America’s Energy Future: How Can We Take Charge? (NIFI Issue Guide)

The National Issues Forums Institute published the Issue Guide, America’s Energy Future: How Can We Take Charge?, in January 2015. This Issue Guide puts forth three options for deliberation of how America can address its energy consumption and how to deal with it in the future.

Americans depend on easy access to energy. Most of us take it for granted that we will be able to light up a room with the flick of a switch, adjust the temperature of our homes at will, and climb into our cars every morning to go to work, often at distant sites.

We use more energy than any other country. Americans make up only 4.5 percent of the world’s population, yet we consume about 20 percent of the world’s energy production. Collectively, we drive more, heat more, air condition more, and plug in more electronic devices than anyone else. We use 22 percent of the oil consumed in the world each day.

Worldwide energy use is on the upswing as well, and is projected to keep increasing, as rapidly developing countries, such as China, India, and Brazil, become bigger players in the worldwide market for energy supplies, especially oil. And— sooner or later—the world’s available supply of oil will run out.

The Issue Guide presents three options for deliberation:

Option One: “Produce the Energy We Need to Maintain Our Way of Life”
We need to control our own sources of energy so that we do not have to depend on other, possibly unfriendly, countries for our supplies. We have abundant sources of energy in this country and off its shores. We should develop and use them.

Option Two: “Put More Renewables and Clean Energy Sources into the Mix”
Not only is our lavish use of fossil fuels causing untold damage to the environment, but someday we will run out of oil, coal, and natural gas. We need to make the switch to renewable sources of energy, such as wind and sun, as soon as possible.

Option Three: “Find Ways to Use Less Energy”
The most practical way to deal with our current energy problems in not to produce more energy but to use less of it, and to do more with the energy we do use. This will involve both stricter government regulations and changes in our individual lifestyles.

assessing a discussion

We discuss in order to address public problems together. We also develop morally through discussion–which, by the way, I would define very broadly to encompass a conversation with your neighbor over the backyard fence, with Leopold Bloom in the pages of Ulysses, with Angela Merkel through the New York Times, with Jesus in prayer, or with your late parent through memories and imagination.

I posit that the quality of discussion is a function of the skills, attitudes, and beliefs of the participants; the nature of the question under consideration; and the format. An individual’s contribution to a good discussion must be understood in context, because a given discursive act (such as making a concession or repeating a claim) can either be helpful or harmful, depending on the situation.

The tool I would use to assess discussion is a network map, where the nodes are the assertions made by the participants, and the links are explicitly asserted connections, such as “P implies Q” or “P is an example of Q” or “P is just like Q.” The network grows as the conversation proceeds–except when people stop adding new ideas and links–and each contribution can be assessed in terms of how it changes the network. A person’s statement can (for example) make a network larger, richer, denser, or more coherent.

As an illustration, I’ve mapped a 2005 Pew Research Center debate on the right to die (prompted by the then-recent Terry Schiavo case) that involved Daniel W. Brock (a medical ethicist), R. Alta Charo (a law professor), Robert P. George (a political theoriss), and Carlos Gómez (a hospice physician). The transcript is here and my map can be explored here:

This topic (end-of-life decisions) has certain features: it raises fundamental metaphysical questions rather than empirical questions that could be settled with data. It poses absolute and irrevocable decisions, unlike questions about the distribution of scare resources, which can be negotiated. As for the format, it involved relatively long prepared statements by just four experts, in contrast to a free-for-all among a larger group, which would have a different structure. And the speakers, although diverse in perspectives, were all accustomed to a certain style of argument (relatively abstract and organized). It would be interesting to contrast this transcript to, for instance, a New England town meeting about a budget.

