Equality and Equity in Deliberation: Introduction to the Special Issue

The 11-page article, Equality and Equity in Deliberation: Introduction to the Special Issue (2016), was written by Carolyne Abdullah, Christopher Karpowitz, and Chad Raphael, and published in the Journal of Public Deliberation: Vol. 12: Iss. 2. The authors make the distinction within deliberation between equity and equality, and confront what this means to fairness and participants being able to fully engage in deliberation. The article examines different approaches to inclusion within deliberative theory and practice, as well as, the authors address some challenges and opportunities.

Deliberative democrats have had much to say about equality and have long been concerned with creating conditions for it in discourse. Amy Gutmann and Dennis Thompson, for example, write that the principle of political equality “stands behind” the demand for deliberation (1996, p. 28). That is, deliberation presupposes that people deserve equal respect and that in conditions of disagreement such respect demands the open exchange of views and the mutual attempt to identify fair and just solutions. Yet how is equal respect constructed in deliberation? For example, if pursuing equality means treating everyone similarly, regardless of what they bring to deliberation, there are longstanding concerns that this approach can reproduce and reinforce enduring hierarchies of income, education, race, gender, or other characteristics (Young 2000; Sanders 1997). These disparities have the potential to frustrate and even derail the attempt to create conditions in which all perspectives can be included and fully heard. At the same time, if attention to such inequalities means treating deliberators differently, then the worry is that such approaches may stigmatize disadvantaged voices or even provoke a backlash among the more powerful.

This special issue examines different approaches to the full inclusion, participation, and influence of all voices in deliberative theory and practice. In approaching this issue, we mark a key distinction between the values of equality and equity. By equality, we mean an approach to deliberative fairness that emphasizes the need to treat all deliberators the same, regardless of their power (or lack thereof) outside of the deliberative forum. This approach holds that deliberative fairness is most likely to be achieved when those background inequalities are put aside, bracketed, or neutralized in discussion. In contrast, equity means taking into account the advantages and disadvantages that have shaped participants’ experiences, which may require treating participants differently in order to create conditions that achieve fair deliberation and decisions. As Edana Beauvais and André Bächtiger (this issue) put it, equality asserts “the fundamental sameness of common humanity” and the need to “abstract from social circumstances,” while equity emphasizes “attending to” social circumstances and the resultant distribution of power and resources. The contributors to this issue take up this core distinction between equality and equity in a variety of different ways, and occasionally with slightly different terms, but all of them are confronting the common challenge of creating circumstances in which all deliberators can participate fully and even authoritatively.

Tensions between equality and equity emerge constantly in both formal institutions of political decision-making and the wider political culture. We see these struggles in debates over access to education, fair wages, health and welfare policy, policing, immigration, regulation of speech, and many other issues.

Should universities prioritize equal treatment of applicants by following a “colorblind” approach to admissions or remedy the accumulated effects of past disadvantages by practicing affirmative action? Should schools prioritize creating more supportive environments for students from non-dominant groups by regulating offensive speech directed at them or privilege equal rights to engage in robust, even uncivil, expression? Should countries give equal access to immigrants regardless of their geographic origins, economic status, and social condition, or privilege applicants from particular countries, the highly-skilled, political refugees, or others based on social and historic circumstances? When do assertions of equal rights function to dismiss aspirations for equity? For example, in the United States, when the Black Lives Matter movement for fair and equitable treatment of people of color by the police is met with the response that “All Lives Matter,” does invoking the language of equality make it more difficult to confront and address historic and systemic inequities?

Friction between equality and equity also emerges in each stage of public deliberation, confronting organizers with thorny decisions about the design of institutions and projects, naming and framing issues, recruiting community members, rules for participation and decision making, and implementing outcomes. At every point in the process, civic forums must address the question of whether public deliberation should be organized using an equality or equity approach, or how to balance the two. For example, if we issue a general call for participation through “neutral” channels, can we have much hope of attracting less privileged and empowered community members? In the absence of facilitation or institutional rules that actively promote contributions from non- dominant participants, and encourage thorough questioning of prevalent understandings of issues, are we likely to reproduce the power dynamics that helped create the very social problem under discussion? Alternatively, at what point does stocking the room with under-represented people fall prey to charges of stacking the deck in favor of particular outcomes, risking the perceived legitimacy of deliberation?

