Everyday Democracy (formerly called the Study Circles Resource Center) is a project of The Paul J. Aicher Foundation, a private operating foundation dedicated to strengthening deliberative democracy and improving the quality of public life in the United States. Since our founding in 1989, we’ve worked with hundreds of communities across the United States on issues such as: racial equity, poverty reduction and economic development, education reform, early childhood development and building strong neighborhoods. We work with national, regional and state organizations in order to leverage our resources and to expand the reach and impact of civic engagement processes and tools.

We have learned that some of the key components to ensuring racially-equitable systemic change include building relationships, establishing a diverse coalition, having trained peer facilitators during dialogues, building on assets, and linking actions to individual, community, and policy change. We provide online tools and in-person trainings on organizing, racial equity, facilitation, communications, and action planning. We act as a catalyst and coach for communities, knowing that the people of each community are best suited to carry out and sustain the work that will make a difference.

The communities we serve are the focal point of our work. Our ultimate aim is to help create communities that value everyone’s voice and work for everyone, and to help create a strong national democracy that upholds these principles.

David Mathews’ Message to the NCDD Community

At the 2014 NCDD conference last fall, we were honored to have David Mathews speak during the opening session. For those who don’t know, David is president and CEO of the Kettering Foundation.

DMandMarla-borderFor his talk, we asked David to orient attendees to the past and present landscape in Washington for dialogue and deliberation.  We wanted him to look back to his days in the Ford administration, and reflect on what he and Kettering have learned over the years about how citizen deliberation can influence Washington politics and policymakers.

He took the task very seriously, delivering a thoughtful, engaging speech which received a standing ovation from attendees! After the conference, David took the time to expand on his remarks in a must-read 12-page document he prepared for us, titled “A Historic Opportunity to Add the Public Voice that’s Missing.”

David often talks about how the organizations in our coalition have the unique ability to create the conditions that are needed for a real “public voice” to develop, and could bring this voice to Washington with the right approach. In a letter to me about his expanded remarks, David wrote:

Never in our history have we had so many organizations that are dedicated to letting citizens decide for themselves rather than insisting people support a predetermined position. I believe that NCDD can play a key role in seizing this rare opportunity.

I also want to share some additional text David wrote in his letter to me about his expanded remarks:

The point I am trying to make now is that there are things about the public that are difficult for Washington to get a handle on, even with all the town meetings, polling data, and focus group findings. These are useful, yet not sufficient to understand how citizens go about making decisions about policy issues.  In what I’ve written, I’ve gone into more detail about what policymakers need to know–most of all, what people will do if they face up to the difficult trade-offs that have to be made in deciding on policies.  There will always be costs and less desirable consequences to consider.

Officeholders know a great deal about what people would like and what special interests want. And they understand what they have to do to retain the support of the base that elects them. But officials have more difficulty finding out what is behind people’s opinions and interests, which is what is deeply valuable to them–what they want to protect above all else.

Officeholders don’t necessarily know what citizens are willing to live with when the things that are dear to them are in conflict, as they often are. (The conflict between freedom and security is a good example.) Even people themselves don’t know what they are willing to live with until they have been in serious deliberations with one another. Deliberation is just a term for the exercise of the human capacity for judgment, and public judgment is indispensable in a democracy where citizens have to make tough choices. Deliberation creates what I am calling a genuine public voice.

As you know, I think the organizations in your coalition, the “talking tribes,” can create the conditions that are needed for this public voice to develop. And, given the dissatisfaction with politics as usual, they have an opportunity to bring this voice to Washington. To be heard, however, the talking tribes, whatever methodology they use, will have provided what Washington is missing.

Never in our history have we had so many organizations that are dedicated to letting citizens decide for themselves rather than insisting people support a predetermined position. I believe that NCDD can play a key role in seizing this rare opportunity.

Announcing New NCDD Membership Category, New Members Page

As always, our NCDD team is working constantly to create even more ways to support our members, and we are pleased to announce a couple new things we’ve recently changed so that we can support you even more!

