unveiling a systems map for k-12 civic education

This is a systems map for k-12 civic education, developed for the CivXNow coalition and intended to guide the coalition and its members and allies. You can explore it here and also drill down to a more complex underlying map here.

Why use systems-mapping to analyze an issue and guide a coalition?

Any coalition needs a strategy, and it must be …

  1. Sufficiently complex for the issue: There is rarely one root cause or one leverage point. Many factors matter, and some outcomes are also inputs or causes.
  2. Supported by the grassroots, not just organizational leaders: Members of the coalition’s organizations must support the plan and believe that people like them had a voice. It can’t just be designed by the apex leaders.
  3. Broadly engaging: There must be roles for many different kinds of organizations and people to play. It can’t be limited to levers that only a few groups can pull.
  4. Widely supported: It must win a degree of consensus. Majority support isn’t good enough. If substantial portions of the coalition disagree with the plan, they will peel away. They may not quit or complain, but they will refrain from actively supporting the coalition.

  1. Coherent and concise: The plan can’t just be a list of what everyone already favors.

Traditional methods for accomplishing these goals included electing a steering committee who would draft a document and ask for a vote of organizations or their representatives. These methods never worked all that well and they seem obsolete now.

Building on network science, 100Kin10’s approach to mapping the Grand Challenges of the STEM teacher shortage, and other experiments (like those of the Democracy Fund), we invited more than 7,500 people to co-produce this system map for k-12 civic education. I believe the result meets the five criteria listed above.

Importantly, people were not asked to rank issues by importance or to vote on priorities. Instead, they were asked very specific analytical questions based on their experience of the world around them. From their answers, we derived a systems map that suggests high leverage points.

Although we originally asked about civic education in an open-ended way, it’s clear that most respondents were focused on the k-12 age range and on schools as venues. This means that the map is not about youth civic engagement in communities and social movements; the formal political system (voting rights, gerrymandering, campaigns); news and social media; higher education; or education beyond civics (e.g., who attends what kinds of schools).

I regard this focus as a strength. K-12 civics is a system that relates to other systems. Mapping everything is impossible and a distracting ideal. If your own focus is a neighbor of k-12 civics–say, youth organizing, or engagement in higher education–then this map may help you see how to connect to k-12 civics.

How to read the map

The circles or nodes represent circumstances that we should work to accomplish. You could think of them as goals. An arrow connects two circles if improving the first would help improve the second. Larger nodes have more connections. Larger arrows suggest that the causal connections are stronger or clearer. Click on any node to read more about it. Hover over any node or arrow to see its immediate neighbors.

Each node combines more specific components, and those are displayed on the more complex map.

The whole point of a systems map is to avoid a simple distinction between inputs and outputs, causes and effects. Effects tend to influence causes. However, it would be reasonable to read the main map as basically flowing downward from the key leverage points, via intermediaries, to the widely-shared goals of youth civic knowledge and youth civic engagement.

Findings and how to use the map

The components that are furthest upstream and may have the most influence–without themselves being influenced by many factors shown on the map–include the public’s commitment to civics and schools’ embrace of their civic missions, the degree to which civics is relevant and engaging, and policies at the state and federal level that require and/or assess civics.

Factors that are midstream–being affected by other factors and directly boosting youth outcomes–include professional development, engaging pedagogy, inclusion of current and contentious issues, and funding specifically for civics.

Some factors are shown as not highly connected to the rest of the network–notably, “Civics is taught well in a context of political polarization and bias” and “Civic life is healthy.” This does not mean that these factors are unimportant. You could reasonably think that they are essential. The map suggests that they don’t have a lot of leverage over other factors. For instance, navigating bias may be essential, but the map suggests that it doesn’t lead to more funding, or assessments, or better materials.

A use case: A colleague noted that his state has chosen civically engaged youth as its goal. The portion of the map shown below presents a subsystem of relevance to him and his colleagues. It suggests that it’s essential for schools to make civic education more of a priority. One (but only one) reason is that schools and systems that care more about civics will allocate more funding specifically for it. There are relationships among youth knowledge of civics, youth civic engagement, and civics that addresses current controversies. In other words, kids learn content and are energized if they address current issues in school. It’s also important that schools be effective and fair institutions, although that may feel beyond the control of the civics field.

If our colleague wants to know how to encourage schools in his state to embrace their civic mission, he could click on that node (at the top of this illustration) to see its causes in turn.

More generally, the map can be used for:

  • Insight: Perhaps it was not already evident that these factors relate in this way. The map may offer insight.
  • Diagnosis: The map poses diagnostic questions. How strongly do the schools in your community embrace their civic missions? To what extent do students discuss contested current issues? Do these factors improve as a result of your efforts?
  • Support: No self-appointed committee decided that these factors are related in the ways shown above. The diagram emerged from more than 7,500 people’s careful assessments of specific empirical questions. That is a basis for advising relevant decision-makers on how to act.

What if you disagree?

I find myself broadly in sync with this diagram. But what if you don’t see the ideas or connections that matter most to you on the map?

  1. It’s worth zooming to the more complex map to see if they are there. On that detailed map, you can click buttons to identify all the factors that may be especially relevant if you have a particular take on civic education, such as Action Civics, a social justice orientation, a concern for civil discourse in and out of schools, or a focus on original texts and US history. (Note that these emphases are not mutually exclusive–I happen to endorse them all.) The ideas on the simpler main map are relatively content-neutral, and debates about content appear when you zoom in closer. I think that is appropriate. For instance, if we provide professional development (PD) for civics, then we can discuss what teachers should learn. There will be some healthy debates about that question, as well as some consensus and some room for pluralism and individual choice. But if very little PD is available for civics, then the debate about content is a bit empty. Thus PD goes on the main map, and what teachers should learn is explored on the more detailed map.
  2. Your focus might be on a different “system,” such as electoral politics or higher ed. Then the disclaimer about our focus on k-12 schools applies.
  3. You may be right, and the bulk of the 7,500 respondents may be wrong. In that case, the data suggest that you have some persuasion to do, and maybe you should build or publicize a pilot or demonstration program that supports your point. One definition of social entrepreneurship is filling perceived gaps in existing systems. Social entrepreneurship begins by analyzing mainstream views of an existing system (as our map does), identifying gaps, and addressing them.

