Creating Community Solutions Alliance Wins IAP2 USA Project of the Year

We wanted to share the great news that last month, the Creating Community Solutions Alliance received the International Association of Public Participation’s USA Project of the Year Core Value Award.

ccs-logoNCDD is one of six organizations that make up the core CCS alliance — including the National Institute for Civil Discourse (the lead partner), Everyday Democracy, the National Issues Forums Institute, the Deliberative Democracy Consortium and AmericaSpeaks.

Creating Community Solutions won for its work in bringing people to the table for the national dialogue on mental health dialogue. To date, Creating Community Solutions has helped organize almost 200 community dialogues on mental health, and through our innovative Text, Talk, Act program, we have engaged thousands of young people in a conversation on mental health. Congratulations also to NCDD members Doug Sarno and John Godec, who were recognized for their role in the St. Vrain Valley School District project “Leadership St Vrain – Empowering Parents through P2,” which won Research Project of the Year.

Creating Community Solutions has been an integral component of the National Dialogue on Mental Health, launched by President Obama and supported by the Substance Abuse and Mental Health Services Administration (SAMHSA) as well as other agencies within the Department of Health and Human Services and the Department of Education.

CCS has organized or supported three main forms of participation around the question “How can we work together to strengthen mental health, particularly for young people?”:

  1. CCS-Map-11-17-14In the cities of Albuquerque, Birmingham, Columbus, Kansas City, Sacramento, and Washington DC, one of the CCS organizations helped form a local steering committee, led by the mayor, for a large-scale deliberative process leading to a metro-wide action plan for strengthening mental health, with up to $200,000 raised in each city for the implementation of the plan.
  2. In nearly 200 cities and towns thus far, CCS has helped local organizers host deliberative forums or town meetings.
  3. On December 5th, 2013, April 24th, 2014 and October 6, 2014, CCS held “Text, Talk, and Act,” a nationwide, text-enabled, face-to-face discussion on mental health.

In all three formats, participants used an array of materials produced by CCS to learn more about mental health, survey some of the options for strengthening mental health, and recommend measures to be included in local action plans. Metro-wide action plans are being implemented in six cities.

Participant satisfaction levels were high for both the large-scale deliberative events and the “Text, Talk, and Act” dialogues. Throughout all the participation formats, participants consistently named the same core themes for strengthening mental health.

Over 1,500 people have been engaged in the six lead cities, over 1,600 in the other communities, and an estimated 3,500 in “Text, Talk, and Act.”

Text Talk Act is a series of innovative experiments in texting-enabled dialogue. As part of our role in the National Dialogue on Mental Health project Creating Community Solutions, NCDD and our partners have been experimenting with how the fun and convenience of text messaging can be leveraged to scale up face-to-face dialogue — especially among young people.

Ripple Effect Mapping: A “Radiant” Way to Capture Program Impacts

A group of leaders in college extension programs created a participatory group process designed to document the results of Extension educational efforts within complex, real-life settings. The method, known as Ripple Effect Mapping, uses elements of Appreciative Inquiry, mind mapping, and qualitative data analysis to engage program participants and other community stakeholders to reflect upon and visually map the intended and unintended changes produced by Extension programming. The result is not only a powerful technique to document impacts, but a way to engage and re-energize program participants.

Ripple Effect Mapping can be used to help unearth and document the divergent outcomes that result from dialogue and deliberation programs.

This article in the Journal of Extension was published in October 2012 (Volume 50, Number 5). Authors include Debra Hansen Kollock of Stevens County Extension, Lynette Flage of North Dakota State University Extension, Scott Chazdon of University of Minnesota Extension, Nathan Paine of the University of Minnesota, and Lorie Higgins of the University of Idaho.

Introduction

Evaluating the changes in groups, organizations, or communities resulting from Extension programming is difficult and challenging (Smith & Straughn, 1983), yet demonstrating impacts is critical for continued investment (Rennekamp & Arnold, 2009).