Dan Brock goes first and has a chance to lay out a position in favor of allowing a patient or her surrogate to end life support. His position is neatly organized, with the principle of autonomy at the center. He names that principle as the underlying rationale for a series of professional reports and court decisions that represent what he calls the current consensus. He connects autonomy to several related concepts: bodily integrity, privacy, self-determination, and choice. He draws the explicit implication that an autonomous patient must be able to choose or refuse any treatment. He adds the idea that when a person is incapable of exercising autonomy and has not made an advance directive, the best course is to empower a surrogate to choose. And he denies that the patient’s or surrogate’s choice should be constrained by supposed distinctions between starting versus stopping care, hydration/nutrition versus medical treatment, or a terminal versus a stable condition. Below is his position, isolated from the rest of the network.

Brock’s position is consistent (no nodes contradict each other), coherent (all nodes are connected), and centralized around the concept of autonomy. I would attribute those features of his position to: 1) the format (he gives prepared remarks that come first in a debate), 2) the professional style of the speaker (a professional philosopher), 3) the nature of the topic (bioethics), and 4) Brock’s position as a liberal who strongly favors autonomy. Indeed, Robert P George, the conservative theorist, says later in the debate: “liberals have to come up with a justification for placing autonomy in the central position in the first place, and that requires the defense of a moral proposition.” Note George’s use of a network metaphor to characterize Brock’s view.

Dr. Carlos Gomez speaks second. Unlike Dan Brock, he doesn’t produce a single, organized argument with explicit connections than link all of his ideas. I count nine different clusters of points in his remarks. Gomez’ points–isolated from the rest of the network–are shown below.

An important claim for Gomez only becomes evident to me (although this might be my own limitation as an interpreter) during the following exchange from the Q&A:

MODERATOR: Actually, before we go to the next question, when you said autonomy misses something essential in this sort of doctor-patient relationship, would you elaborate a little bit more on what that means in the real world?

MR. GOMEZ: Yeah, I’ve never had a patient knock on my office door, come in, sit down, and say, “I’m here to exercise my autonomy.” Now I may be a little too glib there, but what I’m suggesting is that one of the reasons that they are coming to me is precisely by nature of what I profess as a physician, by nature of what I know in terms of my skills, and also by nature – and on this I think Robby is dead on – by nature of the fact that there is a moral construct to what it means to be a physician or a nurse, or any other professionals that professes publicly what they’re going to do.

I think what Carlos Gomez has been implying all along is that nurses and doctors are required to show care for a patient, and an ethic of care is inconsistent with ending the patient’s life. Further, caregivers should have a strong voice in the debate about bioethics. Unlike Dan Brock, however, Gomez does not present that position as an organized argument but alludes to it with relatively scattered claims about how, for instance, there is actually no consensus about end-of-life treatment and the press is uninformed about hospice care. If I were to evaluate Gomez’ participation, I would say that he is less rhetorically effective than he might have been because he never states a claim that actually is central for him. The moderator assists not only Gomez but also the group by drawing out one central node that had not been clear before. On the other hand, Gomez clearly contributes ideas to the conversation and connects many of them to points already introduced by Dan Brock; so he broadens and enriches the discussion.

Alta Charo, a law professor, speaks third. She makes a cluster of points about how people mistake biological patterns for moral imperatives, and a related cluster of points about how sometimes the law appropriately creates “fictions” that are not based on biology, such as the idea of adoptive parenthood. She also makes at least nine other points that don’t explicitly connect to these two clusters. Her view is about as coherent as Carlos Gomez’. However, she is in a different position from him. She generally holds the same liberal position as Dan Brock, who has already spoken. It would not contribute to the conversation for her to repeat Brock’s argument for the centrality of autonomy, although she does state that choices about life must be personal and free. Instead, she builds ideas around the structure than Dan Brock has already laid out.

George follows Charo, and he lays out an alternative view to Brock’s, in which autonomy is explicitly not the central idea. Instead, “human life, even in developing or severely mentally disabled conditions, [is] inherently and unconditionally valuable.” His structure is about as consistent, coherent, and centralized as Brock’s, but it has a different center. Below is shown a network consisting only of the ideas proposed by Brock and George. “Human life is unconditionally valuable” is a central node in the top third of the picture; autonomy is a different center about two-thirds down.