The method

We first fielded a survey to identify possible causal factors. We recruited 6,495 respondents through a variety of networks. Twenty-one percent of the respondents were k-12 civics teachers; nine percent worked for organizations that address civics; five percent were current k-12 students; two percent were adult civic educators who don’t work in K-12 classrooms; and the sample also included people with many other relationships to civics, including parents who are not teachers, academic experts, funders, and policymakers.

The sample was not demographically representative of youth. Even compared to adult Americans, it tilted whiter (79%) and older (mean age 47)–as do classroom teachers. I acknowledge this as a limitation, but I would add that we never counted the number of votes for any particular idea. We used this survey to brainstorm issues, and it didn’t matter how many people named any given issue. Therefore, the most important question is whether there were significant numbers of young people and people of color to get their issues on the agenda. In fact, 289 people were under age 18, 230 were African American, 262 were Latinx, 122 were Asian, and 78 were Native American.

We used a modified version of the 5 Whys method, first developed by Toyota’s engineers. A core question on our survey was, “Do you think that we provide good enough civic education in the USA today?”

Thirteen percent believed that civics is satisfactory as it is, and they were asked to elaborate. The rest thought that we do not provide adequate civics. They were asked why not: “Now we ask you to think about an underlying cause of that problem. What is an important reason that civics needs improvement?” They gave open-ended responses to that question. Then each respondent was shown his or her own answer and asked to explain that problem. “Now we’d like you to go even deeper. Why is this? Why do you think this happens?” We continued this process until we had more than 12,600 open-ended ideas about the causes of inadequate civics, including 2,800 responses that were five layers “deep.”

As people went deeper, they often began to cite very broad, possibly intractable problems, such as public apathy or an unresponsive political system. Some mentioned political polarization, but more named the left or the right as a harmful influence. The 5 Whys focuses on problems, and pushing respondents four or five levels deep tended to uncover a fair amount of frustration and polarization.

Our next task was to turn these 12,600 responses (including very few precise duplicates) into a much smaller set of factors that would capture the diversity of respondents’ views. Furthermore, we wanted to turn problem statements into levers for positive change. Instead of a list of problems, we wanted a list of specific goals that a coalition could work on.

For example, these are actual statements from the first survey (and there were many more like them):

  • “STEM is seen as more important”
  • “There is such an emphasis on testing, science and math, that civics is not emphasized enough.”
  • “Emphasis on science & math leads to cuts in time for other subjects.”
  • “In overemphasizing STEM, we have neglected all the arts (including history and civics).”

We translated all of these ideas into one phrase that summarizes a possible goal: “the number of people who view social studies as just as important as STEM increases.” We also wrote a second goal statement that captured related ideas: “the proportion of adults who believe that stem and civics can go together increases.”

To reduce the full list of 12,600 problem statements to 75 such goal statements, we used a combination of Natural Language Processing (which automatically puts text into clusters) and human coding and judgment. We omitted no original response because we disagreed with it or deemed it beyond the scope of our coalition. For example, someone wrote, “Civic education in most colleges and universities have socialist and marxist educators that use their time to indoctrinate and they do not educate.” Someone else wrote, “Since No Child Left Behind (created by George W. Bush to help his brother Neil’s testing industry biz) our politicians have seen education funding as an opportunity to make money.” We collapsed these comments, and many more like them, into two goals for consideration: “right-wing influence on civics decreases” and “left-wing influence on civics decreases.”

Then we fielded a second survey, drawing mostly on the same respondents. In this survey, respondents were shown 15 pairs of randomly selected possible goals, one pair at time. For each pair, they were asked (in effect) whether A causes B to increase, whether A causes B to decrease, and whether causing B to increase would be a good thing or not. Here is an example of an actual item:

I chose A, but that is a matter of judgment. I could see an argument for C, or even a tenuous case for B or D. If such questions had obvious answers, we wouldn’t need a collaborative process. Our method is to ask multiple people to share their best judgment about pairings like this one, based on their own experience.

If 75 factors can be linked to one another in either direction (A causes B and/or B causes A), there are 10,100 possible links. We recruited 1,825 people to take this survey (of whom 1,057 had also taken the first one). Each pair of nodes was reviewed at least three times and sometimes more than ten times. Once a link had been reviewed many times, we deleted it from the survey to channel responses to the pairs that had been randomly overlooked so far.

We treated a possible link as actual if 90% of the raters or at least 9 raters considered it a positive causal link. About 80% of the possible edges had some support as real causal connections; and 18% reached the 90% threshold. This produced a map that is too complex to guide action, although it’s perhaps an accurate reflection of the actual topic. It is the map shown here.

To simplify it, we clustered the 75 nodes conceptually. Two raters compared schemata and resolved differences to produce 14 nodes for the main map. We also asked 12 representatives of state education agencies gathered at a meeting to make their own clusterings and used their ideas to inform us. The best measure of inter-rater reliability when you have many raters and open-ended codes is Krippendorff’s alpha, which was fairly low, but that appears to be because many of the state representatives did not get around to categorizing most of the 75 ideas at all. There is certainly some subjectivity involved in our clustering, but we are transparent about the components of each cluster.