IMG_8204First, we have officially changed the former “Student” membership category to “Student/Young Professional.” The new membership type will extend the benefits of discounted annual NCDD membership dues to rising members of the D&D community who are no longer students, but who didn’t exactly start rolling in the dough right after finishing school — as well as new professionals who are just starting to make their way in the field.

We recognize that people of many ages consider themselves “young professionals” and that the word “young” is a pretty fluid term, so for the sake of clarity, people who are 30 years old or younger should feel free to join or renew as “Student/Young Professional” members. The fee for this membership type is only $30/year.

This change was informed by the great small-group conversations we had with the student & youth participants during our recent National Conference on Dialogue & Deliberation, and it is only the first change we intend to make to help the D&D field become more accessible to young people. Keep an eye out for announcements about new ways NCDD will be supporting young people in our field early next year!

Announcing the New Nevins Democracy Leaders Program

We are excited to congratulate our friends at Penn State University’s McCourtney Institute for Democracy on the recent creation of the Nevins Democracy Leaders program – an innovative program that will expose more young people to “transpartisan” leadership and to the field of dialogue and deliberation. We couldn’t be more pleased to see this happening because the new program has NCDD written all over it.

Mccourtney Institute LogoThe McCourtney Institute is a key NCDD organizational member and partner – it was one of the generous All-Star Sponsors of this year’s National Conference on Dialogue & Deliberation, and it is headed by long-time NCDD member and D&D thought leader John Gastil, who has emceed not one, but two NCDD national conferences. In addition, the gift that made the Nevins Democracy Leaders program possible came from NCDD Sustaining Member David L. Nevins, who is the National Grassroots Coordinator of No Labels, one of the nation’s leading “transpartisan” organizations.

Most exciting for us is the fact that NCDD will be playing a role in the project’s pilot (and likely after that), to solicit applications from D&D organizations that are interested in being matched with top-notch interns from Penn State, and make recommendations to our colleagues at Penn State.

The new program is an exemplar of how our field’s leaders can collaborate to continue bringing “Democracy for the Next Generation” into reality. Take a look at how the program is described in a recent Penn State article:

The Nevins Democracy Leaders program, a signature initiative within The McCourtney Institute for Democracy, based in the College of the Liberal Arts at Penn State. The Nevins Leaders program will provide education and ­training in transpartisan leadership skills by exposing participants to a variety of philosophies, viewpoints and strategies; teaching the tools of critical thinking, deliberation and dialogue; and placing students in unique internship opportunities in democratic and civic renewal.

…Penn State students who serve as Nevins Democracy Leaders will participate in collaborative dialogues, meet with guest lecturers, and complete coursework to learn the skills of civil political discourse and critical thinking necessary for a problem-solving approach to governance and citizenship. Additionally, every Leader will gain practical experience, working as an intern with organizations and individuals, inside and outside government, that share a commitment to improving American politics such as the Aspen Institute, No Labels, or the Jefferson Center for New Democratic Processes. Each year, Leaders who have returned from their internships will share their experiences with the new group of students joining the program.

Certainly the new program will take time to start up, but we encourage our members looking for innovative solutions to our nation’s “wicked problems” and partisan gridlock to keep it mind because creating partnerships with leaders tackling these issues in the coming years will be of particular interest for the Nevins program:

John Gastil, director of The McCourtney Institute for Democracy, said, ”…The program will connect Penn State with leaders across the country who want to tackle the most vexing problems we face in society by working across party lines and bringing together people of diverse backgrounds to work together to find common ground and realistic solutions.”

With a program headed by such wonderful D&D leaders advancing key concepts and ideas from our field, we can’t wait to see how the Nevins Democracy Leaders program develops.

NCDD-CRS Meetings Being Planned Across the Country

One of the highlights of the recent National Conference on Dialogue & Deliberation was Grande Lum’s speech on the final day of the conference. Grande is director of the Department of Justice’s Community Relations Service, an extraordinary program that was established 50 years ago as part of the Civil Rights Act of 1964.

GrandeLumGivingSpeechKnown as “America’s Peacemaker,” the Community Relations Service (CRS) has worked with thousands of communities over the years, many of whom came together in crisis and emerged stronger and more unified as a result. CRS delivers four critically important services to communities facing intergroup conflict:  mediation of disputes, facilitation of dialogue, training, and consulting.

