic needs) requires a major reorientation of the whole duopoly. Trump actually enables that in a way that Hillary Clinton could not, in part because of his potential to blow up his own party.

For those keeping score, these three views are most consistent with the first, sixth, and second boxes in my flowchart (below). They can be posed as stark alternatives, demanding a debate. But it’s possible that they all contain truths and that we need people working on all three.

hearing the faint music of democracy

Democracy has many inherent flaws. This is just the start of a comprehensive list:

  1. Majority tyranny: the many may oppress the few.
  2. Free-riding: it doesn’t pay to be informed or active when you can let others engage instead.
  3. Propaganda: it works.
  4.  Motivated reasoning: people pick information to reinforce existing beliefs.
  5. Boundary problems: many political issues are about who belongs within a given polity, so how can a polity legitimately decide where to draw that line?
  6. The Iron Law of Oligarchy: even in organizations fundamentally committed to equality, a few come to dominate because bureaucracy rewards specialized expertise.
  7. The privileged position of business: because communities need investment, capital will be advantaged even if businesses don’t actively lobby.

Most of these issues have been understood for centuries, yet the scholarly evidence for them accumulates. Then along comes an actual fiasco like the 2016 election, and it’s tempting to give up on the whole idea. Democracy seems to be that system that places a racist fool in the White House.

Yet people have constructed rather remarkable “patches” to keep democracy going. Just for instance, it seems implausible that many citizens would purchase and consume a daily source of fairly independent and well-sourced news that focuses on matters of public importance. But for about a century, most Americans did buy a metropolitan newspaper every day, and the proceeds funded shoe-leather journalism. The newspaper’s financial model worked because people paid for classified ads, comics, and sports as well as news, but they saw the daily headlines on the front page. Although the model was profitable–hence sustainable–it couldn’t have existed without the dedication of the people we call “the press”: professional reporters, editors, publishers, journalism educators (k-16), and some newspaper owners, who were motivated in part by the public interest.

That’s just one example. I would add broad-based political parties, civil rights organizations, public-interest lobbies, responsive government agencies, civic education courses, civic forums, community organizing efforts, the DREAMer movement, and many more.

Why have people worked so hard to create and sustain these efforts, when the flaws of democracy seem intrinsic and intractable? They’ve heard the democratic music as well as the everyday prose.

The music is there if you listen for it. Whitman heard it: “Though it is no doubt important who is elected governor, mayor, or legislator, (and full of dismay when incompetent or vile ones get elected, as they sometimes do,) there are other, quieter contingencies, infinitely more important.” Alexander Hamilton, in most ways so unlike Whitman, heard similar chords. He started the Federalist Papers asking whether we can live together by “reflection and choice” rather than “accident and force.” These authors saw republican self-rule not only as a way of making decisions by choice but also as a path to cultural and spiritual development. For Whitman, it meant being able to stand up “without humiliation, and equal with the rest” and starting that “grand experiment of development, whose end, (perhaps requiring several generations,) may be the forming of a full-grown man or woman.”

If we’re smart, we’ll focus on the prose: the catalog of serious and enduring flaws that beset democracy. But if we’re wise, we’ll also hear the music, and that will keep us working on a new generation of solutions.

Saturday’s democratic vistas

The ideal of democracy gets weak support today.

Republican presidents from T.R. to George W. Bush presented the United States as a champion of democracy. But a current conservative talking point holds that the US is meant to be a republic, not a democracy, and only the opposition party favors democratic forms of government.

It’s my anecdotal impression that not many Democratic voters are all that enthusiastic about democracy, either; they see a population that likes Donald Trump enough to give him a near-majority, and they are not sure they want that majority to rule.

Overseas, the suppression of the Arab Spring, the frailties of the EU, the rise of popular ethno-nationalists in many countries, and the strong performance of  China’s authoritarian regime have left small-d democrats with a hangover. Julia Ioffe is just one of many well-informed commentators who recalled recent failed democratic uprisings when she observed this weekend’s marches. “Talking to the protesters in Washington today, it was hard not to hear the echoes of the weakness of the Moscow protests five years ago: a vague, unstructured cause; too much diversity of purpose; no real political path forward; and the real potential for the meaning of the day to melt into self-congratulatory complacency.”