The maps also indicate which ideas were controversial, in the sense that some people thought these outcomes would be bad. The rate of controversy was never high–usually under 5%. However, this may be an underestimate, because if raters saw no causal link at all between two nodes, they couldn’t indicate that either of the nodes was bad.

an expert class and the grassroots

(Menlo Park, CA) Here I am at Facebook, posting on Facebook. I’m with about 160 other people, and we’re having a valuable conversation about how to measure and assess civic education. (The space is leant to us by Facebook, but the organizers, CivXNow, are fully independent from Facebook.)

The participants bring highly diverse expertise, professional backgrounds, and opinions of relevant topics–from the nature of a good citizen to the appropriate role of testing. They are somewhat diverse racially and culturally, but much less so than the nation or our nation’s students. They are the kinds of people who can get their flights to California reimbursed from an organization’s budget, who can put titles on their name tags, and who can be asked to address specific issues as experts. Even if they perfectly represented America’s students and parents in terms of race and ethnicity, they would be sociologically different. This is a slice of the professional class.

Speakers have named that problem, as they should. Any group concerned with enhancing democracy should ask whether it is operating democratically. Democratic values include representation, voice, and accountability. If a bunch of adults with titles on their name tags talk about kids, they do not represent youth, give youth voice, or make themselves accountable to youth.

But I think it’s important to be realistic about the challenge. A defining feature of modernity–possibly the defining feature–is specialization. In socialist and capitalist societies alike, roles are differentiated and assigned to people who demonstrate and build specialized experience and training over years. Per Wikipedia, Max Weber’s definition of a “bureaucracy” is:

  • hierarchical organization
  • formal lines of authority
  • a fixed area of activity
  • rigid division of labor
  • regular and continuous execution of assigned tasks
  • all decisions and powers specified and restricted by regulations
  • officials with expert training in their fields
  • career advancement dependent on technical qualifications
  • qualifications evaluated by organizational rules, not individuals

Some successful organizations avoid the narrowest versions of these characteristics. For instance, they don’t divide tasks too “rigidly.” But they all do some of the above, and for an important reason: it works. Specialization, formal lines of authority, expertise and training all improve efficiency.

Because bureaucracy (within appropriate limits) boosts efficiency, it also confers power. People in organizations are more powerful than amorphous masses of people. A conference of representatives of organizations has more influence than a gathering of representative citizens would have. Apart from anything else, it can interlock with other bureaucratic systems, from state agencies to Facebook. But it must be demographically unrepresentative of the people it intends to help, at least in terms of age, employment, and educational attainment. Maybe Robert Michels exaggerated when he observed an Iron Law of Oligarchy, but if it’s not a law, it’s a strong tendency.

There is also power in grassroots politics, social movements, mass meetings, viral media campaigns, and the like. In fact, the people can swamp a Weberian bureaucracy. But popular politics is very different from organizational networking.

At our best, I think we can blur some of these boundaries. (For instance, there are a few eloquent and impressive k-12 students at this meeting.) We can cross boundaries in our own lives and careers, spending some time in settings where we are not experts or leaders, even if we wear name tags with impressive titles in other settings. We can morph from organizations to movements and back. And we can develop new methods for engaging grassroots publics in our organizations’ work. (This survey is an example.) But we shouldn’t kid ourselves that social change occurs without organizations or that organizational leaders can be truly representative of the public.

a template for analyzing an institution

If you want to analyze an institution–whether it’s the local police department, marriage, or Facebook–an excellent guide is the Institutional Analysis and Development (IAD) Framework developed by Elinor Ostrom and colleagues, which is an encapsulation of the lifetime of work for which Ostrom won the Nobel Prize. It is shown below in a graphical form, and a very helpful, concise guide is McGinnis 2011.

I would divide the analysis into the following 23 questions. These questions basically cover the same issues as in the diagram above, working from left to right, but they don’t match up precisely because I draw on my own idiosyncratic influences.

  1. What is the institution? What is its name? How would you define it uniquely, and which people, resources, locations, etc. does it involve?
  2. What problem or set of problems interests you about it? This problem may be a failure (the institution doesn’t yield the intended results) or an injustice (it has bad results), or it could be the intellectual problem posed by its success: why does this institution work and can we replicate it?
  3. What other institutions are closely related to it, and how?
  4. Which institutional form(s) does it reflect, e.g., a government, a firm, a market, a network, an association, a community?
  5. What are important relevant biophysical conditions? What natural resources does it use, and which natural processes come into play? What characteristics of these resources and processes are relevant to the institution: e.g., scarcity, fragility, adaptability, ability to reproduce and grow, interdependence, tendency to move?
  6. What are important technological conditions, where “technology” means the relevant affordances and limitations that have been created–or will predictably be created–by human beings?
  7. What cultural meanings (in the sense of Geertz 1973) are involved? Are these meanings shared or disputed?
  8. To what extent can we detect wholes, rhythms, hierarchies, and networks in the institution (C. Levine 2015)? How do these forms interrelate?
  9. What official, formal, usually written rules govern the institution? What are its rules-in-use? (These may diverge from the official rules.)
  10. Are the rules grounded in phenomena beyond the institution? For instance, an institution might use a currency whose value is determined by other institutions. Tufts runs on an academic calendar related to the solar calendar, which is grounded in the motion of the earth. (Grounding is different from causation.)
  11. What goods are relevant? Who has which kinds of ownership over which goods? Are the goods subtractable? Are they excludable?
  12. Who are the relevant actors?
  13. What choices confront each actor? What does each actor know about the available choices?
  14. What does each actor value, and why?
  15. Under what conditions do the actors choose (e.g., with or without discussion, once or repeatedly, simultaneously or in turn, with or without knowledge of what the others are choosing)?
  16. What are the consequences of the most important or most likely combinations of choices made by all the actors?
  17. Are these consequences desired by the actors?
  18. Are these outcomes desired by people who are not among the actors?
  19. Are the outcomes fair or just by various normative criteria?
  20. Are they sustainable–meaning a) literally repeatable many times, and/or b) good for nature?
  21. How do the outcomes affect the issues raised in questions 1-15? In other words, do the outcomes of the institution change the institution itself, in a feedback loop?
  22. What deliberate changes in institutional forms (4), technologies (6), meanings (7), rules (9-10), or values (13) would produce preferable outcomes according to the criteria raised in questions 17-19? (I focus on 4, 6, 9-10, and 13 on the ground that these are the factors we can most readily change. Factors like the biophysical conditions and the relevance of other institutions are harder to influence.)
  23. How can we go about altering the institution in the light of 21?