At the end of his speech (which we’ll be posting soon), Grande committed to holding a meeting between NCDD members and CRS staff at each of CRS’s ten regional offices. Grande is excited to move forward on these meetings, and we have been working with CRS to make these meetings happen in January!

This is an exciting opportunity on many fronts. For one, you will have the opportunity to start a productive relationship with staff of an important government agency based in your area — people who really “get” the importance of process and know what it’s like in the trenches. (As a CRS staff member told me on the phone the other day, “we’re in the same tribe”!)

CRS’s Regional Directors are highly trained professional mediators, facilitators, trainers, and consultants who are experienced in bringing together communities in conflict to help them enhance their ability to independently prevent and resolve existing and future concerns. Regional Directors oversee the regional conflict resolution teams in the development of customized and proactive local solutions.

This is also exciting for the NCDD community as a collective. We often talk about how we can be more responsive during times of crisis that call for dialogue. Developing relationships and making ourselves available to CRS regional directors whose mission, in part, is rapid deployment during crises, can only strengthen our work and increase CRS’s capacity in the process. We also often lament the gap between dialogue and deliberation practice and government, and this addresses that concern as well.

GrandeLum-NextStepBubbleThe 10 regional offices are located in Boston, New York, Philadelphia, Atlanta, Chicago, Dallas, Kansas City, Denver, Los Angeles, and Seattle. Their four field offices, where we may also be holding joint events, are located in Miami, Detroit, Houston, and San Francisco. The regional and field offices increase the availability of CRS services to rural communities and aid in rapid deployment during crises.

We have been working with CRS to coordinate meetings at each of these cities in late January. All NCDD 2014 attendees and supporting members of NCDD whose dues are in good standing are welcome to attend. Please send an email to NCDD’s office manager, Joy Garman, at joy@ncdd.org, if you are interested in taking part.

The meetings will be part meet-and-greet between NCDDers and CRS staffers (including the Regional Directors), part discussions of promising practices for helping communities communicate more effectively, and part exploratory sessions about how we might align our efforts going forward.

We’re thrilled to say that our friends at CRS are open to your ideas about what you would like to see happen at these meetings. Use the comments here to share your thoughts on what you’d like to see on the agenda, and what would be most beneficial to you. CRS and NCDD will carefully consider your input when designing the meetings.

The NCDD 2014 Conference has been storified!

Reflecting on the Movement at NCDD 2014

As we are watching the attendees gather today for the start of NCDD 2014 in Reston, VA, it is a sight to see. Over 400 dialogue, deliberation, and public engagement professionals are coming together to work and learn together, and we couldn’t be more excited!

In the spirit of honoring all that our wonderful NCDD community represents, we wanted to share a thoughtful piece adapted from a talk NCDD Board member Susan Stuart Clark gave at San Rafael City Hall on September 26, 2014 to a local community group about the movement we are building with NCDD. NCDD: The Invisible Movement

Shhh…can you hear that?

It’s the sound of an invisible movement.  Over 30,000 people across the U.S. and Canada are engaging thousands – and, at times, millions – in doing something that most people have no idea is happening.

What are they doing? They’re leading conversations – a different kind of conversation that challenges the assumption that our society is getting ever more divided.  This is a network of thousands of innovators who bring people together across divides to tackle today’s toughest challenges.

At the center of this growing network is the National Coalition of Dialogue and Deliberation. NCDD is a non-profit organization that provides resources for people who plan and lead meaningful conversations that help find common ground for action on important issues that affect all of us.

1. Who are these people and what are they doing?

The NCDD network is made up of a wide variety of group facilitators, professors, students, government officials, organizational development consultants and committed volunteers.  While the range of backgrounds is diverse, NCDDers share a common dedication to creating opportunities for people to talk, listen and act together in new ways – ways that build deeper understanding and create new openings for solving problems.

NCDD is non-profit and non-partisan.  We are not advocates for any particular position – instead we are advocates for more constructive and inclusive process.