Meanwhile, impressive scholarly evidence continues to build that people make political choices on the basis of social identities, not by forming independent opinions of issues; that our conflicting moral views have unconscious bases that are “nearly impregnable to arguments from outsiders“; and that voters are badly uninformed. Walter Lippmann (1925) and Joseph Schumpeter (1942) already held this general view, but the accumulating evidence must be taken seriously.

Many thoughtful people have accepted the diagnosis in full. They are aware of democracy’s real maladies. Unfortunately, their commitment to finding cures is much weaker.

After all, any political system is only as good as we make it. There are generic arguments in favor of core principles of democracy, such as “voting equality at the decisive stage” (Dahl 1989), but there are also generic problems with it, such as majority-tyranny, propaganda, free-riding, motivated reasoning, the “iron law of oligarchy,” and polarization. An actual system based on voting equality will work well only to the degree that we build institutions and norms that can counter its weaknesses. For instance, a city newspaper can address low information and polarization in a metro area–as long as it finds a market and uses its revenues to inform the public. A grassroots political party can overcome free-riding problems by getting citizens involved–but only if it engages citizens.

If we want to build the new institutions and norms that can make democracy work in the 21st century, we need a lot of people to see its potential. We must be hard-headed designers and reformers of institutions, our eyes open to human limitations; but we must also hear old Walt Whitman’s music:

The purpose of democracy … is, through many transmigrations, and amid endless ridicules, arguments, and ostensible failures, to illustrate, at all hazards, this doctrine or theory that man, properly train’d in sanest, highest freedom, may and must become a law, and series of laws, unto himself. …

Did you, too, O friend, suppose democracy was only for elections, for politics, and for a party name? I say democracy is only of use there that it may pass on and come to its flower and fruits in manners, in the highest forms of interaction between men, and their beliefs — in religion, literature, colleges, and schools — democracy in all public and private life, and in the army and navy. I have intimated that, as a paramount scheme, it has yet few or no full realizers and believers. I do not see, either, that it owes any serious thanks to noted propagandists or champions, or has been essentially help’d, though often harm’d, by them. …

I submit, therefore, that the fruition of democracy, on aught like a grand scale, resides altogether in the future.

Whitman saw glimpses of that future in his own time, and I think hundreds of thousands of people–including me–scanned new democratic vistas on Saturday. That was the first essential step toward actually repairing our democracy together.

responding to the deep story of Trump voters

(Washington, DC) This is Arlie Russell Hochschild’s now-famous “deep story” of Louisiana Tea Party supporters, their “account of life as it feels to them.” It’s become famous because it’s also the “deep story” of at least some Trump voters:

You are patiently standing in the middle of a long line stretching toward the horizon, where the American Dream awaits. But as you wait, you see people cutting in line ahead of you. Many of these line-cutters are black—beneficiaries of affirmative action or welfare. Some are career-driven women pushing into jobs they never had before. Then you see immigrants, Mexicans, Somalis, the Syrian refugees yet to come. As you wait in this unmoving line, you’re being asked to feel sorry for them all. You have a good heart. But who is deciding who you should feel compassion for? Then you see President Barack Hussein Obama waving the line-cutters forward. He’s on their side. In fact, isn’t he a line-cutter too? How did this fatherless black guy pay for Harvard? As you wait your turn, Obama is using the money in your pocket to help the line-cutters. He and his liberal backers have removed the shame from taking. The government has become an instrument for redistributing your money to the undeserving. It’s not your government anymore; it’s theirs.

One response to anyone who holds this story is basically: Drop it. The people you believe have moved ahead of you on line are actually still behind, in the sense that they still face unfair disadvantages. For example, an applicant with an identical resume is much less likely to receive a job interview if his name sounds African American rather than White. (My own team is replicating this finding now, as part of a larger study to be released later.) To the extent that some people are moving forward on line, it’s because the most blatant inequalities are being to some extent remedied.

This is true, but I don’t believe it will work politically. I can’t think of any group in history that, upon being informed of its unfair advantages, has responded by yielding them willingly.* The standard response to being told you are privileged is to realize that you have something to defend. And I think that’s an especially likely response if you actually face hardships and disadvantages–which is true of White working-class rural Louisianans.