when political movements resemble religions

In The Atlantic, John McWhorter suggests analogies between current movements against racism and religious revivals:

Third-wave antiracism is a profoundly religious movement in everything but terminology. The idea that whites are permanently stained by their white privilege, gaining moral absolution only by eternally attesting to it, is the third wave’s version of original sin. The idea of a someday when America will “come to terms with race” is as vaguely specified a guidepost as Judgment Day. Explorations as to whether an opinion is “problematic” are equivalent to explorations of that which may be blasphemous. The social mauling of the person with “problematic” thoughts parallels the excommunication of the heretic. What is called “virtue signaling,” then, channels the impulse that might lead a Christian to an aggressive display of her faith in Jesus.

… The new religion, as a matter of faith, entails that one suspends disbelief at certain points out of respect to the larger narrative. ….

When someone attests to his white privilege with his hand up in the air, palm outward—which I have observed more than once—the resemblance to testifying in church need not surprise. Here, the agnostic or atheist American who sees fundamentalists and Mormons as quaint reveals himself as, of all things, a parishioner.

McWhorter presents this analogy as a critique. He advises: “Social concern and activism must not cease, but proceed minus the religious aspect they have taken on.”

One obvious question is whether McWhorter is right that the anti-racist left is losing because of its rhetorical style. Jeffrey Sachs, for example, thinks it is winning.

But I am interested in a different question: why does political ideology often resemble religion? After all, anti-racist politics is not unusual in this respect.

  • Environmentalism offers an account of original sin (human exploitation of nature), an eschatology (the planet will be wrecked by greed and waste), authorities (climate scientists) whose conclusions must be trusted even though we can’t see or replicate what they see, heretics (climate skeptics), a moral critique of everyday behavior, and a path to salvation through sacrifice.
  • Libertarians define original sin as the influence of the state, which relies on violent force. Its tentacles reach into everyday life through taxation and regulation, corrupting the free condition of voluntary exchange. The state has a satanic tendency to expand, preying on human weakness. Until freedom is restored, libertarians should gather to read scripture (Hayek, von Mises) and convert wavering souls.
  • Marxism offers the whole package: scripture, prophets, martyrs, hymns, icons, metaphysics, eschatology, multiple denominations and sectarian schisms, heretics and excommunications, revival movements, fundamentalist and revisionist strands …

This list could probably be extended to include New Deal liberalism, various forms of nationalism, third-wave feminism, Bonapartist populism, etc.

A resemblance to religion does not invalidate a political movement. I am an environmentalist and I am not shaken by the fact that environmentalism bears a point-by-point similarity to Protestant Christianity. Faith in climate science is a necessary step to saving the planet. Maybe confessing white privilege is a necessary step to racial justice.

But we might ask: do these political movements so closely resemble religions because we have mental habits that we lazily or uncritically apply to new domains? Could we be more effective if we were more original?

Alternatively, are these excellent ways for human beings to organize our thoughts, and that is why they have reappeared in secular contexts after first flourishing in religions?

Also, are these forms of thought characteristic of religion, or only of Abrahamic religions? Some aspects of environmentalism and libertarianism (original sin, individual responsibility as part of voluntary groups) remind me specifically of Lutheran Christianity. They don’t sound at all like Buddhism, for example. Does that mean that these movements are problematically “Western”? Or did the Reformation give us tools for understanding and improving the world that we should be glad to use for other purposes?

against inevitability

These are examples of social theories that emphasize inevitability:

  • Classical Marxism: “[The bourgeoisie’s] fall and the victory of the proletariat are equally inevitable.” — Marx and Engels, The Communist Manifesto
  • Rational choice theory: What defines the tragedy of the commons is the “solemnity of the relentless working of things,” “the inevitableness of destiny,” and “the futility of escape” — Garret Hardin, “The Tragedy of the Commons” (quoting Alfred North Whitehead about tragedy)
  • Skepticism about Great Men: “But the mysterious forces that move humanity (mysterious because the laws of their motion are unknown to us) continued to operate. Though the surface of the sea of history seemed motionless, the movement of humanity went on as unceasingly as the flow of time. Various groups of people formed and dissolved, the coming formation and dissolution of kingdoms and displacement of peoples was in course of preparation.” –Tolstoy, War and Peace
  • Progressivism: “The current has set steadily in one direction: toward democratic forms” — John Dewey, The Public and its Problems
  • A small-d democratic version: “Never doubt that a small group of thoughtful, committed citizens can change the world. Indeed, it’s the only thing that ever has.”–Margaret Mead (attributed)

One thing that unites the disparate authors in our canon of Civic Studies authors is a refusal to accept any of these forms of inevitability.

Elinor Ostrom was part of the rational choice tradition, but she argued that whether we succumb to collective action problems–including today’s peril of climate change–depends on how we organize ourselves. It is neither a tragedy nor a comedy but a “drama.” She found that bottom-up solutions sometimes worked, and their chances of working depending on whether the participants used smart practices.