Equality and equity must also be considered as outcomes of public deliberation. The historically marginalized are often drawn to politics more by a hunger for more equitable policies than for opportunities to deliberate. How concerned should we be about whether the policies developed through deliberation are equal or equitable? Can we be assured that deliberation will deliver fairer outcomes than other kinds of political engagement? What steps, if any, should deliberative democrats take to compel attention to equity and equality as critical aspects of all policy decisions? These are the questions that have motived this special issue.

Finding a Seat for Social Justice at the Table of Dialogue and Deliberation

The 4-page article, Finding a Seat for Social Justice at the Table of Dialogue and Deliberation (2014)was written by David Schoem and published in the Journal of Public Deliberation: Vol. 10: Iss. 1. In the article, Schoem discusses the relationships that many dialogue and deliberation organizations have toward social justice. Many D&D organizations have a tendency to shy away from social justice in an effort to maintain neutrality. Schoem puts forth three arguments that “the field needs to 1) work intentionally for social justice and serving the public good for a strong, diverse democracy, 2) confront the illusion of neutrality, and 3) address issues of privilege and power. ”

First, most people, whatever language they choose to use, regardless of their political affiliation, perspective, or point of view, share a hope for a better society and believe in a more just world. To use the foundation of a just society or a better world as a common starting point allows for purposeful dialogue and is an invitation to a wide range of people, perspectives and viewpoints. Even the Pledge of Allegiance speaks of “liberty and justice for all,” so it’s surprising that those words are too often taken off the table in dialogue and deliberation organizations because they are seen as “too political.” To ignore social justice serves only to diminish the opportunity and promise that dialogue and deliberation have to offer.

Second, ignoring inequity and inequality predictably leads to the marginalization and exclusion of less privileged groups and those expressing unpopular opinions. Rather than opening the door to open discussion and dialogue by invoking a value of neutrality, when issues of social justice are left off the table it signals to people who are concerned with such issues that the conversation will support the status quo, that substantive change will not result, and that they are unwelcome at the table.

Third, declaring an approach of neutrality, without accounting for power and privilege, almost always privileges those in power. The invocation of unexamined neutrality ignores the power relations embedded in social issues, makes invisible the privilege and power of members of different social identities actually participating in any dialogue and deliberation, and serves to silence less privileged voices. To presume a priori an approach of neutrality mistakenly creates an unequal situation from the outset.

Fourth, efforts to convene substantive dialogue and deliberation without a social justice orientation typically end up as an exercise to give already privileged people more power. When the D&D community gathers people together for good discussions and conversations without any acknowledgement of or attention to issues of social justice, power or privilege, it simply creates space for a privileged group of people to gain an even larger voice and to reify existing inequalities. Admittedly, some in the D&D community who previously felt excluded have carved a niche for themselves and found a voice in public discourse through D&D, but too often when doing so without any social, racial, economic and/or other justice orientation, they have left even further behind those with even less privilege and power.

Fifth, issues of power and privilege are present in dialogue and deliberation whether or not people are ignorant of their presence or choose not to acknowledge them. The fact that people with more privilege are unaware of their power or may consciously choose to ignore it, does not mean that such dynamics are not present and salient in dialogue and deliberation.

The call for “truth-telling” has become paramount in the quest for justice. This course critically explores the linkages between truth and justice and grapples with the form and function of truth-telling in the pursuit of justice. Multiple approaches to truth-telling both informal (indigenous practices) and formal (truth & reconciliation commissions) will be surveyed and analyzed. Class participants engage in truth-telling exercises in response to working with historical harms, transitional justice processes, and racial justice issues both on the domestic and international fronts. Of particular interest is the recent call for a truth-telling processes in dealing with police violence against young men of color in the US context.

Together, we will grapple with the following questions:

– What does truth-telling mean?
– How do we practice truth-telling?
– What does it mean to speak the truth to oppressive powers
– How do we “bear witness” against deep injustices in the public domain?
– What are the best containers and structures for holding truth-telling processes in public spaces?

This course is being offered for training and for academic credit. The syllabus will detail the number of credits hours and associated course requirements.

When Relationships Are Not Enough: Reconciling with Genocide

The article, When Relationships Are Not Enough: Reconciling with Genocide, by Dave Joseph was published September 21, 2015 on Public Conversations Project’s blog. In the article, Joseph reflects on his recent trip to Rwanda and the many intense and challenging emotions that arose when paying respects at the Kigali Genocide Memorial. The memorial honors those murdered in the 1994 genocide committed against the Tutsis and moderate Hutus. Joseph explores how such an extreme atrocity can happen and how this affects people to dialogue- what is possible for reconciliation when such profound violence has occurred?