Waiting in line is a perfect example of a zero-sum situation. Literally, to move one space forward in a queue is to move everyone else one space back. As long as people see themselves in zero-sum relations with others, politics will be ugly. Of course, people don’t have to see the competition in racial terms. If, for instance, White rural Louisianans saw themselves as part of the same group as African-American rural Louisianans, they wouldn’t count successful Black people as winning against them. As Jamelle Bouie wrote yesterday, “many white Americans hold (and have held) a zero-sum view of politics, where gains and benefits for nonwhites are necessarily an imposition on their status.” He adds that how to “fix this white voter problem … is a separate and difficult question.” Telling the people whom Hochschild interviewed that they are racists does not seem to me a likely solution (nor does Bouie suggest it).

A different approach is to attack the zero-sum framing of the situation. People should be asking why anyone must wait so long for the American Dream. White Americans have voted for progressive policies when they have come to think that maybe everyone could achieve a good, secure, prosperous life. The underlying rules could be changed so that everyone wins.

The immediate barrier to that kind of solution is distrust in government. If you don’t believe that government can be trusted to improve the social contract, then the existing contract may seem inevitable. Then your struggle with other people is zero-sum.

And people no longer trust the government much …

Perhaps the most common way to change this trend is to try to “sell” people on the government again– to persuade them that it offers solutions by outlining the policies that it can achieve and by using more effective rhetoric to defend it as an institution.

I dissent in part. People should not trust governments. As Jean Cohen writes, “One can only trust people, because only people can fulfill obligations.” Trust in the US government, as displayed by the American public ca. 1958, was naive. It often involved viewing presidents and other national leaders as friendly personalities, which reflected poor judgment. When it comes to governments and other large institutions, we ought to use one of these substitutes for trust:

  1. A sober assessment that the incentives are aligned to make the people who run the government also look out for our interests. I don’t think rural White Louisianans have much reason to make that assessment, even though, in my view, they would have been much better off with Clinton than with Trump.
  2. Personal connections to people who work in or closely with government. Because politics and government service are now the preserves of white-collar professionals, working-class people have few such connections. Consider, for example, the almost total absence of actual, current working-class people at both the Democratic and Republican National Conventions.
  3. Intermediary organizations that tangibly answer to us and (in turn) influence governments. Unions [and grassroots-based political parties] were prime examples, but they are shattered.

I’d support anything that makes White Americans less likely to see zero-sum situations in racial terms. But I believe it’s most promising to reduce the zero-sum situation more generally. Improving the social contract requires large institutions. Governments are strong candidates, although unions, co-ops, and other nongovernmental structures can be effective as well. Any large institution must, in turn, have direct, human connections to the people whose support it seeks. That means that even if the government is our main tool for social change, we need more than the state by itself; it must come with a panoply of social movements and organizations that link people to it. The hollowing out of these movements and organizations is thus at the root of our problems.

*Partial exception: the French nobility voted on August 4, 1789 to abolish the privileges of feudalism, spending all night eliminating one major privilege at a time by majority vote. It was a heady spectacle, but many of them lost their actual heads in 1793-4. Besides, they were voting for a new regime that promised all kinds of glories, not just moving themselves down the social hierarchy.

Any Cook Can Govern: Populism and Progressivism

I have lots of feels and lots of arguments about these two pieces by Peter Levine on an alt-left populism: pluralist populism and separating populism from anti-intellectualism.” (This post on identity politics is also relevant.)

Peter even goes so far as to call himself a populist, which is a surprising move to restore the term’s sense in a year when we’ve watched a wave of populist elections sweep through the industrialized world on the back of nationalism, Islamophobia, and anti-elitism. Though the left frequently makes populist appeals as well–especially when we’re criticizing agency capture by industry or the undue influence of the very rich–it’s not always obvious to me that progressive political goals are compatible with populism’s mass movements and drive towards uniformity. Progressives tend to be pluralist and cosmopolitan in their egalitarianism.

Is Populism Inherently Nationalist?

In these pieces, Peter argues that populism can be pluralist and intellectual, and he uses great examples. (He gives the JCI Scholars Program a shout out, as well as our mutual friend Laura Grattan.) But many political theorists argue that populism is intrinsically nationalist and reactionary, usually anti-elitist and anti-immigrant, as well as racist and anti-Semitic. The counter-examples, like the late Nineteenth Century Populist Party run by farmers in the Midwest and South, seem never to actually achieve their goals or become all that… popular. 