Jürgen Habermas came out of the Frankfurt School, which had assumed that capitalism inevitably blocks free inquiry and emancipatory reason. He also read theorists like Dewey, for whom (at least in my interpretation) emancipation is inevitable. Habermas holds, instead, that how well we reason and deliberate depends on how we organize our public life, and we have a chance to improve it if we work hard and wisely.

Gandhi and Martin Luther King confronted people who were deeply skeptical of nonviolent resistance, as well as quietist religious believers who preferred to wait for providence to sort things out. Their constant refrain was that we have a chance to improve the world if we try. Social science confirms that civil resistance sometimes works–and more often than violence does–although it depends on how the resistance is organized. During the century after Gandhi’s youth, the record of civil resistance improved, as activists learned better tactics, but lately, its record has gotten worse due to the autocrats’ ability to learn from their experience.

A major 20th century debate was about the relative importance of structure versus agency. Is history driven by inevitable processes or by intentional human action? The answer to that empirical question is: Some of both. But a much better question is: How can we enhance the better forms of human agency? The role of theory is not to weigh the past impact of structure and agency but to make agency more important in the future.

the justice-oriented citizen had better be personally responsible and participatory

Joel Westheimer’s and Joe Kahne’s typology of civic education programs and their intended outcomes is justly seminal in the field of civic education.* Many civics people are familiar with their distinctions among “personally responsible,” “participatory” and “justice-oriented” citizens as the goals of real-world programs and curricula. Most reflective educators favor the last type, although the first type is the most common in everyday practice.

Discussing their article in an undergraduate course in which we also read Martin Luther King, Jr’s book Stride Toward Freedom, I was struck by how perfectly the first two columns describe the people who won the struggle of the Montgomery Bus Boycott. They “volunteer[ed] to lend a hand” so that thousands of Black workers could get to and from their workplaces without using the segregated buses. They had long traditions of belonging and tithing to churches, so they could be organized in their pews to support a boycott. They “obeyed laws,” except when they broke very specific laws as part of civil disobedience campaigns, and they followed the emergent rules of their own movement. They knew “how government agencies worked”–so well that they won federal lawsuits. And they were brilliant at “strategies for accomplishing collective tasks.”

To be sure, they were also justice-oriented. That is why I cite them as an example. Justice rolled down like waters. But imagine a bunch of individuals who “critically assessed” the “structures” of white supremacy and “explored” its “root causes,” asking whether it was fundamentally based in racism, or imperialism, or capitalism, or in-group bias, or law and government, or the fallen state of Man. These people might be justice-oriented but completely ineffective–hence complicit in the maintenance of the system.

If most schools try to impart personal responsibility and evade the question of justice, then it’s important to put the debate about justice on the educational agenda. But in circles where people are eager to debate the root causes of injustice, it’s vital to study how to identify levers for change, organize individuals to contribute their time and effort, and get things done.

civic responses to crime

(Fishkill, NY) In an American Sociological Review article, Patrick Sharkey, Gerard Torrats-Espinosa, and Delaram Takyar find that “every 10 additional organizations focusing on crime and community life in a city with 100,000 residents leads to a 9 percent reduction in the murder rate, a 6 percent reduction in the violent crime rate, and a 4 percent reduction in the property crime rate.” This is not an iron law or conclusive finding, but it’s an impressive piece of social science. The authors use several methodological approaches to triangulate on the same basic finding: civic associations cut crime.

Incidentally, crime rates fell in major US cities just as the number of anti-crime civic groups rose. That doesn’t prove causality, any more than the decline of the European stork population is responsible for declining birth rates in Europe. But along with the causal evidence assembled by Sharkey et al., there really is a plausible case that a bottom-up, voluntary movement to make cities safer worked in the 1990s.

The evidence also suggests that it wasn’t mainly the explicit anti-crime groups that had the biggest effect. Substance-abuse and workforce-training organizations seem to be more important, although that finding is less secure than the general relationship between voluntary groups and safety.

The question is how to get more citizens involved in the kinds of civic work that can make neighborhoods safer and otherwise better places to live. One opportunity is presented by all the citizens who step forward to give hours of service. Instead of being satisfied with low-impact volunteering efforts, we could help these citizens to organize themselves into powerful groups. And instead of letting them work in isolation, we could coordinate their efforts with those of city officials and agencies and local businesses to address common goals together.

That is the model of Cities of Service, about which Myung Lee and I wrote a Stanford Social Innovation Review article. One specific project of Cities of Service is Love Your Block, in which cities and neighborhood residents get resources to identify and work together to address local needs–the residents contributing free labor, and the city offering its support.

Last year, Mary Bogle, Leiha Edmonds, and Ruth Gourevitch of the Urban Institute wrote a qualitative evaluation of three Love Your Block projects–in Phoenix, Lansing, and Boston. Here are my Google Streetview pictures of the Phoenix and Boston projects, both of which are park renovations.

Bogle, Edmonds, and Gourevitch talked to active grassroots leaders involved in these projects and to other people in the same neighborhoods. They produced social network maps of old and new relationships among the people involved (as a way of measuring changes in social capital). They asked interviewees whether the projects had affected relationships, collective efficacy (the ability of a community to control its own environment), public ownership of public spaces, and safety.

Overall, the results were positive. Participants generally reported more and stronger working relationships. Everyone perceived that crime had declined, although they understandably cited many causes for that trend, not just Love Your Block. Relatively few of the interviewees who were not directly involved in the project saw evidence of stronger community ties, but they were more likely to see such value in Lansing than in the other two cities.