What relationships make possible
As a dialogue practitioner and trainer, I have seen opponents recognize one another’s humanity, building an improbable bridge across differences in identities, core values and world views. I have witnessed participants listen to understand and for the first time, be able to see things from a new perspective. I have watched people move from a stance of certainty in their own “rightness” to entertaining the possibility that others might not be “wrong,” but might be approaching the issue from very different life experiences and values.

PCP_quoteDialogue holds the possibility of enemies transforming their relationships and finding ways to coexist, even as their differences remain. Dialogue makes possible the development and deepening of relationships, building of trust and mutual understanding that can lay the foundation for connection, coexistence, community, and collaboration. When people see each other as human beings, it becomes much harder to demonize, dehumanize, stereotype or do violence onto one another.

Where relationships were not enough
What I saw in the museum, however, challenged many of these beliefs. Hutus and Tutsis lived together, shared a common language, worshiped together, intermarried and watched their children attend the same schools. But from April through July, 1994, the “protective factor” of relationship did not prevent one of the most horrific genocides of the 20th century. The downing of the President’s plane triggered pre-planned attacks that quickly eliminated any potential opposition to the ethnic cleansing. Approximately 70% of the Tutsi population and 20% of the general population were slaughtered. Neighbor turned against neighbor; people were betrayed and killed by those whom they had previously trusted and with whom they had enjoyed long-standing relationships, friendships and fellowship.

How to reconcile with the unthinkable
I am left with the confusion of trying to make sense out of what was truly senseless. I still believe that relationships, connection, and trust lie at the heart of community and society. I still believe that while differences are inevitable, demonization, dehumanization and violence are not. We, as human beings, have within us the power to reach out, to connect, to respect each other even as we retain awareness of our differences. Equally challenging is avoiding the seductive pull of responding to difference with fear, which can overwhelm the “better angels of our nature” and lead to violence. What was so striking in the many accounts that I read and heard at the museum was how perpetrators attributed motivations and intentions to those whom they later destroyed. How tragic and ironic that they saw their victims as presenting the kind of threat that could only be responded to with deadly violence.

Why we must continue to foster mutual understanding
I still believe in the power of mutual recognition, of understanding and of connecting as fellow human beings. And I recognize that there will be circumstances in which this will not be enough. Each of us is called upon to act upon the courage of our convictions, to do what is right. To confront our awareness of difference, to look deeply within and to engage in ways that acknowledge our common humanity and interdependence. There were a few stories in the museum of incredibly courageous individuals who acted, at great danger to themselves, to shelter and protect their friends, family and countrymen. My trip to the Genocide Memorial included a visit to the mass grave where more than 250,000 victims were buried. It left me sobered by the thought that each of us has the opportunity and responsibility to work to try to heal this very broken world.

Restorative Justice for Oakland Youth [RJOY]

In 2005, Restorative Justice for Oakland Youth [RJOY] was co-created by Fania Davis and members of the Oakland community and government. RJOY works to implement programs within schools, the community and juvenile justice system; beginning with a pilot program at West Oakland middle school in 2007. In the places where restorative justice has been implemented, there has been a noticeable decrease in youth violence, crimes and recidivism; and an increase in victim satisfaction and reconciliation of affected parties.

RJOYRestorative justice provides an alternative to our current retributive justice system, by shifting to bring in all affected parties, addressing the harms done and find ways to heal all affected parties. Our current justice system is designed to answer the questions: “Who did what and how can we punish them?” In contrast, restorative justice asks the questions:

“Who was harmed? What are the needs and responsibilities of all those affected? “How do all affected parties come together to heal?”

Restorative justice has had remarkable success in shifting the way that justice is carried out to better benefit the affected parties and community as a whole. Modern practices of restorative justice have been around for 30+ years, but are grounded in ancient, indigenous justice practices.

History
The dramatic successes of the Truth and Reconciliation Commission in healing the wounds of mass violence in South Africa and of restorative juvenile justice legislation in making youth incarceration virtually obsolete in New Zealand inspired civil rights attorney and community activist Fania E. Davis to explore the possibility of an Oakland initiative. In 2005, others joined the effort, including Oakland City Councilmember Nancy Nadel and community activist Aeeshah Clottey. Nancy hosted a series of meetings at her office, attended by community members, judges, educators, law students and representatives of the District Attorney’s, Public Defender’s, and Human Services offices. With a small grant from Measure Y, Oakland’s voter-approved violence prevention initiative, Restorative Justice for Oakland Youth (RJOY) was born.