For these critics, populist impulses tend towards the violent elimination of difference. Put another way, populist movements tend to become mass movements. Populists appeal to a mythical common good that renders class and geographical interests uniform, and usually identifies an evil or corrupting Other as the people’s enemy. For populism’s critics, the kind of anti-racist and grassroots intellectualism Peter has been describing is something else if it’s possible at all: class solidarity that re-organizes antagonisms without suppressing internal disagreements.

Is Populism Inherently Anti-Intellectual?

Famously, the Progressives of the early 20th Century were quite hostile to the Populists that had gone before. Populist hostility towards elites often swept up intellectuals as well, and the Populists–being farmers–had targeted urban dwellers, financiers, and Jews as their enemies. There is a tendency to lump the rich and the knowledgeable together, so efforts to raise the status of regular working people sometimes try to lower the status of scholars, teachers, and upper-middle class professionals. That’s a worrisome tendency.

But Peter quotes the JCI Scholars Program website, a group I helped found, on our motivations for working with traditionally excluded groups: we do 

as collaboration between teachers and students, and to make classes free-ranging discussions and workshops more than lectures.

But is that populist? Even at the JCI Scholars Program, we’re working with the talented tenth: at most 150 students, in a prison that has between 1400 and 1800 prisoners. The main question among prison educators is the extent to which we are engaged in a truly populist project, and the extent to which we are cultivating what Antonio Gramsci called “organic intellectuals.”

My co-founder, Daniel Levine, likes to invoke CLR James’ Every Cook Can Govern on this question. Pulling from Greek sortition, James praised the capacity of ordinary folks to take up the tasks of governance. Of course, this required a much simpler state, and much shorter periods of governance before passing the responsibility on to another. But perhaps our state has become so complex precisely as a result of–and perhaps as justification for–elite domination.

The deeper problem is that sortition required institutional safeguards as well as agreement. And it’s probably relevant that it didn’t survive, suggesting it wasn’t sustainable. As I’ve written elsewhere, Greek sortition depended on a number of institutional factors to function:

The three norms of isonomy are mutually reinforcing: equal participation requires that the office-holder act with the understanding that she might be replaced by any other member of the community. She cannot abuse her office without being held to account at the end of her term. For the same reason she must regularly give reciprocally recognizable justifications for her actions, without which her decisions might be reversed by the next office-holder, or even punished when her office no longer protects her from prosecution. The ideal result of such a regime is a strong preference for deliberation, consensus, and mutual respect, alongside a cautious honesty and transparency with regard to potentially controversial decisions.

So is it really “every cook can govern” or is it “any cook can govern?” This isn’t quite an embrace of full analytic egalitarianism: everyone is not equally capable of governance. And I don’t mean by this to substitute mere equal opportunity rhetoric for substantic equality, as we see in the classical liberalism of Pixar’s Ratatouille:

What I mean is that lots of people have an odd mixture of impatience and arrogance that makes them convinced that they already possess the requisite knowledge. This is dangerous when it renders them–or us–unable to change our views in light of new information, or incurious at the promise of new evidence.

Consider the man who claimed he could figure out the gist of important matters without doing much reading, that he was more accurate than guys who have studied it all the time,” and “[doesn’t] have to be told the same thing in the same words every single day….” We often think of analytic egalitarianism as more epistemically humble, because it requires humility among those to whom we currently defer, the experts. But there’s plenty of arrogance among non-elite groups as well. It strikes me that many people find the combination of arrogance and anti-intellectualism appealing, and that this is the thing to fear in populism.

Populism cannot fall into demagoguery. If facts are relevant to a decision, they must be given proper weight, even if facts cannot be a substitute for values. But though I doubt that populism is inherently anti-intellectual, the problem is that too often our society mistakes credentials for knowledge, which means that anti-elitism requires the motivation of a certain kind of anti-intellectualism.

Probably the best assumption to start with is the universal claim that all humans are epistemically capable. This what we call a “defeasible” claim, to be held until proven otherwise, as we do with juries. But we do exclude people from juries, and we don’t entrust juries to carry out their own investigations any longer. A provision of analytic egalitarianism is that a corrupted society will corrupt its citizens’ epistemic capacities. To paraphrase Rousseau: we’re born [epistemically] free, sure: but everywhere in [epistemic] chains, as well.

With the right support from experts, probably anyone can govern, where governing” means selecting from a menu of options supplied by those experts—it’s just that the experts who control the framing and flow of information have many opportunities to manipulate those who depend on them (or think themselves superior to them without actually doing the work) that can only be overcome by becoming an expert oneself. My own view is that many more people are capable of that expertise than our society will currently admit.