The contexts differ a lot. In Boston, the neighborhood is changing fast–pressures of gentrification are powerful. Some of the Boston participants are well connected to local elected officials and took advantage of that form of social capital. But horizontal ties in the Boston neighborhood are weaker. “A few participants thought community cohesion had gotten worse.” That would not be an effect of the park restoration but rather a consequence of rapid demographic shifts in the neighborhood.

In contrast, Lansing seems more stable, and more residents perceive more impact of Love Your Block on the community as a whole. Horizontal relationships are more important there.

In Boston and Phoenix, gentrification is a concern, and residents involved in improving their communities worry that their good work will displace residents. One Phoenix interviewee said, “I do have this anxiety about being so involved in the organizational side of things and also recognizing that any positive impact we have is veiled privilege.” That is not a problem in Lansing, where capital and population is at risk of flight. The Lansing team worked to restore a garden immediately adjacent to a public school that is vacant due to population-loss–not a problem in Boston.

Although local community work against a problem like crime is not likely to stop gentrification, it can mitigate some of its disruptive effects and empower residents so that they are able to negotiate somewhat better policies. In a 2016 report, HUD argued,

Although residential displacement is a primary concern of many changing neighborhoods, communities should also act to ensure that residents are not left alienated from neighborhood changes. … In order for low-income residents to garner the benefits of neighborhood change, communities should also pursue policy objectives further than affordable housing by supporting neighborhood organizations that foster greater connections between newcomers and long-time residents and that encourage civic engagement among all groups.

Similarly, my colleagues and I are studying the potential of an arts center in Boston’s Chinatown not to stop gentrification but to mitigate its damaging effects.

In the network diagrams of Love Your Block, local businesses emerge as important nodes, and “anchor institutions” (notably ASU in Phoenix and MSU in Lansing) are important assets. In Boston, these institutions are less important, and City Hall is more so. Interestingly, in Boston “the park is falling into modest disrepair already,” whereas Lansing’s park is “self-sustaining” thanks to active volunteer gardeners. That suggests that truly community-based networks are more valuable than ones that rely on official power. But it’s also easier to build horizontal networks in smaller places where the population is more stable and gentrification is much slower or nonexistent.

In July 2018, Cities of Service launched a new 10-city program focused on Legacy Cities (“older, industrial cities that have faced substantial population loss”). It will be evaluated by the Urban Institute.

Overall, the evidence seems strong that how communities organize themselves matters for reducing crime. Cities of Service Love Your Block program is one of the most ambitious and well-designed national efforts to engage communities. Early returns suggests that it may help cut crime. Although additional research and evaluation is appropriate (as always), the evidence already suggests that cities should use this approach to boosting public safety.

who must be included in which meetings, committees, and movements?

At a recent meeting, we discussed people who should be encouraged to join the effort we were working on. We quickly listed demographic categories that we should pay attention to: race and ethnicity, gender and sexuality, age, class, ideology, partisanship, and religion.

I think these categories are important for outreach and recruitment–but importantly different.

Race, gender, and sexual orientation

Race, gender, and sexual orientation matter because we live in a society that is deeply unequal on those dimensions. Unless you seriously strive for equal representation, you are likely to end up with a panel or committee full of straight white men–and the more influential and prestigious the group is, the more that will be the outcome. Failing to address it preserves inequality.

A demographically homogeneous group may also lose the wisdom that comes from a wider range of perspectives and experiences, but to me, that is not an essential argument. Sometimes, adding racial or sexual/gender diversity won’t actually add relevantly different perspectives on the issue under discussion, but inclusion is still important for addressing inequality in the society as a whole. There is often also a pragmatic imperative for improving racial and gender representation. Without such diversity, a group looks illegitimate and can’t win the support it needs to move forward.

I would equate religion with race/ethnicity insofar as it’s an identity that provokes discrimination by others. As a set of beliefs about the world, a religion is more like an ideology, which I will address below.

Social class

Our society is also unequal by class, but this is different. Class is a name for social inequality. It doesn’t make sense to imagine a society with different classes that are equal to each other. If you have equality, you don’t have classes at all. However, it is not clear that a classless society can be accomplished. State communist societies produced the nomenklatura, a powerful new class or (as Trotsky thought) a caste composed of party officials and their families. According to Robert Michels, social democratic parties and unions quickly created “oligarchies” of professional organizers, notwithstanding their sincere commitments to equality. By virtue of being a union official instead of a unionized line worker, you are now part of a different class.

If you organize a meeting of people who hold a certain range of positions in society–a meeting of union leaders, or teachers, or leaders of nonprofit organizations, or college students, or miners–it will have a class “bias.” Yet surely there is value in such meetings. It wouldn’t be reasonable to argue, for example, that teachers should never organize except along with students, parents, and others. But if teachers organize, that is a middle class movement.

Therefore, it is a bit disingenuous to imagine that you can be “inclusive and diverse” with respect to class. But you can strive (1) to be inclusive of people who have various class origins and cultural markers of class, such as accents; and (2) to organize meetings and movements that engage grassroots participants, not merely leaders and experts. But (2) is hard. After, who will organize, pay for, and advertise the big meeting that is open to the public as a whole? Surely some kind of specialized subgroup will be responsible. Michels thought oligarchy was an “iron law,” and even if it’s less rigid than that, there is still a powerful tendency for people who hold certain social positions to run things. That’s what it means to have those positions.

Age

Age is different, too. We should be concerned about including younger people because we should be worried about future leadership and must create opportunities to learn and to develop power. But age equality is not like racial or gender equality. There are actual differences among people of different ages. For instance, senior managerial positions cannot be equally distributed between the young and old. It takes time to develop the experience, expertise, and connections that institutions need.