Ripple Effect Mapping (REM), is a promising method for conducting impact evaluation that engages program and community stakeholders to retrospectively and visually map the “performance story” (Mayne, 1999; Baker, Calvert, Emery, Enfield, & Williams, 2011) resulting from a program or complex collaboration. REM employs elements of Appreciative Inquiry, mind mapping, and qualitative data analysis.

REM was used to conduct an impact analysis of the Horizons program, an 18-month community-based program delivered to strengthen leadership to reduce poverty. The method (Kollock, 2011) was piloted in Washington, Idaho, and North Dakota Horizons communities to illustrate outcomes of the program over time. While there were minor process variations in each state, the REM technique in all three states utilized maps to illustrate to community members what was accomplished as well as furthered their enthusiasm for taking action on issues.

Background

Historically, the standard approach for impact evaluation has been experimental research. Yet critics of experimental approaches emphasize that these designs are often politically unfeasible and yield very little useful information on a program’s implementation or its context (Patton, 2002).

REM, an example of qualitative methodology based on open-ended group interviewing, provides “respectful attention to context” (Greene, 1994: 538) and better addresses the concerns of program stakeholders. The participatory group aspect of this method engages participants and others to produce high-quality evaluation data and increases the likelihood of future collective action.

REM is a form of mind mapping, a diagramming process that represents connections hierarchically (Eppler, 2006:203). A fundamental concept behind REM is radiant thinking (Buzan, 2003), which refers to the brain’s associative thought processes that derive from a central point and form links between integrated concepts (Wheeler & Szymanski, 2005; Bernstein, 2000). This makes REM an ideal tool for brainstorming, memorizing, and organizing.

Description of the Method

The steps involved in Ripple Effect Mapping are:

  1. Identifying the intervention: REM is best conducted for in-depth program interventions or collaborations that are expected to produce broad or deep changes in a group, organization, or community.
  2. Scheduling the event and inviting participants: The REM process includes both direct program participants and non-participant stakeholders. This latter group offers a unique perspective and a form of external validation to verify the “performance stories” of program participants. Ultimately, a group of eight to 15 participants is ideal.
  3. Appreciative Inquiry Interviews: At the beginning of the REM event, participants are paired up and instructed to interview each other about particular ways the program affected their lives or particular achievements or successes they have experienced as a result of the program (Cooperrider & Whitney, 2007).
  4. Mapping: The core of the session involves group mapping, using Mind Mapping software (Donaldson, 2010) or papers and tape on a wall, to brainstorm and hierarchically map the effects or “ripples” of the intervention. This process engages the entire group and provides opportunities for participants to make connections among program effects. The process is co-led by a facilitator and a “mapper” and is typically completed in one to two hours.
  5. Cleaning, Coding, and Analysis: After the session, the evaluator may need to reorganize the mind map and collect additional detail by interviewing other participants. The data produced in the mapping process can be downloaded into a spreadsheet program and coded in a variety of ways. For example, the “ripples” can be coded as short-term knowledge, skill, or attitude changes; medium-term behavior changes; and long-term changes in conditions. Furthermore, these changes in conditions can be coded using the Community Capitals Framework (Emery & Flora, 2006; Rasmussen, Armstrong, & Chazdon, 2011).

Benefits and Limitations

REM is:

  • Simple and cheap. Mind mapping software is available for free or at low cost. It is efficient to gather participants together for one face-to-face meeting rather than to conduct individual interviews.
  • Able to capture impacts of complex work. The technique successfully documents both intended and unintended effects of Extension work. For example, Extension programming often succeeds at building social capital (trust and connections among people). This method allows participants to describe the connections they’ve built as well as what these connections led to.
  • An effective communication tool. The visual nature of ripple maps makes them very useful as a tool to share program effects with stakeholders such as funders or local officials.
  • Motivating. As REM engages participants and stakeholders, it also creates positive energy for further collective action.

The limitations of REM are the risk of bias in participant selection and in data collection. The assembled participants may not have complete information about all the outcomes of a program and may not provide examples of negative consequences. One way to overcome these limitations is to conduct supplementary interviews with additional stakeholders after the session has been completed and to probe for negative consequences during the session.