That because we attach governance responsibility to meritocratic credentialism. But it’s not always clear that we’re valuing knowledge over ignorance, rather than valuing exclusion itself. The nature of the competitive managerial class is that it sets up zero-sum competitions so that winners can capture the lion’s share of the benefits from their education and knowledge. Just because it’s unlikely that every cook can govern equally well doesn’t mean that we must restrict governance to the winner of the most Spelling Bees.

A lot of citizens can govern, and it’s a waste of those talents to relegate those capable of informed participation from doing so: we’d be better off if many more of us were able to take on those responsibilities. There ought to be many more opportunities to exercise one’s civic capacities, rather than such a limited number that our capacities atrophy from disuse. And meritocracy doesn’t just award these opportunities to knowledge-elites, it also tends to reduce their number. It creates both privileges and ignorance.

So that’s the version of populism I can support: one that celebrates the even distribution of insight and institutionalizes a fear of the even distribution of ignorance and arrogance.  A populism that is pluralist and cosmopolitan. But I have to admit that this doesn’t really sound much like populism; I usually call it “democracy.”

separating populism from anti-intellectualism

I’m a populist, yet I advocate the life of the mind. I’d like to see less elitism (of certain kinds) along with more intense and widespread intellectual inquiry. Unfortunately, the most prominent varieties of populism today are anti-intellectual. This is a problem rooted in social structures. Some of the solutions involve changing the way formal educational institutions work. Others involve enhancing intellectual life in informal contexts.

Let’s define “anti-intellectualism” as a rejection of advanced, specialized, complicated thought, which is viewed as antithetical to common sense. According to Mark Fisher (The Washington Post 7/17), Donald Trump is an explicit anti-intellectual:

He said in a series of interviews that he does not need to read extensively because he reaches the right decisions “with very little knowledge other than the knowledge I [already] had, plus the words ‘common sense,’ because I have a lot of common sense and I have a lot of business ability.” Trump said he is skeptical of experts because “they can’t see the forest for the trees.” He believes that when he makes decisions, people see that he instinctively knows the right thing to do: “A lot of people said, ‘Man, he was more accurate than guys who have studied it all the time.'” … Trump said reading long documents is a waste of time because he absorbs the gist of an issue very quickly. “I’m a very efficient guy,” he said. “Now, I could also do it verbally, which is fine. I’d always rather have — I want it short. There’s no reason to do hundreds of pages because I know exactly what it is.”

Presumably, Trump’s anti-intellectualism was more of a political asset than a liability in the campaign, and that tells us something about our culture. (On the other hand, one of the most curious and thoughtful political leaders in modern America–and a very fine writer–won the two previous presidential elections, so politics is not a vast wasteland.)

Let’s define “anti-elitism” as a rejection of the superior position, entitlement, and power of some privileged group. This is different from anti-intellectualism because an elite needn’t be defined by knowledge or expertise: the business class, for instance, usually is not. However, the two ideas often come together, not only in Trump’s rhetoric but in many other examples from American history. For instance, in Anti-Intellectualism in American Life (1963), Richard Hofstadter wrote:

The kind of anti-intellectualism expressed in official circles during the 1950’s was mainly the traditional businessman’s suspicion of experts working in any area outside his control, whether in scientific laboratories, universities, or diplomatic corps. Far more acute and sweeping was the hostility to intellectuals expressed on the far-right wing, a categorical folkish dislike of the educated classes and of any thing respectable, established, pedigreed, or cultivated. The right-wing crusade of the 1950’s was full of heated rhetoric about “Harvard professors, twisted-thinking intellectuals … in the State Department; those who are “burdened with Phi Beta Kappa keys and academic honors” but not “equally loaded with honesty and common sense”; “the American respectables, the socially pedigreed, the culturally acceptable, the certified gentlemen and scholars of the day, dripping with college degrees .. . the “best people” who were for Alger Hiss”; “the pompous diplomat in striped pants with phony British accent”; those who try to fight Communism “with kid gloves in perfumed drawing rooms “; Easterners who “insult the people of the great Midwest and West, the heart of America; those who can “trace their ancestry back to the eighteenth century or even further” but whose loyalty is still not above suspicion; those who understand “the Groton vocabulary of the Hiss-Achcson group.”