Mission
Disparately impacting youth of color, punitive school discipline and juvenile justice policies activate tragic cycles of youth violence, incarceration, and wasted lives. Founded in 2005, RJOY works to interrupt these cycles by promoting institutional shifts toward restorative approaches that actively engage families, communities, and systems to repair harm and prevent re-offending. RJOY focuses on reducing racial disparities and public costs associated with high rates of incarceration, suspension, and expulsion. We provide education, training, and technical assistance and collaboratively launch demonstration programs with our school, community, juvenile justice, and research partners.

Beginning in 2007, RJOY’s city-funded West Oakland Middle School pilot project eliminated violence and expulsions, and reduced suspension rates by 87%, saving the school thousands in attendance and Title I funding. Inspired by the successes of our Middle School pilot, by May 2008, nearly 20 Oakland Unified School District (OUSD) principals requested training to launch programs at their sites. We have served over 1000 youth in Oakland’s schools. UC Berkeley Law’s Henderson Center for Social Justice evaluated the Middle School pilot and released a study in February 2011. A publication on implementing restorative initiatives in schools produced in collaboration with the Alameda County Health Care Agency is forthcoming. In 2010, the OUSD Board of Directors passed a resolution adopting restorative justice as a system-wide alternative to zero tolerance discipline and as an approach to creating healthier schools.

RJOY has enjoyed similar success in the juvenile justice arena. In 2007, we gave educational presentations to the Presiding Judge of the Juvenile Court and others. Impressed with the restorative justice model, the judge convened a Restorative Justice Task Force. RJOY provided education and training and helped initiate a planning process which engaged approximately 60 program directors- including probation, court, school, and law enforcement officials, as well as community-based stakeholders. In 2009, the group produced a Strategic Plan that charts reform of the county’s juvenile justice system through institutionalization of restorative justice. Two innovative restorative diversion and restorative re-entry projects focused on reducing disproportionate minority contact and associated public costs. The pilots have successfully served 19 youth of color. In collaboration with several partners, we now seek funding to expand the pilots.

RJOY has had programs at three school sites- West Oakland Middle School, Ralph Bunche Continuation School, and a three-year demonstration program at East Oakland’s Castlemont Community of Small Schools funded by a grant from The California Endowment’s Building Healthy Communities Initiative. Goals of the demonstration program were to reduce violence, arrests, and suspensions (particularly of youth of color) while decreasing associated costs and promoting parent and community engagement.

Having trained and made presentations to more than 1500 key justice, community, school, and philanthropic stakeholders as well as youth in the Oakland metropolitan area, and having significantly influenced policy changes in our schools and juvenile justice system, RJOY has already made headway toward its strategic goal of effectuating a fundamental shift from punitive, zero tolerance approaches to youthful wrongdoing that increase harm toward more restorative approaches that heal it.

Transforming Historical Harms

The 96-page manual, Transforming Historical Harms by David Anderson Hooker and Amy Potter Czajkowski, was uploaded October 2013 on Coming to the Table‘s site. The manual gives a holistic framework to address historical injustices, in a way that engages all participants, and identifies the aftermath and legacies of [generational] trauma. This manual was developed by Coming to the Table and has been a collective effort of Eastern Mennonite University’s (EMU) Center for Justice & Peacebuilding (CJP) and their Strategies for Trauma Awareness and Resilience (STAR) program. From the STAR program, came the group Coming to the Table, which itself was launched in 2006 when a group of EMU participants gathered to address the historical trauma between descendants of enslaved African-Americans and enslaver European-Americans.

The framework is given through the lens of trauma and provides a holistic approach to transform traumas from historical injustices for healing to occur. In order to be possible, all participants affected must be included and address all the following aspects: “Facing History; Making Connections; Healing Wounds; and Taking Action”.

The manual provides five sections and an appendix:

The THH Framework
The Transforming Historical Harms (THH) manual articulates a Framework for addressing the historical harms mentioned above as well as the many others present in societies around the world. The framework looks at historical injustices and their present manifestations through the lens of trauma and identifies the mechanisms for the transmission of historical trauma: legacies and aftermaths. These are the beliefs and structures responsible for transmitting trauma responses and traumagenic circumstances between generations. The framework then offers a comprehensive approach to transforming historical harms through Facing History; Making Connections; Healing Wounds; and Taking Action. Transforming historical harms must occur through the practice of all these dimensions. The order in which they are engaged can be different, but none can be omitted. This approach will be the primary focus of the manual. Finally, the framework includes the levels at which healing needs to occur, which range from the individual to the international level. For the sake of simplicity, we will refer to analysis and interventions at the individual and group levels.