NCDDers might be leading dialogues about health care, schools, land use decisions or the environment.  And these conversations can be taking place in community centers, in churches, county or town council chambers or in classrooms – with community members from all kinds of backgrounds and often with translation. What binds us together is that we believe that inclusive dialogue can generate shared understanding and shared goals – and that shared understanding is the “secret sauce” for new possibilities and new paths forward that can help us make progress as we join forces rather than waste energy on divisive debates.

The “deliberation” part of this work is when we frame up a topic by acknowledging the real choices and trade-offs at hand – whether it’s about the drought, increasing educational opportunities for all kids and the workforce of the future or what should get built where. In deliberation, we make sure that these tough choices are informed by the perspectives of everyone who is impacted and by the values we as a society decide will shape our decisions.

2. Why haven’t you heard of us?

Here are my theories:

A. Dialogue and deliberation are not embedded in the formal structures of our democracy.  We vote yes or no on ballot measures.  We often choose between two candidates.  We are well versed in a thumbs up/thumbs down kind of thinking that leads to winners and losers.  In a debate, you listen to hear your opponent’s weakness.  But in a dialogue you listen to learn from each other.

At the local level of our democratic systems, we have public hearings. But taking turns for three minutes at the microphone is not the same as a dialogue where community members can set the framework for what’s important and explore and ask for clarifications from each other to see where we agree and don’t agree.

B. If you want the kind of dialogue I’m talking about, someone has to go outside the norm to set it up, find the resources, plan it and convince people something good is going to come out of it.  But most people have rarely if ever had this experience of genuine public dialogue, which makes it harder to convince them to participate.

So our invisible movement of NCDDers is finding ways to set up these experiences so people can feel what it’s like to come together and learn from each other and discover that the “other” can be an ally.  The problems we face may not be easy – but there are solutions when we can talk about them in constructive ways with a broad range of the affected community.

C. Facilitators don’t draw attention to themselves. When I do my job well as a facilitator, I fade into the background as I let the group do its work.  When I first started out, my facilitation was more visible, like the old yellow version of scotch tape.  But the better I get, the more invisible I become and the meeting participants remember their experience rather than my expertise.

3. Why do we persist in this work?

Because we know that most people outside of the political system are looking for connection, and practical solutions to the pressing issues of our day.  And as the size and complexity of our challenges keeps expanding, we know that more inclusive and collaborative dialogue can generate more effective and longer lasting solutions.

As we go through yet another election season, with divisive campaigns that purposefully use wedge issues to isolate groups from one another, and a news industry perpetuating a tired old strategy of selling conflict and controversy, people are left to wonder if a new politics is possible. NCDD operates on the premise that it IS possible because we are planting and nurturing the seeds that we see growing every day in communities across the country.

4. What can you do?

Visit NCDD.org to see how we work to change how we do democracy. Look at the map and the extensive set of resources to see who in your area and/or on your issue of interest is working hard to make a difference.

Check out the amazing array of presenters and projects featured at our biennial conference this weekend (October 17-19) in the Washington DC area.  Over 400 leaders young and old are connecting our work and our passion for the “Democracy for the Next Generation.”

Consider joining NCDD – it’s just $50 between now and Election Day.  NCDDers are in the “parallel universe” of what democracy can be like.  Your membership is like a vote that makes this alternate reality more visible to all.

And, next time you hear someone say “that’s just politics” and throw up their hands, I ask you to instead engage them in a dialogue about what they think is important. Maybe you’ll find some common ground.  And that leads to new possibilities to change the world.

NCDD is committed to helping students and youth attend this year’s NCDD conference (October 17-19 in Reston, VA) because part of our conference theme, Democracy for the Next Generation, is about getting tomorrow’s leaders in our work involved with us today. And as part of that commitment, we are helping cultivate youth leadership in the field by providing our student and youth attendees with special support and mentorship during and after the conference.

We are also offering a number of scholarships, thanks to generous donations from our community, for young people and students who would be unable to join us at NCDD 2014 without support. Depending on what is needed, we can offer help with lodging, travel costs, and registration fees. and the application form can be found here.

As Dr. Martin Carcasson of Colorado State University said after bringing 8 of his undergrad students with him to the last NCDD conference, “Clearly NCDD is the ideal conference for college and university students interested in dialogue and deliberation.