The businessmen who distrusted independent intellectuals represented one elite quarreling with a different one–Wall Street and Detroit struggled for influence with the Ivy League and the State Department. But the “far right-wing” rejected elites that they defined in terms of social privilege rather than intellectualism. For these people, the problem with Groton School alumni was not their sophisticated ways of thought but their social pedigree and arrogance. These right populists were against Wall Street and Harvard. Although Hafstadter is writing here about the right wing, some left populists share the same targets.

I think anti-elitism and anti-intellectualism come together because educational institutions serve two functions simultaneously.

On one hand, schools and colleges are spaces for intellectual inquiry. They are the most prominent and best supported places where people address unanswered questions of public importance, conduct deep and sustained conversations about unresolved topics, and model and teach the skills and values required for those pursuits.

At the same time, schools and colleges confer social status. A college degree is a prerequisite for occupying many of the advantaged slots in our social order. Educational institutions at all levels teach not only intellectual skills, but also manners, modes of social interaction, and ways of writing and speaking that mark out the advantaged class. And despite their protestations that they admit students fairly, they are dominated by children of privileged groups. For reasons that I’ve explored in some length, I don’t think this situation is likely to change markedly.

To make matters even more fraught, the genuine search for knowledge can be conducted arrogantly or else responsively. One can pursue the truth by studying other people and their problems in order to change those people (for good or ill), or one can listen and create knowledge together. Finally, claims to advanced knowledge can be trustworthy or not. After all, highly credentialed experts are the ones who told us to blast highways through inner cities, minimize fat consumption, and invade Iraq.

I think several trends worsen the conflation of populism with anti-intellectualism today.

First, although advanced intellectual inquiry occurs in some spaces that aren’t educational institutions–community organizing groups, online magazines, some religious communities, and hip hop–the state of “informal” intellectual life does not seem to be strong today compared to the past. Most of the people who can spend a lot of their time reading, writing, and talking about complex issues work as teachers or professors.

Second, tools for data collection, analysis, and influence are giving frightening amounts of power to people who possess and deploy information.

Third, in a post-industrial economy, the workforce is increasingly divided between people who work with their hands in low-status roles, and others who work with symbols and data. The former understandably wonder why they must pay for the latter, whether directly or via taxation. University of Wisconsin professor Kathy Cramer describes how she would visit small towns in her state and introduce herself “as a public opinion scholar from the state’s flagship university.” When she asked citizens what concerned them most, they often “expressed a deeply felt sense of not getting their ‘fair share’ …. They felt that they didn’t get a reasonable proportion of decision-making power, believing that the key decisions were made in the major metro areas of Madison [where Kathy works] and Milwaukee, then decreed out to the rest of the state, with little listening being done to people like them.” It became clear to Cramer that when they complained about people who didn’t work hard enough, they were “talking about the laziness of desk-job white professionals like me.” Why did their tax dollars have to pay for someone to drive around the state asking people political questions so she could write her books?

Finally, today seems like a time of growing deference to high-status people. As I wrote last fall:

We live at a time when billionaires, celebrities, and CEOs are given extraordinary deference, especially in comparison to run-of-the-mill elected officials, civil servants, union leaders, and grassroots organizers. Politicians, for instance, are constantly in contact with their wealthiest constituents. First-year Democratic Members of the House are advised to spend four hours per day of every day calling donors. Meanwhile, many advocacy groups are funded by rich individuals, not sustained by membership dues, so their leaders are also constantly on the phone or at conferences and meetings with wealthy people.

One solution is to identify, strengthen, and lift up informal spaces where people who haven’t attended college–at least, not recently–engage in intense intellectual work. When I interviewed the great community organizer Ernesto Cortés, Jr. (Industrial Areas Foundation (IAF) co-chair and executive director of the West / Southwest IAF regional network), he told me this was his organization’s strategy:

Building talented, committed, enterprising relational organizers through recruitment, training, and mentoring. We develop their capacity to be reciprocal, relational organizers. Ask–what do Aristotle and Aquinas say? Explore the different traditions. Offer all kinds of seminars with a wide range of scholars from left, right, center. Develop their intellectual capacity, which is the capacity to be deliberative. Help them to understand labor, capitalism, the various faith traditions, strategic thinking. We offer what amount to postgraduate-level seminars in how to create effective leaders in an institutional context–not lone celebrity activists–people who build institutions that can then be networked together. …

Another example is the impressive array of liberal arts programs now being taught in prisons on a pro bono basis by professors. For instance, the Jessup Correctional Institution Scholars Program explains:

Our Program is dedicated to a simple concept: no one in society should be deprived of access to ideas. This has led all of us, through different paths, to seek opportunities to teach and learn outside the walls of the academy, built to keep people out on the basis of their social standing and financial means. And it has ultimately led us to bring intellectual discussion inside the walls of the prison, a space that too many people consider radically separate from society. We see society as a whole riddled with locked doors and those of the prison are just one more set that we hope to open.