Example with Map

Figure 1 shows a portion of one community’s Ripple Effect Map from the Horizons program. This section of a map features examples of first, second, and third order “ripples” from the program. The map illustrates the Fort Yates Horizons program, which conducted a study circles conversation that then led to community garden development. The community garden project spurred the town to a Native Garden partnership with the Tribe, which ultimately led to significant grants to support cultural understanding and assist those with limited resources.

Conclusion

REM is a useful tool for impact analysis of Extension programming and may be particularly well suited for complex interventions or collaborations. Compared with other methods, it is straightforward, cost effective, and, most important, has the potential to generate further movement towards group, organizational, or community goals. We invite program staff and evaluators in other states to try this method out and engage with us in dialogue about the many uses, benefits, and limitations of this approach.

NCDD-CRS Meetings Being Planned Across the Country

One of the highlights of the recent National Conference on Dialogue & Deliberation was Grande Lum’s speech on the final day of the conference. Grande is director of the Department of Justice’s Community Relations Service, an extraordinary program that was established 50 years ago as part of the Civil Rights Act of 1964.

GrandeLumGivingSpeechKnown as “America’s Peacemaker,” the Community Relations Service (CRS) has worked with thousands of communities over the years, many of whom came together in crisis and emerged stronger and more unified as a result. CRS delivers four critically important services to communities facing intergroup conflict:  mediation of disputes, facilitation of dialogue, training, and consulting.

At the end of his speech (which we’ll be posting soon), Grande committed to holding a meeting between NCDD members and CRS staff at each of CRS’s ten regional offices. Grande is excited to move forward on these meetings, and we have been working with CRS to make these meetings happen in January!

This is an exciting opportunity on many fronts. For one, you will have the opportunity to start a productive relationship with staff of an important government agency based in your area — people who really “get” the importance of process and know what it’s like in the trenches. (As a CRS staff member told me on the phone the other day, “we’re in the same tribe”!)

CRS’s Regional Directors are highly trained professional mediators, facilitators, trainers, and consultants who are experienced in bringing together communities in conflict to help them enhance their ability to independently prevent and resolve existing and future concerns. Regional Directors oversee the regional conflict resolution teams in the development of customized and proactive local solutions.

This is also exciting for the NCDD community as a collective. We often talk about how we can be more responsive during times of crisis that call for dialogue. Developing relationships and making ourselves available to CRS regional directors whose mission, in part, is rapid deployment during crises, can only strengthen our work and increase CRS’s capacity in the process. We also often lament the gap between dialogue and deliberation practice and government, and this addresses that concern as well.

GrandeLum-NextStepBubbleThe 10 regional offices are located in Boston, New York, Philadelphia, Atlanta, Chicago, Dallas, Kansas City, Denver, Los Angeles, and Seattle. Their four field offices, where we may also be holding joint events, are located in Miami, Detroit, Houston, and San Francisco. The regional and field offices increase the availability of CRS services to rural communities and aid in rapid deployment during crises.

We have been working with CRS to coordinate meetings at each of these cities in late January. All NCDD 2014 attendees and supporting members of NCDD whose dues are in good standing are welcome to attend. The meetings will be part meet-and-greet between NCDDers and CRS staffers (including the Regional Directors), part discussions of promising practices for helping communities communicate more effectively, and part exploratory sessions about how we might align our efforts going forward.

We’re thrilled to say that our friends at CRS are open to your ideas about what you would like to see happen at these meetings. Use the comments here to share your thoughts on what you’d like to see on the agenda, and what would be most beneficial to you. CRS and NCDD will carefully consider your input when designing the meetings.

The NCDD 2014 Conference has been storified!

Tour of NCDD’s Field Mapping Project

In the months leading up to the 2014 NCDD conference, NCDD conducted a unique field mapping project as part of our collaboration with the Kettering Foundation. The project capitalized on the fact that the conference would bring together more than 400 leaders and emerging leaders in the dialogue & deliberation community, many of whom are interested in finding new ways to collaborate across organizations and sectors to have a greater impact.