The House Democrats who will lead important committees if the party wins in November  will include Elijah Cummings, age 67, Bennie Thompson, 70, Maxine Waters, 80, Nita Lowey, 81, and Eddie Bernice Johnson, 82. These are women or men of color who have waited a long time for gavels. To be sure, the party caucus could replace them with younger leaders who were also diverse, but these people’s claims to leadership rest on seniority, and that deserves consideration. I wouldn’t oppose replacing them with younger chairs, but I would insist that age is different from, say, race. It can be legitimate to consider seniority or experience.

Ideology, partisanship, and theology

It’s worth bearing in mind that our goal is to develop the right views so that we can do what is right. The right views are not equally consistent with all ideologies, party platforms, or applications of theology.

In pursuing the right views, we must be humble. It is very likely that each of us is wrong and that others are more right. So we must be open and interested in alternative views.

I am typically a mainstream liberal, center-left. I especially benefit from being an outlier in meetings that are dominated by libertarians/neoliberals or by radical proponents of identity politics. I don’t fully align with either position but always learn from them–usually more than I learn from hanging around other people with whom I easily agree.

Learning provides a rationale for philosophical diversity–but with important caveats. First, some alternative views are more worthy than others. I seek out libertarians but not Trump-supporters to learn from. That is a judgment, and it could be wrong, but it’s my best judgment at this moment. I don’t believe that I have anything whatsoever to learn from Donald Trump himself, yet more than 60 million Americans really like him. Demographic representativeness would argue for including Trump-supporters, but my judgment about how to learn does not.

Furthermore, the value of ideological diversity depends on the purpose of a meeting or event. If I am trying to advance an agenda, I want a majority of participants to share my considered views of the topic. I may value some minority views to keep us sharp, but I’d like the majority to agree with me. I can achieve that goal either by recruiting like-minded participants or by persuading other attendees to agree. I would never treat racial or gender/sexual diversity in a similar way, trying to stack the room with people who were like me. On the other hand, if my goal is to learn, I may prefer to be one of a few participants in a meeting dominated by people who oppose my views, so that I can get a full dose of their perspective.

Conclusion

In sum, race/ethnicity and gender/sexuality make powerful claims for equal representation. Class and age are more complicated; it can be disingenuous to imagine that a meeting can be egalitarian on those dimensions. And ideological diversity is not a good in itself, but intellectual humility and striving to learn are genuine goods that sometimes provide reasons to be ideologically inclusive.

The complication is that race and ethnicity, gender, age, religion, ideology and partisanship correlate in the population. Say you want a meeting of influential people who are in a position to allocate resources, but you also demand racial diversity in your meetings. The most influential people are likely to be predominantly white. Or say you’re a libertarian who is genuinely committed to racial equality (as some are). You’re entitled to form a committee of libertarians, but it’s your problem if they all turn out to be white men.

I think these points of conflict among different kinds of diversity generate some of the hardest issues, both ethically and pragmatically.

two approaches to social capital: Bourdieu vs. the American literature

The phrase “social capital” is used in (at least) two very different senses and discussions.

One is an Anglophone discussion among social scientists who seem generally comfortable with a liberal market order. Important participants include James Coleman, Robert Putnam, Elinor Ostrom and (using the related phrase “collective efficacy”) Robert Sampson and Felton Earls. These social scientists understand social capital as the value that derives from collaborating and solving collective-action problems together. It’s measured by rates of joining, socializing, participating in the institutions of civil society, and trusting one’s peers. It can exist in any group, regardless of wealth and prestige. For instance, Sampson, Earls and their colleagues found that levels of collective efficacy varied greatly among Chicago neighborhoods, independent of race and class.

The central hypothesis in this literature is that higher social capital predicts better outcomes (safety, education, health, employment). This hypothesis is often proven in empirical studies. The deepest explanation is that these desirable outcomes are public goods, subject to problems of collective action, and social capital is the capacity—inherent in a group—to address problems of collective action successfully. For instance, safe streets represent a public good, and when people voluntarily maintain order, the streets are safer.

The other discourse is loosely Marxian and of Continental European origin; the most influential theorist is Pierre Bourdieu. For Bourdieu, social capital can only be understood in relation to economic capital and cultural capital. All three forms are the result of past labor, which accumulates or materializes in forms that can then be owned and by–and used to the advantage of–specific individuals or closed groups, such as firms.

Economic capital means ownership, or the ability to own, the means of production (factories, offices, farms, mines). Cultural capital means personal characteristics that you can learn in order to set yourself apart as a member of an advantaged group. For example, if you know how to dress for and behave at a corporate job interview, you have acquired cultural capital. And social capital means membership in any group that has value for those who belong.

Thus a paradigm case of social capital for Bourdieu is being connected to specific aristocrats in a way that puts you within the group known as “the nobility.” You might be a poor and boorish noble: then you would have social capital without much economic or cultural capital. Still, each of the three pays off in ways that are fundamentally economic.

For Coleman et al., the effort required to build social capital is at least partly altruistic. When you try to help others around you, it turns out that you benefit as well from the public resource of social capital. Social capital is non-rivalrous or win/win. If poor people in Chicago build more social capital, that does no harm to Lake Shore millionaires. It might even reduce their tax burdens by boosting graduation rates and cutting crime in the city as a whole.