Everyone in the program is a scholar, and we think of ourselves as on equal moral and intellectual footing – we strive to create course content as a collaboration between teachers and students, and to make classes free-ranging discussions and workshops more than lectures.

Another solution is to do the intellectual work of the university in ways that better engage laypeople. Guided in part by Albert Dzur, I argue that the way to accomplish this is not to teach graduate students and PhD researchers to be more modest and humble. That message never sticks with an ambitious group, and it’s not really the ideal, anyway. We actually need more courageous and enterprising research. Instead, we can recognize that engaging members of the public in creating and using knowledge requires highly advanced skills–it’s a form of democratic professionalism. We should teach, evaluate, and reward excellent democratic professionalism in the academy.

A third solution is for the academy to take more responsibility–at the institutional level–for communicating research and intellectual life. It used to make some sense to assume that academics conducted research and professional reporters selected and translated the most relevant findings for their readers or listeners via mass media. If that model ever worked, it doesn’t work now that 30% fewer people are employed as professional reporters. Just as institutions of higher education created public broadcasting, so they must now launch new forms of communication.

None of these three strategies will solve the underlying problem completely. The social underpinnings are problematic and require reform. Meanwhile, there are tempting political payoffs for politicians who demonize intellectual life. But these are three ways of fighting back.

pluralist populism

The leaders of ChinaIndia, Russia, Turkey, Venezuela, and Hungary–plus the President Elect of the USA and major political actors in Britain, France, and Austria (among other countries)–are called “populists.” A populist in this sense is one who views The People as homogeneous on important dimensions–for instance, race, culture, occupation, or ancestry–and as distinct from both foreigners and elites. Indeed, foreigners and elites are often seen as collaborating against The People. A populist leader represents The People, speaking for them and serving their interests. Therefore, it is wise to entrust power in the leader, who talks directly to and for each citizen. Majority rule is an attractive process, but majority votes that do not support the populist leader are suspect. Obstacles to populist government–rule of law, checks and balances, an independent press and civic society–are problematic at best.

There is, however, another sense of the word “populist” that deserves attention. In this conception, The People are not only heterogeneous; they are defined by being more pluralistic than the straight-laced elites, who promote one way of life as best for all. Furthermore, The People are not interested in surrendering their power to any leader. Their populist activity is all about building direct, grassroots, horizontal, participatory power. They are proud of their democratic innovations, whether those are letters of correspondence, Grange halls, sit-ins, salt marches, or flashmobs.

Eli Rosenberg, Jennifer Medina, and John Eligon began a recent New York Times article about anti-Trump protests:

They came in the thousands — the children of immigrants, transgender individuals, women and men of all different ages and races — to demonstrate against President-elect Donald J. Trump on Saturday in New York.

Some held handwritten signs like, “Show the world what the popular vote looks like.” The throng chanted, “Not our president!”

Showing the world that the popular vote looks heterogeneous is a traditional populist gambit, familiar from social movements and popular uprisings since time immemorial. It’s a way of demonstrating SPUD (scale, pluralism, unity, depth). I emphasize it because I fear we face three unsatisfactory alternatives:

  1. Trump-style populism, which defines The People as homogeneous, excludes everyone who doesn’t fit, and disempowers the actual people by centralizing political authority in a leader.
  2. Technocratic progressivism, which defers to a highly educated global elite whose norms and range of experiences are actually quite exclusive and narrow.
  3. Thin versions of diversity politics, which celebrate heterogeneity within existing institutions (e.g., racial diversity within a university) but which lack a political vision that can unify broad coalitions in favor of new institutional arrangements.

We need a dose of populism that neither delivers power to a leader nor merely promises fair economic outcomes to citizens as beneficiaries. In this form of populism, diverse people create actual power that they use to change the world together.