NCDD2014-GR-Team-PhotoWe had conference planning team member Kathryn Thomson (of LeaderMind Consulting and Ethelo Decisions) conduct interviews of 10 highly collaborative organizations/networks involved in NCDD. Graphic recorders participated in the calls, and then mapped out what they heard on large mural-size paper so conference attendees could learn about each organization’s ecosystem of work and partnerships, and aspirations for the future. (This phase of the project is described here.)

At the conference, our 10-person graphic recording team (led by the amazing Stephanie Brown) created a gorgeous “Field Map” during the conference. The field map was informed by:

  1. The 10 network maps described above, which visually mapped out the work and networks of 10 highly collaborative organizations in the NCDD community
  2. A table mapping activity we conducted on the first day of the conference that asked people the same three questions we asked for the organizational maps, about their work, their partners, and who they’d like to work with in the future. We called the activity a “Mapping Cafe,” as it was inspired by the World Cafe process.
  3. Input from NCDD 2014 attendees and staff while the map was being created at the conference.

Continuing the conversation from NCDD 2014 – now!

At the 2014 NCDD conference in the DC area this past weekend, 415 leaders and emerging leaders in our field explored what they’d like dialogue and deliberation work to look like a generation from now. While it’s important to have a clear vision of the future we hope for, it is equally important to be clear about what stands in our way and devise plans for getting around those obstacles.

NCDD2014-aspirations-picEven if you weren’t able to attend the conference, we invite you to join conference attendees in identifying existing strategies and co-creating new strategies for overcoming persistent barriers to effective dialogue and deliberation work.

What do you think are the best strategies for addressing the following four key barriers?

  1. Lack of trust in our democracy, in our leaders, and in one another
  2. Unequal access to D&D practices and to government
  3. Lack of cohesion as a clearly delineated field of practice with all parts in communication
  4. Structural barriers within our democracy and in our own infrastructure

These barrier categories actually emerged when we themed the results of the popular Cogitial project we ran back in April that asked the NCDD community “What do you want to see happen at NCDD 2014?” So the barriers themselves came from our community, and we are now seeking leading edge solutions and strategies for overcoming those barriers from within our community.

ReadTheRoom-coverThis weekend’s NCDD conference coincides with the publication of a new book called Read the Room For Real: How a Simple Technology Creates Better Meetings. The book is intended for facilitators, presenters, conference planners, or anyone who is curious about how to use increasingly accessible audience polling technology to improve meetings.

We are happy to provide preview copies of the book – which include a back cover endorsement from Sandy for which we are very grateful – as a gift to the first 60 people who register for the conference.

Our book is one of the first that we know of focused on the use of audience polling technology outside of the classroom environment. We have a deep background in facilitating dialogues about difficult diversity issues and as well as refining dialogic processes on all matter of topics for very small to very large groups of people. In our view, polling technology is severely under-appreciated by not just the dialogue community, but also by city planners, public officials, diversity professionals, and many others. Our goal is to accelerate the time when audience polling technology is as commonplace a meeting tool as Powerpoint.

We are organizing a campaign to make this dialogue book an Amazon bestseller on its launch day, November 28 (Black Friday). Screening of “Bring It To The Table” at NCDD 2014

We’re excited to announce that we’ll be screening the not-yet-released film “Bring It To The Table” at NCDD 2014 on Saturday night starting at 8:30 pm, and you’ll have the chance to talk with filmmaker Julie Winokur about her journey, and about how you might utilize the film.

Democracy is founded on robust dialogue, but somewhere along the line, politics replaced sex as the one thing in America we don’t discuss in mixed company. Bring it to the Table aims to reverse that trend. Filmmaker Julie Winokur traveled across the country with a small star-spangled table, inviting people to sit down and share the roots of their political beliefs.

Using humor and candor, Winokur explores the peaks and valleys of the American political psyche while she strives to bring people together about topics that typically tear us apart. The project, which has been featured on NPR and MSNBC, will launch a college campus campaign this fall.

Winokur will lead a discussion after the screening to see how to engage the NCDD community to use the film to spark conversations nationwide. Learn more about Bring It to The Table, and have your voice heard on how to use the materials moving forward.