The two networks touch at multiple points, either because George contradicts Brock (I show explicit disagreements with darker lines) or because he acknowledges specific areas of agreement.

Later, in the Q&A, George makes a discursive move that can sometimes be helpful to a group. He says, “As much as I love disagreement and dissent, I think that on one point on which Carlos and Dan thought they were arguing, there’s not actually a disagreement.” This is an example of tying together two points that have already been made in order to increase the coherence of the network. It is a helpful move–unless the two points are not actually alike.

By the time the session ends, the whole network is fairly connected. But certainly, no agreement has been reached, and two nodes remain central for different people but mutually inconsistent. That may be an inevitable feature of debates about the ends of life, or it may be a function of the way these speakers reason about such questions. Although they are speaking lightly at this juncture, Brock and Gomez imply a serious point about the impasse between them:

Dan Brock: Well Carlos and I first met on a PBS show about assisted suicide I guess 15 years ago, was it, Carlos? And we disagreed then roughly the way we do now, so –

MR. GOMEZ: I’m unteachable.

MR. BROCK: So am I.

I would hope that more mutual learning can occur when issues are either more empirical or more negotiable than this one is.

Americans have good reason to worry about the high costs of health care. Medical bills are the leading cause of personal bankruptcy. Nationally, health care spending threatens the nation’s long-term solvency. We urgently need to find ways to make our health care system financially sustainable.

Health Care: How Can We Reduce Costs and Still Get the Care we Need? clarifies this difficult challenge and offers three options to address issues through changes in the way hospitals and doctors function, end of life care, unhealthy lifestyles, smoking habits, employee wellness, health insurance, childbirth procedures, the pharmaceutical industry and reforms in Medicare, Medicaid, and the Affordable Care Act. It’s a balanced, open-minded look at the entire healthcare system—one that moves the discussion beyond the current political debate.

The Issue Guide presents three options for deliberation:

Option One: “As a Nation and as Individuals We Need to Live within Our Means”
The problem is we spend more than any other developed country on health care without questioning whether more is always better. Reining in spending is a matter of tightening our belts and sticking to a budget even if it means sacrifice.

Option Two: “Make Health Care More Transparent, Accountable, and Efficient”
The biggest driver of health care spending is the design of the US health care system- or rather the lack of design. The system needs regulation or incentives, or both, to instill financial discipline and end greed and abuse.

Option Three: “Take Responsibility for Lowering Health Care Costs by Focusing on Wellness”
Our own unhealthy behaviors- smoking, excessive drinking, drug abuse, lack of exercise, and more- are driving up health care costs. Collective and individual efforts in improve healthy behaviors are the key to lowering costs.

pay-for-success in government

Let’s say you represent a program that would really save the government money as well as serving a social need. For instance, your program can cut the number of felonies, thereby saving $31,000 per person/per year in incarceration costs while reducing human suffering and injustice.

You’d like to ask the government for funds. You can’t get money from the executive branch at any level, because government budgets are committed to specific current activities, such as incarcerating a predicted number of inmates or fielding a certain number of police officers. Most agencies lack discretionary budgets for prevention, even if an investment would save them money later.

You could get funding from a legislative appropriation, but legislatures are not well set up to distinguish between truly effective preventive programs and those that just lobby well. In a crowded environment with tight budgets, your odds aren’t especially good.

You could offer the executive branch a contract that would commit the government to pay you from the savings that you actually achieve later on. They could measure the size of the savings using the most rigorous methods, such as random control groups. Then they could afford to pay you out of the savings in their planned budgets in future years.

But how can you operate your program until you deliver the savings and get paid? That apparent conundrum may have an answer: private third parties could invest in your program and get their money back–with a profit–once the government pays you for saving it money.