The Bourdieuian form of social capital is competitive and maybe even zero-sum. If you form a connection to an aristocrat that gives you a leg up in society, I am less advantaged. According to Bourdieu, people build social capital to advance their own interests, strategically targeting others who have various forms of capital to add to their networks:

The existence of a network of connections is not a natural given …  It is the product of an endless effort at institution. … In other words, the network of relationships is the product of investment strategies, individual or collective, consciously or unconsciously aimed at establishing or reproducing social relationships that are directly usable in the short or long term. …

The reproduction of social capital presupposes an unceasing effort of sociability, a continuous series of exchanges in which recognition is endlessly affirmed and reaffirmed. … This is one of the factors which explain why the profitability of this labor of accumulating and maintaining social capital rises in proportion to the size of the capital. Because the social capital accruing from a relationship is that much greater to the extent that the person who is the object of it is richly endowed with capital (mainly social, but also cultural and even economic capital), the possessors of an inherited social capital, symbolized by a great name, are able to transform all circumstantial relationships into lasting connections. They are sought after for their social capital and, because they are well known, are worthy of being known (‘I know him well’); they do not need to ‘make the acquaintance’ of all their ‘acquaintances’; they are known to more people than they know, and their work of sociability, when it is exerted, is highly productive.

Although these theories are different, they could both apply in a society as a whole. After a discussion with students last week, I am inclined to the following hypotheses:

  1. Access to the highest rungs of socioeconomic advantage requires (or at least benefits from) Bourdieu-style social capital. If you want to get a seat on the Supreme Court, it seems almost necessary to attend Harvard’s or Yale’s law school, partly because of who you know as a result. Social capital may also get you into those law schools in the first place. For instance, I can think of someone who attended Law School on his way to federal judicial appointments; his mother had also been a judge, and his grandfather had attended Yale.
  2. Well-being in the middle and lower rungs depends on social capital in the Coleman/Putnam sense. If you are trying to get through high school and obtain some post-secondary education, get a job, stay out of jail, and live to the median age, it’s very helpful to be embedded in networks of cooperation and mutual support. Those networks have value even if the other members are not rich and powerful.

why learn game theory? (a lesson plan that includes a game)

You may or may not be interested in games: playing them, designing them, or analyzing them with the tools of game theory. It is certainly understandable if games are not your thing. However, I believe that everyone should develop the skill of understanding interpersonal situations in terms of the choices and consequences that confront every actor, which is the essence of game theory.

This is a way of detecting problems that you might be able to fix. It is also a way to be more fair. Too often, we analyze situations in terms of the choices that confront us and the results that will befall us if we make any choice. We see other people as doing the right or the wrong thing, from our perspective. It is important to step away from that first-person view and assess the choices–and the costs and benefits–that confront everyone. Then their behavior may seem more reasonable, and the root of the problem may lie in the situation, not in the other people’s values.

When used as models of real life, games simplify and abstract. That is both a limitation and a huge advantage: a model can clarify important problems and patterns that may be hidden in the real world’s complexity.

Games do not presume that the players are selfish; in fact, altruists can get tangled up with coordination problems that games model well. Nor do games assume that people have full information or act rationally; uncertainty, randomness, and error can be built in.

Games do model situations in which people or other entities (e.g., animals, companies, nations) make separate choices, and the outcome results from the interaction of their decisions. Games are not very helpful for modeling other kinds of situations. One important form of civic action that they do not model well is a discussion about what is right (and why). Exchanging opinions and reasons isn’t well illuminated by a game. Therefore, I do not think that civic actors should only learn from games, yet game theory is a useful skill.

One way to introduce game theory is to play a game and reflect on how it works as a model.

Almost identical lesson plans can be found all over the Internet for a classroom game that models the Tragedy of the Commons using Goldfish crackers. I’m not sure who deserves the authorial credit for designing this lesson in the first place, but I have adopted it for several different classes and will share my current design.

Materials: goldfish crackers (“fish”); plastic bowls (“lakes”); and forks (as tools for fishing).

Each group of four people should sit in a circle around its lake, which contains nine fish to start. Players “fish” by removing the goldfish from the bowl with a fork. All groups fish for 15 seconds while the instructor keeps time. Then students put down their forks and the fish “reproduce”: each fish left in the lake produces two offspring, up to a total population of 16, which is the carrying capacity of the lake. Then you repeat fishing for another season until either the seasons are over or the fish run out.

I do not explain the goal or what counts as winning, because that will vary in interesting ways.

Each round has different rules.

  1. We play three seasons without talking at all.
  2. We play three seasons and may talk before the game begins and during it.
  3. Each group plays an unannounced number of seasons before I stop them. They may talk.
  4. We play three seasons silently, and each group rotates one fisher at a time. That person may spend as little or as much time as she likes. As long as she holds her fork, the others must wait.
  5. We play using game 2 rules, except students may take fish from any table.

I keep track of the largest number of fish collected by any individual in each game and the number of fish left in the whole room at the end of each game.

Below are the results from yesterday’s game, with 52 Tufts undergrads. Note that 68 fish were left when the number of seasons was unknown and students could talk. That is more than seven times more fish than survived in the first game, with a known number of seasons and no ability to communicate orally.

Questions for discussion:

  • Did we observe “tragedies,” or not?
  • When we did not, why not? What solutions did groups come up with?
  • What were individuals trying to achieve? (Responses will likely vary: obtaining the most fish, trying to be fair, trying to look like nice people, learning by experimenting with different tactics.)
  • Were your objectives affected by your perception of what other players were trying to achieve? (A norm can be understood as a shared sense of the goal.)
  • What is the optimal solution? (Students should consider: maximizing the number of fish consumed, or the number of fish preserved at the end, and/or equity among the players. Other proposals may also emerge.)
  • What parameters are included in the game? (Responses should include: attributes of the physical world; attributes of the community; official rules; and rules-in-use.)
  • How realistic is the scenario? What is it a realistic model of?
  • What assumptions does it make? How might those differ in reality? For instance, what if we played with $100 bills instead of Goldfish crackers?
  • Why did everyone follow the instructor’s rules? Why not just grab the Goldfish?
  • To what extent did additional rules emerge in practice? Is it realistic that people followed rules?
  • In general, is it helpful to model a society using games? What assumptions does a game model make? (Selfishness?) What might a game not model well?