The framework we offer in this manual is unique in several ways. The four part THH Approach is holistic because each dimension is interconnected with the others and the approach only works when all the dimensions are present. The framework introduces specific understandings of the concepts of legacy and aftermath, and transformation is considered incomplete unless both beliefs and structures have been addressed that have been responsible for perpetuating historical trauma and harms. The THH framework includes all groups that have participated in and have been touched by the historical trauma and harms rather than focusing exclusively on the group or groups that have been named the “victims.” There is clear and ample evidence that in the context of massive and historical trauma, those who were victimized, those who perpetrated, those who were bystanders AND the descendants of each group are all effected. It is our assumption that participation and healing is required at some point for all groups in order for the approach to be effective. Not only is it requisite for all groups to participate, but for consideration to be made for the unique manifestations of trauma across generations for each group and for healing interventions to occur at the individual and group levels.

How to use this manual:
The intention of this manual is to provide value to those trying to address the personal, familial, communal and/or societal remnants of traumagenic historical experiences that continue to hurt or limit the lives of individuals, groups, societies and nations. The pain or limitation could result from overt violence such as enslavement, war, colonialism or genocide, or more subtle forms of violence like discrimination, poverty and personal or societal exclusion.

Objectives: Those using this manual will:
1. Learn how historical harms, which are current challenges in our lives and communities, are rooted in large-scale historical traumas.
2. Identify how Legacy and Aftermath describe the transmission of historical trauma and harms.
3. Apply the Transforming Historical Harms Approach that includes:
a. Exploring approaches to facing history that help identify ways to move forward;
b. Learning how making connections — building relationships across historical divisions — can create partnerships capable of working towards effective change;
c. Identifying the importance of creating spaces and methods that welcome and support healing wounds (mind, body and spirit) from truama both individually and collectively; and
d. Taking action to address beliefs, behaviors and structures responsible for ongoing harms.
4. Explore historical trauma and harms in specific contexts, and learn about strategies for using the THH approach in these situations.

Our Differences Do Not Have To Become Our Divisions

The article, Our Differences Do Not Have To Become Our Divisions, was written by Jessica DeBruin and posted June 20, 2016 on Everyday Democracy‘s site. DeBruin wrote this article in memory of the 49 victims from the Orlando massacre at Pulse nightclub, an LGBTQIA club. In the article, DeBruin shares her experience as a queer person in the aftermath of the massacre and calls for the urgent need to improve the civic process by demanding the need to ensure the voices of marginalized folks are at the table in an authentic way. She gives explicit ideas on how to do this by listening to affected communities, ensuring the mic is shared, and directly challenging and interrupting violence [in all forms].

When good people witness hate speech and say nothing, we have participated in that hate. By failing to challenge hateful narratives we become complicit to them. When we cling to compartmentalized notions of identity, we erase the experiences of people who live at the intersection of multiple group identities.

We will slip up. We will do all these things on occasion because these concepts have been with us most of our lives. Our progress will be imperfect, but we must continue to push ourselves to do better.

Where do we begin this process?

We begin with acknowledgement. We must acknowledge that on some level, great or small, we have all internalized homophobia. We acknowledge that the gender roles which some of us find comfort in, do not necessarily apply to or benefit us all. We acknowledge that institutional racism and colorism hold us all back, and rob us of the opportunity to better connect with one another.

Next we hand the mic to affected communities.

We uplift and magnify the voices of the marginalized, those who have been on the receiving end of violence.

We listen.

We listen to them, we listen to each other. We cannot feign deafness to avoid inconvenience or discomfort. If you consider yourself an ally to the queer, or any marginalized community, it is past time that you recognize that yielding the mic is one of the most powerful things you can do to support us.

Of course even within these communities, there are myriad factions, and perspectives and experiences. This touches upon a fundamental need for the creation of civic culture where people from all walks of life can come together in respect to share our experiences, to hear other people’s lived realities, and to find a way to work together.

We must find a place where we can acknowledge and uplift these differences. We must recognize that our differences do not have to become our divisions. A democracy that is alive and thriving should facilitate this kind of communal meeting of minds. This is what American core values should be.

In 1970 the grassroots implementation of this kind of dialogue between radically different queer communities produced the first Pride Marches. In cities across the nation, LGBTQIA folk came together to stand and be counted. They took tragedy and oppression and turned it into a celebration of being.