This is the pay-for-success model. Last week, we heard about it at a Tisch College panel with Jeffrey Liebman of the Harvard Kennedy School (the intellectual leader of this movement, who also provides technical support to governments); Molly Baldwin, Founder and CEO of Roca Inc., which has a pay-for-success contract to cut incarceration among highly at-risk young men in Massachusetts; Jeff Shumway of Social Finance, who sets up these deals; and Brian Bethune of the Tufts Economics Department and a Tisch College Faculty Fellow for 2015-16.

The evidence seemed compelling that Roca will save Massachusetts money while helping young men get on a better track. But I am a civic engagement/democratic participation guy, so I am supposed to ask, “Where are citizens in all of this?” I would say the following:

First, pay-for-success is value-neutral. It is an efficiency measure that could be used for a wide range of purposes. A dictatorship could use it to round up human rights protesters more effectively. Reducing incarceration in Massachusetts sounds much better than that, yet it could possibly legitimize the prison system. I don’t really agree with that critique, but I would acknowledge that any social intervention is a value choice. As such, it should be informed and reviewed by the public.

We already have the power to elect the high officials who preside over Massachusetts’ state government. But an election presents a binary choice (the Republican or the Democrat), which is a crude device for influencing subtle choices, such as whether to fund Roca, Inc. We can lobby and advocate on such matters, but there is an inevitable tendency for most advocates to be biased by self-interest or strong ideology. So we need more deliberative forms of civic engagement that get a wider range of people involved in making difficult value choices.

But increasing civic engagement seems fully compatible with using a pay-for-success model to get the government’s own job done. In fact, pay-for-success is wonderfully transparent. If citizens are asked to pay for 10,000 jail cells, we have no way of knowing how that will affect crime, safety, or fairness. But we can review the Roca, Inc. agreement and decide whether it offers what we want. And we don’t pay a dime unless it delivers.

A different question is how citizens should be involved in the programs themselves. I would hypothesize that in general, programs that produce good results have been designed and built through collaborations that involve the affected communities. Social policy is not like medicine, where chemical compounds that were invented in labs can cure (some) diseases in the real world. Social interventions operate in complex contexts with lots of conflicting values and interests, so they typically work only if they have been co-constructed. That is true, by the way, of Roca; Molly Baldwin emphasized that youth in the program have influenced its design.

Finally, if you want a robust democracy, one element has got to be a reasonably effective government that is capable of delivering what the people choose after due reflection. Eighty years after the New Deal, the US welfare state is not well designed for that purpose. It can’t, for example, make sensible investments in prevention. Even when it pays for activities that should have preventive effects (such as education), it doesn’t pay for success; it just funds the activities, some of which are ineffective. So I believe that pay-for-success is one step toward restoring confidence in government as the people’s instrument. Confidence is not an end in itself, but it is an important means to reengaging citizens in public life.

Common Ground for Action is an online platform for deliberation sponsored by the Kettering Foundation starting in 2013, who partnered with Conteneo, a creator of serious decision-making games, to co-develop the forum. 3. Baseline: Participants register a personal baseline with regard to the actions
4. Examination of Options: for each option, participants do:
* a personal sense-making and evaluation of the actions and tradeoffs within an option
* then discuss the option similarly to an in-person forum
5. Common Ground Reflection: Participants reflect upon common ground from across the options and see the difference their deliberation has made.

America is slowly coming out of a long recession. Unemployment, after peaking at 10 percent in 2009, has fallen below 8 percent; more new homes are being built, although just gradually. Despite the heavy blow we’ve taken in the last few years, the US economy is very large and still growing…

We have significant resources, but they are finite. What direction should we take?

The Issue Guide presents three options for deliberation:

Option One: Keep Tightening Our BeltNIF-America's-Future
Though painful, the sequester (mandatory across-the-board budget cuts) showed that we can get by with less. We should continue cutting gradually to bring down the deficits, shrink the national debt, and let the private sector drive the recovery.

Option Two: Invest for the Future
We are making progress on the deficit. We need to make some adjustments to entitlements, but now is not the time to slash programs; it may result in hobbling the recovery. Instead, we should make strategic expenditures and grow the economy, which in turn will shrink the deficit.

Option Three: Tame the Monsters
The steady growth of defense, Social Security, and Medicare/Medicaid are the main drivers consuming the federal budget…Social Security and Medicare, in turn, should be need-based and self-sustaining. We should get away from the whole concept of “entitlement,” which is bankrupting those programs. We also should reform and simplify the tax code.

There is a pervasive anxiety in America about the future of higher education. Spiraling costs combined with seismic changes in the American workplace raise questions about whether a bachelor’s degree is still worth the cost. In a recent cover story, Newsweek magazine asked: “Is College a Lousy Investment?” For a growing number of Americans, the answer appears to be yes.

Today’s students accumulate an average of almost $30,000 in debt by the time they graduate. They will go into a job market that looks especially bleak for young people. Many college graduates are unemployed or working minimum-wage jobs. Still more are working in jobs that don’t require a college credential.

Some of the troubles facing new graduates can be attributed to the post-recession economy. But there are larger forces at work that are transforming the nature of employment in America—forces that colleges and universities have been slow to recognize, much less respond to.

The Issue Guide presents three options for deliberation:

Colleges and universities should tailor their programs to the real needs of employers and direct more of their educational resources toward vocational and pre-professional training.

Option Two: “Educate for Leadership and Change”
Academic institutions should focus on preparing students to become effective citizen leaders—the men and women who will go on to create the jobs of the future, effect change, and build a better society.

Option Three: “Build Strong Communities”
Colleges and universities should harness their power to create jobs, generate business opportunities, provide essential skills, and drive development in their communities and in the region.

The National Issues Forums Institute published the 15-page Issue Guide, Over The Edge: What Should We Do When Alcohol and Drug Use Become a Problem to Society?, in February 2015. NIFI-OverTheEdgeBy all accounts, America is a nation of substance users. More than two-thirds of us are taking at least one prescription drug, and more than half drink alcohol on a regular basis. Marijuana consumption is on the rise as more states relax their laws on its medicinal and recreational use. But even legal substances, when misused, can result in serious problems. Beyond the human suffering, the abuse of legal and illicit substances is costing the nation more than $400 billion dollars each year due to lost productivity, health problems, and crime.

This guide offers three perspectives to help start the conversation about how we should respond to the problem of substance abuse. While not entirely mutually exclusive, each provides a different lens on the nature of the problem, the kinds of actions that would have the greatest impact, and the drawbacks or consequences of each.

The Issue Guide presents three options for deliberation:

Option One: Keep People Safe
Our top priority must be to protect people from the dangers posed by substance abuse, according to this option. Whether the threat comes from sharing the same roads and highways with people under the influence, living in communities under siege by drug trade, or having our families devastated by a child or adult addict, the potential for harm is real. In order to keep people safe, we need to tightly regulate and control the production and use of alcohol and drugs, as well as impose penalties for people who break the rules.

Option Two: Address Conditions that Foster Substance Abuse
This option says we must recognize the critical role society plays regarding how and why people use drugs and alcohol. It is too easy to blame the individual—to say that if a person had just been stronger, smarter, or had more willpower, they would not have become involved in substance use. Instead, we should focus on the broader context and take responsibility for changing the social, cultural, and economic conditions that foster widespread substance use and abuse

Option Three: Uphold Individual Freedom
We must respect people’s freedom while offering them the means to act responsibly, according to this option. Overzealous efforts to control substance use infringe upon our rights, are often ineffective, discourage sick people from seeking treatment, and have led to the incarceration of large numbers of Americans for nonviolent drug offenses. Instead, we must provide the information and treatment options people need to make healthy choices, as well as reform laws that are unduly intrusive or unfair.