We are faced with a similar opportunity to continue this difficult work today. May we not shy away from it. May we instead use it to fuel action and positive change. May we instead practice the democracy of earnest and inclusive civic dialogue, so that on the other side of it we can emerge stronger than the sum of hatred and indifference.

Dialogue on Sexual Assault

The article, Dialogue on Sexual Assault, by Natasha Dobrott was published April 2016 on Public Conversations Project‘s blog. April is Sexual Assault Awareness Month and Dobrott discusses how college campus are talking about sexual assault. Many universities and colleges have come under scrutiny for both their Title IX violations and prevalence of sexual assault. The article uplifts some of the different ways that the conversations are taking place around addressing sexual assault on college campuses and the opportunity for more conversation around “healthy relationships, masculinity, and social norms”.

Engaging in Dialogue
The good news is that, at least in part due to the conversations that added scrutiny has inspired, students and administrators are talking about this issue on campus through formal and informal means more than ever. According to one Title IX administrator from the Boston area, sexual assault prevention is most successful when it is a “collaborative and iterative process” that involve the partnership of different stakeholders on campus. This includes raising awareness, teaching students how to keep themselves and their friends safe, and having adequate response teams in administration, law enforcement, and health services in the event that sexual assault does occur. One university embodied this idea of a collaborative and iterative process when it involved representatives from students, faculty, and administrative groups in revising its Title IX policies. This kind of opportunity allowed students to feel as though “they had agency and ownership in the process” and that their ideas were heard and taken into account. The schools that are most successful in sexual assault prevention have created multiple avenues such as this through which students, faculty, administrators, and law enforcement can discuss the issue, build trust, and maintain accountability.

Where is conversation about sexual assault happening?
Conversations about sexual assault take many forms on college campuses. Bystander Intervention is the most widespread avenue for conversation on this is issue. Teaching students to intervene in questionable situations they see that could result in sexual assault, programs like these focus largely on providing students with skills to recognize potentially risky situations and to safely intervene or diffuse the situation. Students can also participate in self-defense classes or student awareness and activism groups that focus on bringing attention to the problem with the intent of starting a conversation. Although programs like bystander intervention don’t address the problem from all angles, such discussing underlying gender norms, it does serve as a good way to encourage proactive conversation amongst students.

Where do we need more conversation?
A conversation lacking at many schools is the opportunity for discussions about healthy relationships, masculinity, and social norms. Sexual assault prevention is an “intrapersonal as well as an interpersonal problem,” said a women’s center program coordinator, meaning that students need to be able to explore their own internal influences and motivations. Conversations that help students explore the pressure to conform to gender norms or learn what healthy relationships actually look like are important in helping students to understand one another and “build a strong culture for each other,” as one Title IX administrator in New Hampshire pointed out. I have seen these on my own campus through student discussion groups about masculinity, sporadic events about gender norms, and even just this past week, a panel on healthy relationships. Creating more opportunities for students to learn and discuss these underlying problems helps students to connect with others, building that culture for others. Genuine curiosity and caring about other people’s experiences and how other people experience things can enhance the feeling of community and address sexual assault as not just an interpersonal problem, but also as an intrapersonal one.

Racial Dynamics to Watch For

The two-page tip sheet from Everyday DemocracyRacial Dynamics to Watch For, was published April 2010. The tip sheet gives pointers on how to keep racial dynamics in mind, in order to design better and more inclusive programs/events. From Everyday Democracy…

As you approach a large community-change initiative, pay attention to racial dynamics. Consider the following examples. Talk about how you might prevent or correct these situations.

Planning and organizing
– The organizing committee recruits one person of color to “represent” the African American / Latino / or Asian “community”.

-The chair of the group selects a large, prosperous, white church – or another venue frequented by whites – a a regular meeting site for the organizing team.

-The group decides to rotate meeting sites between a prosperous white church and a local black church. White attendance is very low when the meeting takes place as the black church.

Dialogues and facilitation
– The white facilitator seems to lead most of the times; the person of color who is co-facilitating tends to do more note-taking.

– The white organizer checks in with the white facilitator about how things are going.

– One or two people or color in a circle or 10 are asked to speak for their whole group.

Working on Action
– Action groups are often dominated by whites. While people of color may be invited to participate, they are more “for show”. Old habits and behaviors continue, and whites stay in the lead.

– As people form new partnerships to address problems in the community, they hesitate to include people from different racial groups.

– People who are most affected by new policies are shut out. They have no voice in the policy making.
